You are invited to submit a proposal in response to the subject Request for Proposal (RFP). CMS anticipates awarding one (1) Cost-Plus-Award-Fee contract as a result of this RFP.
You are instructed to review the attached RFP Section L, Proposal Instructions, for detailed instructions as to the contents and limitations of the proposal and special contract requirements. Offerors must submit a proposal checklist with each proposal in accordance with L.16 Business Proposal Instructions. Awards pursuant to the requirements of this RFP will be made based upon the RFP evaluation criteria prescribed in Section M, Evaluation Factors for Award.
CMS will enable the Interested Vendors List Module (IVL) on Federal Business Opportunities (FBO) website (www.fbo.gov) for this solicitation. The IVL Module allows vendors to register their interest in submitting proposals in response to this solicitation. This will allow all vendors to view other interested vendor contact information for teaming and subcontracting purposes.
Offerors shall forward all RFP questions to the following electronic mailbox: CMS MACDMEA@cms.hhs.gov (NOTE: This Internet address is case sensitive and must be copied exactly as it appears). Please do not send questions directly to the Contract Specialist or Contracting Officer.

Please be advised that this RFP does not commit the Government to pay any cost for the preparation and submission of a proposal. In addition, the Contracting Officer is the only individual with the legal authority to commit the Government to the expenditures of public funds in connection with the proposed procurement.
