Amendment 003 Questions and Answers

1. Reference Amend A001 Q&A #7: The previous question asks “What annual hour totals does GSA use to calculate 1 FTE – e.g. 2080, 2020, 1920, 1880?” GSA Response “1920 or according to SCA”. The government’s answer creates ambiguity and an “apples to oranges” situation where offerors bid different hours. Price evaluation in this scenario will be inconsistent.

Please specify what productive hours offerors should use for pricing the requested fully burdened labor rates.

2000 labor hour annually

2. Reference Amend A001 Q&A #12. #21, #25 #87: Please clarify the PM requirement. Is a separate PM required for each task order?

Answer: For the two known task orders reference in this RFP, yes a PM is required for both task orders. Further task orders may not always require a PM. Offeror should price the PM for 2000 labor hours provided in the RFP.

3. Reference Amend A001 Q&A #12. #21, #25 #87: Please clarify the PM requirement.

Given the part-time nature of the position, can an offeror chose to include the PM as part of our overhead/G&A structure and not a direct priced position on the contract??

Answer: Offeror should submit project manager as a direct priced position.

4. Reference Amend A001 Q&A #13: GSA Response “Offeror may send two PM resumes because it is the intent of the Government to issue two task orders. Currently there are two known task orders that the Government intends to issue after award of the IDIQ”. This response implies that both task orders may be awarded to a single IDIQ awardee which is contradicted by the government’s response to question 268 which states “Is it the government's intent to award both task orders to a single company and use a single PM to oversee both task orders?”

GSA Response “No” and question 51 which states “Please confirm that one of the two contractors may be awarded BOTH current task orders”. GSA Response “Possibility”. Please clarify. No because one vendor may not be awarded both task orders.

Task orders will be competed. There is the possibility that one contractor may be Answer:

awarded both task orders. As of now there are two known task orders that will be issued under this IDIQ contract. There is the potential for more task orders. The potential number of task orders is unknown.

5. Reference Amend A001 Q&A #5: The government has stated that “A new worksheet will be provided with reduced labor hours.” When does the government intend to provide the new worksheet?

Answer: See amendment 2

6. Reference Amend A001 Q&A #23, #29, #57, #64, #77, #81: The government’s responses to these questions are contradictory and have led to confusion on two topics.

In several cases the government indicates that both the Administrative Assistant I and the Executive Administrative Assistant II map to the SCA labor category 01020

Administrative Assistant. Does this that both of the GSA specified labor categories receive the same rate of pay?

7. In several cases the government indicates that the Executive Administrative Assistant II maps to the SCA labor category 01020 Administrative Assistant and in other instances you state that the Executive Administrative Assistant II maps to the SCA labor category 01313 Secretary III. Please clarify the correct SCA labor category.

Answer: See attachment evaluation factors and instructions

8. Reference Amend A001 Q&A #31, #54, #60, #218, #219: The government’s response to these questions is inconsistent with the application of LPTA evaluation criteria. The response to question 31 states “If an Offeror does not have past performance then a neutral rating will given. The Government will verify information in CPARS and PPIRS” question 54 states “If a proposal receives a neutral rating on past performance and an acceptable rating for all other non-price factors, doesthe proposal receive an overall acceptable rating”? GSA Response “Yes” and question 219 asks “If we submit fewer than three satisfactory rated past performance references, will we receive a satisfactory, unsatisfactory or neutral rating? “ GSA Response “Neutral ratings will be given to contractors with zero past performance. Satisfactory or Unsatisfactory ratings will be assigned based on similar, relevant experience.” The government responses imply that an offeror can choose to not provide past performance as part of their proposal and would still be eligible for award. It also implies that an offeror who doesn’t submit past performance could be deemed acceptable with a neutral rating and an offer that submits past performance but less than the stated requirement for three references could be deemed unsatisfactory. LPTA evaluation criteria is either “pass” or “fail” and does not include adjectival ratings such as “neutral”. Is the government stating that an offeror can be awarded a contract without having past performance that meets the RFP requirements?

