About this file

This addendum to a request for proposal provides clarification on hazardous waste collection and disposal services solicited by the Department of Energy Ames Laboratory. Pricing for waste collection, transportation, consumables, and treatment fees must be provided using the attached price sheet template, with pricing evaluated against historical waste data from May and November 2022. The response due date is extended to October 6, 2023, with award based on lowest price technically acceptable. Services include collection and disposal of various hazardous waste mixtures generated in unknown container sizes on an annual basis not expected to exceed $25,000. Addendum 1 – RFP A23-1543 Hazardous Waste Collection and Disposal

Q1. Please advise when an Excel price sheet file will be atached to the portal of this RFP so we can price your services.

A1. See atached price sheet that can be used. If there is no industry standard, then please provide unit of measure with pricing. There is also a tab for Licensing and Locaon that can be completed.

Q2. I do not see a form to provide any standard pricing categories such as mobilizaon, on- site labor, DOT supplies, disposal per treatment technology per drum size, transportaon, and associated fees.

A2. See atached Excel Spreadsheet

Q3. On Appendix B it states to see Atachment A to the Appendix, but I don’t see any document tled Atachment A.

A3. On Appendix B it should be referencing Atachment 2 Historic Waste Data. This has been corrected. Now dated 09/27/2023 Rev. 1

Q4. Can you please provide the container size and the quanty for each item on the inventory list?

A4. The “Atachment 2 – Historic Waste Data” shows the amount of waste for each item. I cannot say what the container sizes were for each of these, but pricing should be provided for various container sizes as seen on the atached Appendix E – Hazardous Waste Price Form.

Q5. Can you please provide Safety Data Sheets for items on the inventory list?

A5. There are no associated SDS docs for the waste. These are usually mixtures.

Q6. Please confirm the due date, the cover leter says next Friday, but page two indicates Oct.

4th.

A6. This was an error. The proposal due date was to be Sept. 29,2023 by 4:00 p.m. CDT however this due date is being extended out to 10/06/2023 by 4:00 p.m. CDT.

09/27/2023

Q7. What is the value of the overall contract?

A7. This is not known since the amount of waste generated varies, however we would ancipate that this would not exceed $25,000 annually.

Q8. Will you be offering a standardized pricing sheet to be submited? If not, how will the pricing be evaluated amongst the vendors?

A8. Pricing should be provided using the added Appendix E – Hazardous Waste Price Form and per the RFP Secon 22 Evaluaon for Commercial Products and Commercial Services below:

(a) The Laboratory will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Laboratory, price and other factors considered. The following factors shall be used to evaluate offers:

Lowest price technically acceptable (Meeting all requirements listed in Appendix B – Scope of Work) Pricing will be evaluated by using proposed pricing against historic collections for May of 2023 and Nov. of 2022 including consumables, trip charges, chemical collection fees and disposal fees. Other price factors may include comparison of pricing for items not listed on the historic data sheets. Price escalations for option years 2-4 will be considered.

End Of Addendum 1.
