SECTION 01010

SUMMARY OF WORK

PART 1 GENERAL

1.01 SCOPE

This contract will consist of reconstructing an existing day use area. It will provide the Forest Service with a 8 recreational day use units, 6 single sites and 1 double site. Work includes roads, trails and parking lot construction consisting of clearing, excavation, demolition of existing facilities, installation of a four unit comfort toilet station including all electrical and plumbing, and an accessible concrete and hardened aggregate trail system. Materials include but are not limited to:

asphalt paving and curbs, concrete and aggregate trails, tables, fire grills, signing, traffic barriers (rocks), hydrant, trash bin enclosures, and traffic striping.

1.02 CULTURAL HERITAGE SAFEGUARD

The project is within an archgological sensative area with historical significance. A cultural heritage member could be on site during all phases of construction to monitor any excavation, demolition of existing facilities and/or existing ground disturbance. Within the Day Use area only all movement of heavy equipment shall be done with smooth tires, no lug tires, and no track driven equipment. To control and minimize the impact of excavation and demolition work within the project area, no construction activity shall commence until Contractor’s construction staking has been accepted and approved by the Contracting Officer.

NOTE: A Cultural Resource Monitor could be present to observe all Construction operations during the term of this project.

1.03 STORAGE AREAS

The project is within a high use recreation area. The Contractor will be required to restore these areas to their original conditions as outlined in Section 01711. Material storage and maintenance of equipment will be confined to the designated areas. Storage areas will be identified by the Contracting Officer.

1.04 TRAFFIC

A. Traffic Control: Constuction signing and Flagpersons shall be required to control traffic during construction operations along the Bass Lake Road (County Road 432). A Flagperson shall be required at each point of road closure to control vehicles during working hours. The Contractor shall keep the project area and roads open and passable for all public, administrative and emergency traffic at all times. Road closures on Bass Lake Road will not be allowed. Temporary delays on Bass Lake Road will not exceed 15 minutes. Warning devices and barricades shall be maintained in the construction area at all times, and shall be in compliance with the Manual on Uniform Traffic Control Devices.

B. Traffic Safety: Safety precautions shall be in accordance with the latest edition of the State of California Construction Safety Regulations.

C. Hauling Restrictions: The Contractor shall comply with all legal load restrictions in the hauling of materials on public roads within and outside of the limits of the project. Federal, State or local permits will not relieve the Contractor of liability for damage which may result from the moving of equipment.

D. Equipment Cleaning: All off-road equipment shall be free of noxious weeds, free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Contractor shall certifiy in writing that all off-road equipment is free of noxious weeds prior to commencing operations on the project site. Contractor shall employ whatever cleaning methods that are necessary to ensure that all off-road equipment is free of noxious weeds. Equipment shall be considered free of soil, seeds and other such debris when a visual inspection does not disclose such material.

Disassembly of equipment components or specialized inspection tools are not required.

Contractor shall, at least 5 working days prior to moving each piece of equipment onto the project site, identify the location of the equipments’ most recent operation.

E. Traffic Speed: This project is located within a heavily used recreation area in which the roads are winding with limited site distances. The speed limit on Bass Lake Road is 25 mph. In Forest Service Campgrounds the speed limit is 5 mph. These speed limits shall be strictly adhered to by the Contractor under this contract.

1.05 CLOSURES

The project area will be closed to all public use until construction has been completed.

1.06 MAINTAINING UTILITY SERVICE

1. Electrical: Existing electrical systems shall remain operational until the new electrical system provided under this contract is accepted for use by the Contracting Officer. If the Contractor damages an electrical system or component, it shall be repaired immediately by a licensed Electrician, in a manner and to the extent acceptable to the Contracting Officer.

2. Contractor shall notify the Contracting Officer 24 hours in advance of any utility service interrupted.

3. Identifing the location of all existing underground utilities shall be the responsibility of the Contractor.

1.07 ENCROACHMENT PERMIT

The Contractor shall obtain encroachment permits from Madera County Public Works and Development Services Department prior to construction adjacent to Bass Lake Road. Any additional permits which may be required from utility companies shall be the responsibility of the Contractor (refer to FAR 52.236-7).

1.08 PROTECTION OF LAKES AND STREAMS

All streams and lakes in the Project Area shall be protected by the Contractor in accordance with requirements of the California Department of Fish and Game and the California Water Quality Control Board. All water encountered during the construction of this Project shall be discharged in conformance to these requirements (refer to AGAR 452.236-74).

1.09 PAYMENT

No separate measurement or payment will be made for the work specified in this Section.

SECTION 01040

COORDINATION

This section identifies Contractor and Government responsibilities for coordinating contract work with other governmental entities, utility companies, adjacent land users and other contractors.