Answer: GSA has revised this requirement. Offeror must provide three past performance references. The past performance could be in the form of CPARs or PPQ from offeror’s clients. If three past performance are not submitted then the offeror will be unacceptable.

Any evaluation factor below 3=Satisfactory will be unacceptable. There is no page limitation for PPQ and CPARS. Offeror must submit a one page summary for each past performance reference submitted either through CPARs or PPQ.

9. Reference Amend A001 Q&A #41: The response indicates that the QASP is required as part of the proposal. This contradicts the response to question 110 and other responses which indicate the QASP is due after contract award. Which is correct?

Answer: QASP is due with the offeror’s proposal.

10. Reference Amend A001 Q&A #63: Original question asks “Each applicable Department of Labor Wage Determination provides a minimum requirement for health & welfare compensation, holiday, vacation, and sick leave. Will the GSA consider as incomplete any price proposal that does not include these minimum cost elements?” GSA Response “No”. Answer:

Yes This response is disturbing. Is it GSA’s intent to find an offer responsive and possibly make a contract award to an offeror even if you are aware that the offeror has not complied with Federal law and the requirements of the Service Contract Act?

Answer: The contracting officer miss read the question to be “will the GSA consider any incomplete price proposal that does not include these minimum cost elements?” The correct response is yes - price proposals that do not include minimum requirements (health & welfare compensation, holiday, vacation, and sick leave) are incomplete and will not be accepted.

11. Offeror shall proposal price The price sheet must be complete. The option years will be adjusted according to annual wage determination reviews set by Department of Labor.

Reference Amend A001 Q&A #112: Question states “If the project manager is not currently an employee of the prime offeror, is a Letter of Intent required with the resume to indicate the PM’s acceptance of the position on award? “ GSA Response “Maybe”. Please clarify the government response.

Answer: Letter of intent is not required.

12. Reference Amend A001 Q&A #131, 141: Question 131 asks “Is a resume required for the Acting PM or can this be provided at the time of award?” GSA Response “Acting PM resume is due with the proposal submission.” The answer to question 141 contradicts this response. Please clarify the response. Is a resume for a temporary person who would stand in for the PM in case of vacation or absence really required with the proposal?

Answer: Yes, The Government will allow up to two resumes for project manager. This will allow for alternate or acting project manager

13. Reference Amend A001 Q&A #150: The government response to this question states “Wage determinations dated 8/12017 were included in RFP GS-H-ID1418-P0013”. This response is not correct. Wage determinations dated 7/25/17 were provided with the RFP. Please clarify.

Answer: This was the most recent wage determination posted on Department of Labor website. The two wage determinations are 7/25/2017 and updated on dol.gov on August 1, 2017. The offeror may review the wage determination at www.dol.gov

14. Reference Amend A001 Q&A #152a: Please clarify the government statement “Labor cost is a ceiling rate may be increased if there is an increase in demand for this contract.”

Answer: If there is a higher than estimated demand for administrative services under this IDIQ, then the ceiling price may be increased via process of modification. The ceiling rate refers to the estimated ceiling price.

15. Reference Amend A001 Q&A #265: In specific terms, what evaluation criteria, metrics and process will the government utilize to determine which offerors will be awarded an IDIQ contract?

Answer: Amendment 3: Evaluation matrix is included –see Amendment 2 attached

16. Reference Amend A001 Q&A #265: Given that the two IDIQ awards will be based on LPTA and both contractor’s will submit their lowest possible rates. How willthe subsequent task orders be competed between the two awardees? In specific terms, after award of the two IDIQ contracts, what criteria, metrics and process will the government utilize to determine which contractor will be awarded a task order? It seems based on the current RFP structure that the IDIQ contractor withthe lowest labor rates on the IDIQ contract award will always win every task order. Please clarify the process and intent.

17. Based on delayed release of the amended RFP, will the Government extend the proposal due date to November 8, 2017?

Answer: No, the Government will extend to 12:00 PM, November 6, 2017.

