About this file

This document is Addendum 1 for Request for Proposal (RFP) No. A25-1118 issued by Ames National Laboratory for a Metals Development 150 Substation. The addendum addresses four key questions from potential offerors regarding the solicitation, providing clarification on the project scope, timeline, and requirements. Specifically, the RFP covers the entire substation, including the transformer, busway, panel, and switchgear, with a target completion date of March 31st, 2026.

The addendum confirms that the contract includes domestic preference requirements under FAR 52.225-1 and the Buy American Act (BAA). Additionally, it mandates that all offerors with procurement estimates of $10,000 or more must be registered in the System for Award Management (SAM) at www.SAM.gov and complete annual representations and certifications electronically prior to award, with no exceptions granted to this requirement. The solicitation is issued by the Department of Energy Ames Laboratory, operated by Iowa State University.

SUBJECT: Addendum 1 (RFP) No. A25-1118 for Metals Development 150:

Substation

Questions:

1. Is the only item that is bidding in this request is the substation and not the busway or Switchgear PD-LAB that is shown on the plans?

2. Is the March 31st 2026 completion date a hard requirement? I have seen this type of equipment take much longer than 12 months to ship. I have submitted your request to Square D to review and they will have to officially state what they can or cannot do for sure.

3. Is there a Buy American or BABA requirement? I did a scan through the documents and did not see it, but want to double check if this is required?

4. I believe this is going to be over $10K and reading through your documents it appears orders over $10K must be purchased/processed through a SAM portal. Is there any exception to this requirement?

Answers:

1. The RFP is requesting all parts of the substation. Reference Part 2- Products in the specifications; this points out specs for the Transformer, the Busway, Panel and Switch Gear. These are all part of the RFP as noted in the drawings and specs.

2. At this time, yes, March 31st, 2026 is our target completion date. We are starting with that expectation with the understanding that Square D may have delays that we will have to react to if necessary. So far, we have been successful with 12 mo.

3. The terms and conditions of this contract do include domestic preference requirements under FAR 52.225-1 (OCT 2022), as modified by DEAR 970.2570, which implements the Buy American Act (BAA).

4. If the estimated cost of the procurement is $10,000 or more, all offerors must be registered in the U.S. government’s System for Award Management (SAM) at www.SAM.gov and must have completed their annual representations and certifications electronically in SAM prior to award. No exceptions will be granted for this requirement.
