GENERAL ITEMS APPLICABLE TO THE SPECIFICATIONS Items 1 & 2

ATTACHMENTS QUALITY ASSURANCE REQUIREMENTS

GENERAL ITEMS

1. Answers to Questions, Clarifications, Suggested Changes provided by Ames Lab to potential vendors per section 6 and 7 of the RFP Document.

Q. RFP paragraph 9 checklist line #5 onsite installation, do you have a drawing of the room this CIP will be installed, door openings to get to this room and overhead clearance?

A. The door clearance is 96” wide and 120” tall. Overhead clearance is 15’. Installation pricing is requested as an option for us but anticipated that we’ll not exercise this option unless we determine it’s in our best interest.

Q. Is an air driven pump acceptable, or does the entire system need to use inert gas?

This question stems from specification number 10 in Appendix B.

A. Air is fine for the pump. A better way to state #10 is "10. Preferred system has top loading design, with clear access, so that other equipment may mate to the opening for sample handling"

Q. Does Ames have a preferred pump-up time (i.e., time it takes to pressurize the chamber)? Or is there a preferred overall cycle time?

A. Under an hour would be acceptable. I'm seeing reports of ~25mins for typical units.

Q. The RFP says the preferred length is 12”. A 24” long vessel would double the capacity but would be a bit more expensive. Is this of interest?

Ames Laboratory RFP A22-0879 ADDENDUM NUMBER 1

A. That is likely not of interest. 12" is our stretch goal.

Q. Could a proposal with plate yoke design be submitted rather than the pin or threading mechanism. Would this be considered?

A. Provided the system is safe and can be operated by one person then we're open to alternative closure types

Q. Are there any technical certification, compliance, or special code requirements since this is for the government? For example: ASME B31. 3, NRTL, CE, UL, etc.

A. Title 10 of the Code of Federal Regulations Part 851--Worker Safety and Health Program, governs the conduct of contractor activities at DOE sites. Furthermore, the Ames Laboratory Integrated Safety Management System (ISMS) Plan documents the methods for implementing Subpart C of 10 CFR Part 851, which stipulates the safety and health standards that are applicable to the covered workplace and functional areas (851.24).

The equipment considered for purchase with the ultimate destination of Ames Laboratory shall comply with the following applicable standards:

• ASME BPVC. VIII.1-2015 (or more recent edition), Section VIII-Rules for Construction of Pressure Vessels, Divisions 1;

• ASME BPVC. VIII.2-2015 (or more recent edition), Section VIII-Rules for Construction of Pressure Vessels, Division 2, Alternative Rules;

• ASME BPVC. VIII-3-2015 (or more recent edition), Section VIII-Rules for Construction of Pressure Vessels, Division 3, Alternative Rules for Construction of High Pressure Vessels;

• ASME BPVC.IX-2015 (or more recent edition), Section IX-Welding, Brazing, and Fusing Procedures; Welders; Brazers; and Fusing Operators;

• ASME B31.3-2014 (or more recent edition), Process Piping, ASME Code for Pressure Piping, B31, issued February 27, 2015 or more recent edition;

• National Fire Protection Association (NFPA) 70, National Electric Code, 2017 or more recent edition;

• National Fire Protection Association (NFPA) 70E, Standard for Electrical Safety in the Workplace, 2015 edition or more recent edition

• See Quality Assurance Requirements Attachment for additional requirements.

2. Specification item 4 states “System should be readily sealed via pin or threading mechanism with support for the lid included, as needed (hoist, lift or balancer).

ADD – Other alternative closure types will be considered provided the system is safe.