1.03 GOVERNMENT (FOREST SERVICE) RESPONSIBILITIES

A. Notify entities involved of approximate dates of construction under this contract to facilitate initial coordination.

B. Provide Contractor a maximum of three (3) sets of full-size drawings and contract documents upon request. Additional sets of drawings will be at Contractor's expense.

1.04 CONTRACTOR RESPONSIBILITIES

A. Submit Work Progress Schedule (see FAR 52.236-15).

B. Arrange for and bear the cost of temporary utilities and services from public utilities if desired.

C. Obtain and pay for minor, temporary permits and services necessary for construction activities.

D. Coordinate with public utility companies for protection of existing utilities, including requesting "Blue Stake" location service in advance of any ground-disturbing activities.

E. Coordinate with utility companies for permanent connection of services constructed under this contract.

F Coordinate access and construction activities under this contract with any other contractors working adjacent to the project site.

G. Coordinate with Forest Service at the project site during construction activities which disrupt access at the site.

H. Notify Contracting Officer and Forest Service personnel at site 24 hours in advance of any utility interruption to the site.

Additional coordination needs shall be brought to the attention of the Contracting Officer.

SECTION 01050

FIELD ENGINEERING

This work shall consist of field engineering and survey work required in execution of the project.

The Contracting Officer will identify existing control points and property corner stakes SHOWN ON THE DRAWING, if required. The work includes furnishing all labor, equipment, instruments, materials, transportation, and other incidentals necessary to complete the construction layout and staking in accordance with these specifications and acceptable engineering practice.

General Provision FAR 52.236-17, Layout of Work.

1.03 SUBMITTALS

Submit the following to the Contracting Officer:

Name and address of Surveyor or Engineer before any survey work commences.

Upon request, documentation to verify accuracy of field engineering work.

A document signed by Surveyor or Engineer certifying that elevations and locations of improvements are in conformance with Contract Documents. Report to the Contracting Officer immediately any inconsistencies between field engineering and drawings.

Copies of logs and survey notes.

Flagging and marking paint color code.

1.04 QUALITY ASSURANCE: Work shall be accomplished under the direction of a registered professional engineer or land surveyor. The engineer or surveyor shall be familiar with construction layout and staking. Periodic visits to the project site are required.

1.05 PAYMENT

Measurement and/or payment will be made for the work described in this section AS SHOWN IN

THE SCHEDULE OF ITEMS.

PART 2 PRODUCTS

2.01 STAKES

Hubs: minimum 2" x 2" x 12"

Guard stakes and other stakes: minimum 3/8" x 2" x 18", s4s lumber

Lath: 3/8" x 1 1/2" x 48", for identification and sight stakes.

2.02 SURVEY NOTEPAPER AND BOOKS

Paper for survey notes shall be moisture-resistant paper. Notes shall be contained in books with covers that will protect the contents and retain the pages in numerical sequence during field use.

PART 3 EXECUTION

3.01 SITE IMPROVEMENT LAYOUT

Establish the site improvement layout from dimensions and benchmarks as SHOWN ON THE DRAWINGS. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks until necessary or authorized to remove them.

3.02 REFERENCE STAKING

A minimum of two reference hubs shall be set to "tie out" existing monuments (boundary corners, etc.) and important horizontal control points established during construction. Points that may be disturbed by construction activities shall be referenced well outside the area that will be disturbed.

Record all reference stake locations in the field engineering log in such a manner that original points can be readily reestablished.

3.03 SURVEY PRECISION

Survey work performed under this specification shall establish line and grade within the tolerance below:

Maximum tolerances for structures (curbs, sidewalks and buildings) refers only to location.

Structure will be constructed to dimensions AS SHOWN ON THE DRAWINGS or scaled from the drawings if no dimensions are given.

3.04 SURVEY NOTES

Survey note formats shall conform to standard practice.

Manually recorded survey notes shall be printed and shall be legible. Errors shall be deleted by lining out. Date, crew names, positions, instrumentation, and weather shall be recorded in the notes at the beginning of each day's work. The party chief shall sign or initial each page of the notes immediately after the last entry for each day's work.

Electronically recorded survey notes shall be consecutively numbered and headed to identify the contents. The notes shall be supported and accompanied by a bound Day Book that records the project name and for each day date, crew names and positions, instrumentation, weather, type of survey, stationing of sections between which survey was performed, and survey data or that cannot be electronically recorded. The party chief shall sign or initial each page of electronically recorded notes, and the final page of bound notes immediately after the last entry for each day's work. Copies of electronic notes shall be submitted in hard copy (printed) format.

3.05 CONSTRUCTION STAKING

General: Sidewalks, trails, paving, stairways, finished grades, landscape features, appurtenances, underground utilities, and buildings shall be accurately aligned with elevation control as necessary.