18. With regard to 2 Project Manager (PM) resumes, the Government states we “may” include 2 resumes (Q&A 13, 151). Can the Government clarify whether bidders are required—indicating with “shall” or “must” to submit two resumes? “May” indicates it’s bidder’s discretion, while the answer to question 138 indicates we “need” to submit two resumes “because there are two task orders.”

With regard to submitting 2 PM resumes because there are two task orders that require part time PM support, why is it not bidder’s discretion to use one PM (and therefore one resume) to staff two part time positions?

Answer: It is the bidder’s discretion to use one PM for multiple task orders since the PM is a part time position. A bidder is allowed to submit up to PM resumes but not required.

With regard to the Acting PM resume, the Government states this resume is required with the proposal (Q&A 131) and then states it is not required (Q&A 141, 151).

Can the Government clarify whether an Acting PM resume is required with the proposal submission? Acting PM resume is not required

Answer: The Government will allow up to two resumes for project manager but not required.

. This will allow for alternate or acting project manager

19. Question 232 states “QCP” and “QASP” are synonymous. Question 41 asks where the QASP should be provided in the proposal, and the answer states the QASP is not required at the time of proposal submission. Question 232b states the QCP should be included in Volume 1.

Can the Government clarify if a QASP/QCP is required to be submitted with the proposal?

Answer: In Amendment 2 states that the QASP is required and should be in volume 3. There is no page limits for the QASP.

20. Will the Government update the list of proposal sections that are included/excluded from page count in one location since there have been numerous changes to what is to be included in the proposal and where?

Answer: see amendment two evaluation instructions to offeror attachment.

21. In Amendment 1, the Government stated in response to Question 258 that the staffing plan would not be required and would be removed. The staffing plan is still included in Amendment 2. Will the Government please clarify if this was an oversight and should have been removed in Amendment 2 or if a staffing plan is indeed required?

Answer: An individual staffing plan is not required. However, the offeror shall provide a Phase-In Plan Management and Staffing approach. The narrative shall include the following: describing recruitment approach, retention approach, staff orientation, staff retention and staffing replacement substitution.

GSA has determined that the same elements as describe here would be the same as the staffing plan.

22. In Amendment 1, the Government states that CPARS reports may be submitted with the proposal but does not indicate if these will be counted against page length requirements. Can the Government clarify whether CPARS will count against page length and were in our proposal they shall be submitted.

Answer: CPARS and past performance questionnaires do not count against page limitations. Neither has a page limits.

23. Amendment 1 stated that 9.2.1.4 Staff Orientation with GSA IT in response to question 55. Amendment 2 still requires offerors to address 9.2.1.4. Will the Government please clarify if we are to address 9.2.1.4?

Answer: 9.2.1.4 is Staff Orientation with GSA IT is that the offeror must ensure that the all contract personnel complete GSA annual IT security training which is mandatory.

24. Given that the Government provided a number of contradictory answers in Amendment 1 and that all of these discrepancies were not resolved in Amendment 2 which also introduced additional conflicting information, would the Government consider cancelling this RFP and issuing a new RFP that fully addressed all of the questions posted in regards to this RFP?

Answer: No

25. Question:

Using Amendment002, Attachment 2 Price Sheets, we performed a preliminary calculation using the Government’s Labor Conformance to SCA by Labor Category, applying the H&W of $4.27, EO Sick Leave of 56 hours, 80 hours of Vacation, and 80 hours of holiday. Applying these costs to the Government’s estimated number of hours and an unrealistic PM salary of less than $38,000 annually, the Government’s Ceiling of $4.4M can only be achieved without adding Statutory Taxes and the Contractor’s indirect rates. Proposing an unrealistic salary for the PM, Contractor can only apply a 1% to total direct costs (Direct Labor Rate, H&W, EO Sick Leave, Vacation, and Holiday) which does not cover the mandated statutory taxes and the Contractor’s indirect rates.

