About this file
This document is an Appendix A for a Request for Proposals (RFP) by the National Nuclear Security Administration (NNSA) for AI Data Centers with Onsite Power Generation. The document details 10 potential land tracts totaling 3,103 acres at the Savannah River Site (SRS), with individual tract sizes ranging from 81 acres (Site 8) to 570 acres (Site 9). NNSA anticipates leasing approximately 15% (450± acres) of the total available land through this solicitation.
The appendix includes comprehensive site-specific information for each potential location, covering details such as area, perimeter, and elevation ranges. The sites are geographically distributed across the SRS, with supporting infrastructure including a DOE-owned transmission and distribution grid powered by three 115 kV lines, a 20 MW biomass combined cycle plant, and planned 75 MW solar power generation facilities. Additional site considerations include groundwater resources, geological conditions, archaeological inventories, environmental assessments, and regional seismic risk analysis. Potential lessees may propose to lease all or portions of individual or multiple tracts, providing flexibility in site selection and development.

Peace Through Atomic Strength
Appendix A: Depiction of the Property and Existing Encumbrances (Revision 1)
AI Data Centers with Onsite Power Generation
Text Revisions shown in Blue Font
Summary of Potentially Available Land NNSA has identified 10 tracts of land that may be capable of supporting a data center and/or power generation only
The total land area identified is 3,103 acres
Tract size ranges from 81 acres (Site 8) to 570 acres (Site 9)
Offerors may propose to lease all of a tract or only a portion of a tract
Offerors may propose to lease all or a portion of multiple tracts
NNSA does not anticipate leasing more than about 15% of the total acreage (i.e., 450± acres) as a result of this RFP
SRS Power Grid The DOE owned SRS transmission and distribution grid is powered by three 115 kV lines
• Two originate at the Dominion Energy Urquhart Combined Cycle Plant
• One originates at the utility owned substation located within the SRS boundary on the 230 kV line passing through the site
• Line capacities shown in aqua font in picture to the right
One utility owned 115 kV line between Urquhart and Fairfax passes through the site
A 20 MW DOE owned biomass combined cycle plant will operate at least through 2031 and produces between 70,000 MWh and 95,000 MWh annually
Two commercially owned 75 MW solar power generation facilities with BESS are in development and will be located on land leased from DOE
• Commercial operations scheduled for late 2029
• 25-year lease with two 5-year options begins upon start of commercial operations
• Each site should produce ~125,000 MWh annually 36
River Water System One Operational Pumphouse remaining is located on the Savannah River (Circa 1953)
• Two – 7,500 gpm pumps (normally 1 in operation)
• Four – 32,000 gpm pumps available
• ~ 43 miles of underground piping remains in service
• Piping size ranges from 54” to 84” diameter
• 6” thick concrete with steel reinforcement
• Maximum system pressure at the pumphouse is 180 psig
• Minimum system pressure at the pumphouse is 160 psig
SCDES Withdrawal Permit
• Allows withdrawal of approximately 250,000 GPM from each of the two existing pumphouses.
• SRS currently withdraws ~7,500 GPM from one pumphouse.
• Second pumphouse is non-operational and will require refurbishment
• Permit requires return of a large percentage of the water to the river
SMR Siting Analysis – Savannah River National Lab
In 2011, The Savannah River National Lab conducted a holistic analysis to determine the optimum locations for a small modular reactor at SRS and generated a report entitled: Proposed Site Selection for Small Modular Reactor, SRNL-L4300-2011-00011
The analysis was based on a well-known SMR design at the time and included a map of SRS indicating the suitability of various locations for installation of a small modular reactor
The graphic to the right shows approximately where each of the 10 potential sites (light blue polygons) identified in the RFP are located relative to the results of the SRNL analysis
Higher Site Selection Modeling System (SSMS) scores, indicate more favorable siting conditions
This report can be downloaded from the SAM.gov listing for
SRS RFP
NOTE: In addition to SRNL identifying these locations in 2011, numerous assumptions were required to develop the analysis model. The results of the study must only be used as a starting point for the offeror’s own analysis. DOE, NNSA nor SRNL warrant the accuracy or suitability of this analysis for any purpose.