Marking Stakes: All stakes shall be legibly marked in the abbreviated format of standard practice with a stake pencil that leaves an imprint or with waterproof ink.

Finishing Stakes: The contractor shall set finishing stakes (bluetops) prior to final grading, and prior to first lift of paving. There shall be a minimum of three points established for each centerline point:

Centerline, right and left shoulder. Additional stakes are to be set at parking areas. The stakes shall be hubs firmly set to the required grade. All stakes are to be set perpendicular to the tangent or radial line of each centerline stake. Bluetops shall not be set until the subgrade material is within 0.3 foot of final grade.

Staking Structures and Slabs: Structures shall be staked on two sides with two permanent offsets each way perpendicular to the structure corner and two permanent offsets in line with the sides of the enclosing two sides of the structure.

Stake Approval: Construction work shall not begin until the stakes, marks, and controls established by the Contractor have been approved in writing by the Contracting Officer.

Approval of the construction staking will not relieve the contractor of the responsibility for maintaining the survey work and for correcting errors, whether the errors are discovered during the actual survey work or in subsequent phases of the project.

Stake Maintenance: Stakes found to be erroneously set or destroyed by the contractor's operation shall be reset to the same precision as the original stakes.

SECTION 01060

REGULATORY REQUIREMENTS

This Section describes the Regulatory Requirements and the Codes and Standards that apply to the work in this contract.

1.02 REGULATORY REQUIREMENTS

A. All laws, ordinances, codes, and regulations of the United States Government shall apply and be implemented into this contract.

B. The following codes and standards shall apply to the work in this contract. Where no date is specified, the applicable edition shall be the one in effect on the date of solicitation.

1.03 CODES AND STANDARDS

Standards and practices set forth by the references mentioned elsewhere in these specifications shall be adhered to unless otherwise noted.

1.04 DUTIES OF THE CONTRACTOR

A. Responsibilities. It is the duty of the Contractor to perform all work in accordance with the approved plans, specifications and regulations required for completion, during the term of this contract.

B. Performance of the work. The Contractor shall study carefully the approved plans and specifications and shall plan their schedule of operations well ahead of time. If at any time it is discovered the work is being done which is not in accordance with the approved plans and specifications, the Contractor shall correct the work immediately.

Any inconsistencies or items which appear to be in error in the contract documents shall be promptly called to the attention of the Contracting Officer. Local conditions which may affect the project shall likewise be brought to the attention of the Contracting Officer at once. In no case, however, REHABILITATION PROJECT DIVISION 1 01060-2

shall the instruction of the Contracting Officer be construed to cause work to be done which is not in conformity with the approved plans, specifications and change orders.

The Contractor shall not carry on work except with the knowledge of the Contracting Officer.

Where so indicated or in lieu of drawing or specification requirements, materials shall be used and installed in the best quality manner and method recommended by the manufacturer. Such recommendation shall be submitted in writing by the Contractor. Substitution of materials shall be considered a Contract Change and will be subject for approval by the Contracting Officer prior to use or fabrication.

Subcontractors engaged to do work on the project must be approved by the Contracting Officer.

1.05 MEASUREMENT AND PAYMENT

No separate measurement or payment will be made for the work of this Section.

2.01 GENERAL

Products and Materials: All products and materials incorporated into this contract shall meet the standards and requirements of the codes and standards as referenced in Part 1 – General of this Section, and elsewhere herein unless otherwise SHOWN ON THE DRAWINGS, the more stringent requirements shall take precedence within the codes and standards that govern this Contract.

All materials, unless specified otherwise, shall be handled, stored, installed, and maintained in accordance with the manufacturer's instructions and recommendations.

PART 3 EXECUTION

3.01 WORK REQUIREMENTS

All work in the contract shall meet the standards and requirements of the codes and standards referenced in Part 1 - General of this Section and elsewhere herein, unless otherwise SHOWN ON THE DRAWINGS or in the specifications. When more stringent requirements are called out in these specifications or shown on the drawings, the more stringent requirements shall take precedence over the codes and standards. All work shall be performed in a workman-like manner according to the best practices of the trade and the best standards of the industry.

SECTION 01300

SHOP DRAWINGS AND SUBMITTALS

Perform all work necessary and required for the construction of the project as indicated. Such work includes but is not limited to the following:

1.02 SUBMITTALS

Submittals shall include all pertinent data required to understand the quality of components, dimensional relationships, integration with other materials, assembly techniques, structural aspects, color, finish, texture, and other such characteristics as may be necessary to fully describe the item and its intended use.

1.03 MEASUREMENT AND PAYMENT

No separate measurement or payment will be made for the work of this Section.

3.01 SUBMITTALS

Submittals and shop drawings shall be submitted in a timely fashion to allow 14 days for review by the Contracting Officer. No work shall begin until shop drawings and submittals are approved.