Please explain how offerors are to achieve the Government’s base year ceiling price of $4.4M using the SCA Wage Determination mandates (Direct Labor Rate, H&W, EO Sick Leave, Vacation, and Holiday), mandated statutory taxes, and apply the Contractor’s indirect rates based on the revised hours in Amendment002.

Answer: Indirect cost is not associated with this RFP. The ceiling for the base and option years is increased from $23,000,000 to $27,000,000.00. Breakout is as follows:

Base--------------$4.8 million Option Year 1---$5.1 million Option Year 2---$5.4 million Option Year 3---$5.7 million Option Year 4---$6.0 million

26. Using Amendment002, Attachment 2 Price Sheets, it appears that the Project Manager would be a full time position based upon the 2000 hours listed as Labor Hours and the note at the top of Attachment that states “Full Time Equivalency is 2000 labor hours per year”. However, Question 21 and 25 from the Questions and Answers from Amendment A001, and which were not superseded in Amendment A002, state the Project Manager position as part-time.

Answer: The project manager labor hours of 2000 not to exceed for the total year. The labor hours of 2000 will be count against for all task orders that may be issued.

27. (Page 3) LPTA - Should FAR Part 12.6 be corrected to Part 15.101-2? Answer: No Part 15.101-2 is the LPTA section of FAR, whereas Part 12.6 references commercial items.

FAR 12.6 commerical and award method is LPTA

28. (Page 7) Should Price be in "Factor 5" as it is on page 8, not "Factor 4" as it is on page 7?

Answer: Page 7 Price should be Factor 5

29. (Attachment 2-2A) Are these base year vs option year hours correct?

DC Supply Clerk hours - base year is 6400, then 6000 per option year DC Administrative Assistant - base year is 28,000, then 20,000 per option year

Answer: DC Administrative Assistant - base year is 28,000, then 28,000 per option year DC Supply Clerk hours - base year is 6000, then 6000 per option year

30. According to Amendment 1, the Government indicated that the QASP was not required with the proposal, but a Quality Control Plan must be submitted. According to Amendment 2, the Government indicated that a QASP is required and should be included in Volume 3.

Answer: QASP is required in Volume 3.

31. Is it the In question 3 of Amendment Number 3, the positions of Administrative Assistant and Executive Administrative Assistant II have been mapped to the same Wage Determination (WD) Occupational Code.

Concern: The concern is the ability to staff the higher Level (II) position when the pay is the same as Level (I). Though the pay is the same, the qualifications and skills are higher for the Level (II) position.

Please provide a Wage Determination Occupational Code that is different from level (I).

Answer: After careful review of the labor categories on the Wage Determination, the Government has determined that there is no similar labor category that meets the Executive Administrative Assistant II position. The offeror shall propose non SCA labor rates for Executive Administrative Assistant II position.

32. Government expectation to have offerors to submit a QASP or a Quality Control Plan?

Answer: QASP

33. According to Attachment 2 - LABOR CATEGORIES AND BURDENED LABOR RATES PRICE SHEET, the total labor hours for the base period and each option year for the Washington D.C.

portion of the contract show a total of 134,400 labor hours and the Maryland portion of the contract shows a total of 17,000 labor hours. Using the 2,000 hours given for FTE, Washington D.C. equates to 67.2 FTEs and Maryland equates to 8.5 FTEs for a total of 75.7 FTEs. With this number of FTEs, the total cost with burdens alone and excluding any profits is in excess of $300K over the ceiling price for the base period. This number of FTEs conflict with the responses provided in your published responses. Will another revision of the labor hours be published?

Answer: see revised Price Sheet. The Government has taken into consideration the concerns from the industry that adequate pricing cannot be met with the given labor labors and the ceiling price. The Government has increased the ceiling price to $27 million for the life cycle of this requirement.

34. Due to the issue with the number of labor hours given versus the contract value, will the deadline for submission of proposals be extended until11/10/2017 to allow for adequate responses to be provided from your office and the incorporation of this information into our proposals?

Answer: No, proposal due date is extended to 12:00 PM EST, Monday, November 6, 2017.

Please Note: No additional questions will be answered.
