Questions and Answers
Question Government Response
Does the Combined Synopsis/Solicitation posted as solicitation number RFP_DJF182200PR0012096 on FBO contain requirements similar to a existing contract or will this be a new requirement? If possible, please provide the current contract number.
New requirement
Will the Government provide access to aircraft technical data, to include, Maintenance
Requirements Manual and Maintenance Planning Manual to prospective bidders?
No. Any repair station that has the Q400 on their repair station certificate is required to have technical data for that model of aircraft.
Combined Synopsis – Section 8 Attachments lists attachment 2 (SOW) as containing 15 pages. Provided attachment 2 (SOW) is only 5 pages.
SOW only contains 5 pages, Combined Synopsis – Section 8 Attachments lists has been updated
Attachment 1 – CLIN 2001, 3001, 4001: states “All routine maintenance for Cessna aircraft…”
Atch 1 Updated to read for " Bombardier Dash8-Q400 "
5 Will the Government provide the aircraft tail number and/or MSN? Aircraft S/N is 4235
Is the aircraft currently operating from a fixed base? If so where is it operating from? Fixed base-yes from an airport in a Mid-Atlantic State.
Attachment 1 asks for a FFP and T&M pricing for the 5 year term and references you to Attachment 2 section 3.1 and 3.2. 3.1 only describes in definition what Schedule Maintenance is and does not provide an actual due list of the maintenance that will be required over the 5 year period? Will there be a list of scheduled maintenance tasks provided to bidders in order to establish a FFP?
Para 3.1 Scheduled Maintenance, CLIN 0001: Yes, and estimated list of requirements shall be provided. However, the Bombardier Q400 Maintenance Requirements Manual and the Bombardier Q400 Aircraft Maintenance Manual, Chapter 5 identifies all required routine maintenance requirements for the aircraft. Potential Offerors should be able to obtain/or have access to this document if this is your business industry. You should identify and price all estimated routine maintenance for the aircraft annually as shown on the due list.
In attachment 4 under section (3) it describes a proposal format that would see the bidder list FFP and T&M pricing for CLINs on an excel sheet format. Is there a detailed list of the CLINs that we are to provide pricing for?
Yes, see Attachment 1 Cost/Price Schedule and Due List.
In attachment 4 under section (3) it describes a proposal format that would see the bidder list FFP and T&M pricing for CLINs on an excel sheet format. Is this a separate pricing request than what is asked for in attachment one where we are asked for FFP and T&M Pricing?
No, Attachment 1 Cost/Pricing provides the Offeror the CLIN structure on an annual basis for five performance years. Attachment 4 provides the details for the element of costs that should be considered when determining lump sum pricing for each performance year to arrive to the total value of the 5 year IDIQ contract. CLIN 0002: Offerors must provide a list of labor categories and associated rates for five performance years (escalated for year 2-5).
In attachment 3, what is the expectations in regards to this attachment as there does not seem to be any instructions around this pertaining to the overall bid? We are a Canadian company not able to comply with many of these requirements due to jurisdiction or applicability?
Attachment 3 lists all the terms and conditions applicable to federal government contracts in the U.S.
Attachment 6, please confirm you would like us to send this questionnaire to non-government agencies to complete and respond directly to FAU-H. We have a number of commercial customers we can send this too however in the past we have been requested not to disclose who our customer is when dealing with FBI Dash 8-Q400?
Yes, the questionnaire can be sent to commercial and government organizations.
Attachment 5 and 6, do you have a specified number of evaluators you are requesting? A minimum of two (2) and no more than four (4) completed sheets.
Attachment 2, Section 9 for invoicing procedures. Is the invoice numbering system that begins in 01 mandatory? Our maintenance management program automatically generates an invoice number that cannot be adjusted.
Company’s standard invoicing procedures are acceptable.
Attachment 1, asks for not to exceed T&M what materials do you include in this rate? Are you expecting all parts included in the not to exceed rate?
The T&M (NTE) CLIN 0002 should not have materials included at this phase. Provide only fully burdened labor rates. After contract award the Government will established a NTE limit for unscheduled maintenance. Materials will be determined at the Task Order level.
Attachment 1 and 4. In attachment 1 you request a not to exceed time and material rate for each of the 5 years. In attachment 4 your say the government will establish the not to exceed rates. Can you provide clarity in what you expect to see for a not to exceed rate?
Is this an hourly T&M rate (e.g. $100.00 USD per hour) or are you looking for a total unscheduled maintenance budget for the year with a not to exceed?
The paragraph reads that the Government will established a NTE (value). The contractor shall propose the labor categories and rates.
Attachment 4, 1. Pricing Detail asks for a breakdown of employees and costs. Due to the fact we do not have an exact work scope nor has a time frame been confirmed I would assume an average cost will be acceptable based on the fact that we have close to 300 technicians and do not know who will be assigned.
Correct; however see the due list of estimated routine maintenance.
Attachment 2 – section 3.3 under AD’s where/how do we account for the AD/SB costs? It seems impractical to include unforeseeable AD’s in the unscheduled or scheduled sections within the FFP or the T&M NTE rates considering we do not know the current AD status and many AD’s may still be yet to come.
See the Due list of estimated routine maintenance that will be the basis of your proposal for CLIN 0001. CLIN 0002 will be FFP labor categories and rates escalated for five years.
If based on the responses received will there be time allotted for further clarification if needed?
Yes.
