About this file
This document is an industry day presentation by the U.S. Department of Energy's Office of Nuclear Energy focusing on AI and energy generation at the Savannah River Site (SRS). The presentation highlights recent commercial agreements between nuclear energy, data center, and AI companies, including power purchase agreements with Google, TVA, Constellation, Meta, Microsoft, and Amazon between 2024-2025. The Office of Nuclear Energy conducted a comprehensive site evaluation of DOE locations for AI data center and nuclear energy development, with SRS scoring very well due to its historic plutonium and tritium production background, ample land, low hazard profile, and proximity to the Vogtle nuclear power plant.
The presentation outlines the advantages of nuclear energy for AI data centers, including firm and reliable energy, long operating periods between refueling, flexible modular designs, and stable costs. The objectives of the Request for Proposals (RFP) include identifying collaboration opportunities with Savannah River National Laboratory (SRNL) for new nuclear reactor and data center research, specifically focusing on reactor fuel cycle specifications and optimization. The initiative aligns with the President's AI Action Plan and executive orders, which aim to make federal lands available for data center construction and prioritize interconnection of reliable, dispatchable power sources, including nuclear technologies.

AI & Energy Generation at Savannah River Site:
Industry Day
Rian Bahran, PhD Deputy Assistant Secretary for Nuclear Reactors
DOE Office of Nuclear Energy
December 9, 2025
Nuclear Energy Commercial Agreements for Data Centers
Many nuclear energy, data center, and AI companies have already announced agreements, for example:
• August 2025: Kairos Power, TVA, and Google announce power purchase agreement (PPA) for up to 50 MW. Equinix data center operator preorder of twenty Radiant microreactors.
• June 2025: Constellation and Meta sign 20-year PPA for power from Clinton Clean Energy Center, IL.
• October 2024: Amazon announces direct investment in X-energy. Kairos Power and Google sign Master Plant Development Agreement for 500 MW by 2035. Equinix data center operator to sign reactor offtake agreement (with Oklo).
• September 2024: Microsoft and Constellation announce 20-year PPA for power from Three Mile Island Unit 1, PA.

Achieving Goals in AI Action Plan and Executive Orders
• Supporting AI data centers and energy development at SRS is a key step toward achieving the goals of the President’s AI Action Plan and executive orders.
• The AI Action Plan includes:
• “Make Federal lands available for data center construction and the construction of power generation infrastructure for those data centers by directing agencies with significant land portfolios to identify sites suited to large-scale development.”
• “Prioritize the interconnection of reliable, dispatchable power sources as quickly as possible and embrace new energy generation sources at the technological frontier (e.g., enhanced geothermal, nuclear fission, and nuclear fusion).”
• EO 14318, Accelerating Federal Permitting of Data Center Infrastructure
• EO 14299, Deploying Advanced Nuclear Reactor Technologies for National Security
Office of Nuclear Energy Siting Assessment
• The Office of Nuclear Energy led a site evaluation to assess the suitability of DOE sites for AI data center and nuclear energy development by sending a questionnaire to each of its site offices.
• The questionnaire had 11 sections and more than 70 questions, including:
• Interest in hosting nuclear reactors / community support / land size and access to site
• Existing and future power capacity, demand, transmission, interconnection, and utilities
• Natural hazards, geotechnical, and environmental considerations
• State and local incentives, permitting, and agreements.
• SRS scored very well in the questionnaire responses.
• Historic plutonium and tritium production site; ample land, relatively flat, low hazard profile
• Proximity to Vogtle nuclear power plant construction site and Fort Gordon
Nuclear Energy for AI Data Centers
• Advantages of nuclear energy for AI data centers:
• Firm, reliable energy to meet 99.999%+ needs
• Long operating periods between refueling outages
• Flexible, modular, compact designs that can scale up with needs
• Stable costs with limited exposure to volatile fuel markets.
• The RFP’s objectives include:
• “Identify opportunities for collaboration with SRNL for new nuclear reactor and data center research including but not limited to:
1. Reactor fuel cycle specifications and optimization for processing (e.g., fuel feedstock, backend SNF storage/ disposition, etc.)”