3.02 SHOP DRAWINGS

A. Original Submittal: A reproducible and two legible copies of all shop drawings shall be submitted for approval as required under 3.01 above prior to fabrication, installation or order placement to allow for checking and coordination. The reproducible will be retained by the

B. Resubmittal: When a resubmittal is required, one print so indicating will be returned to the Contractor. After revision of the original, a new reproducible and four copies shall be submitted for approval.

C. Approval: Once approved, stamped documents shall be returned to the Contractor and shall be complied with as noted. Variation from the approved documents shall be likewise submitted and approved before being carried out.

3.03 SAMPLES

A. Original Submittal: Two samples of each item for which samples are required, unless otherwise specified, shall be furnished for approval. Approval shall be obtained prior to delivery of the material to the project site. These samples shall be representative of the actual material proposed for use in the project and of sufficient size to demonstrate design, color, texture and finish as they will appear in the completed installation.

B. Resubmittals: All rejected samples will be returned upon request and any or all resubmittals required shall consist of two new samples.

C. Approval: Upon approval, one sample so noted will be returned and the remainder will be retained by the Contracting Officer until completion of the work. When requested, all approved samples will be returned for installation providing identity is maintained in an approved manner until final acceptance of the project.

3.04 CATALOG DATA

Submittals: Two legible copies of catalog data are required for the original submittal and each resubmittal. Catalog data shall be submitted along with shop drawings. One copy will be returned unless additional copies are requested.

Data: Each submittal shall have all pertinent data contained therein that is applicable to the item submitted for approval.

3.05 IDENTIFICATION

A. Catalog Data: Each separate catalog brochure or page submitted shall have the identification shown. Catalog of brochures submitted containing multiple items for approval need have only cover identification. In such cases the identification shall include page and catalog item numbers.

B. In the event one or more of the multiple items are not approved in any submittal, the additional copies required will not be requested until all items are approved.

SECTION 01315

SCHEDULES AND REPORTS

This Section includes the requirements for the submittal of the Contractor's proposed work schedule for the project and a breakdown of the Contractor's bid amount for purposes of making progress payments. The breakdown shall include percent of work completed and materials used for the contract project. Progress payments may also include materials on hand at project site. These items of materials on hand shall be deducted from subsequent progress payments as materials are installed or placed into service. Contractor is responsible to insure the accountable of these items in reporting to the Contracting Officer.

2.01 SUBMITTALS

The submittals of the work schedule shall be on paper and shall include three copies of each.

3.01 WORK SCHEDULE

Within 15 days of the issuance of the Notice to Proceed, the Contractor shall submit to the Contracting Officer for approval a proposed work schedule for the project. Such schedule shall be in the form of a critical path network or other approved format and shall include the timing for each major phase of the work. The Contractor shall update such approved schedule as necessary when significant changes occur during the progress of the work.

Include in the critical path schedule time for submissions and approval of substitutions as well as tests and inspections.

SECTION 01442

QUALITY CONTROL & QUANTITY MEASUREMENT

This work shall consist of providing certification that the quality and quantity of construction conforms to the drawings, specifications, and requirements of the contract.

1.02 MEASUREMENT

Measurement and/or payment will be made for the work described in this Section as SHOWN IN

NOT APPLICABLE

3.01 CONSTRUCTION REQUIREMENTS

A. Offsite Produced Materials. The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Each certificate shall apply to a single commodity or invoice. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.

3.02 SAMPLING, TESTING AND INSPECTION

The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing and inspection in a timely manner.

Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract. Sampling and testing frequency for specific items shall be as SHOWN ON THE DRAWINGS or in a Special Project Specification, or as noted below:

1. Cast-In-Place Concrete:

Contractor shall test for compressive strength, air content, and slump, and as required to meet specifications of Section 03300.

2. Excavation and Embankment:

Contractor shall test for moisture density, and in place density and compaction, and as required to meet the specifications of Section 02200.

3. Aggregate Base and Surface Courses:

Contractor shall test for gradations, moisture density, in place density and compaction, and as required to meet the specifications of Section 02530.

4. Asphalt Concrete:

Contractor shall test for aggregate gradation, compaction, thickness and temperature, and is required to meet the specifications of Section 02513.

3.03 RECORDS

As-built Drawings. The Contractor shall maintain a set of the contract drawings depicting as-built conditions resulting from Contracting Officer-authorized changes. The drawings shall be maintained in a current condition. Changes from the original contract drawings shall be indicated in red on the drawings. At the completion of the contract work, a set of neatly red-lined as-built drawings identifing the changes shall be submitted to the Contracting Officer.

SECTION 01505

MOBILIZATION

This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

1.02 PAYMENT

Measurement and/or payment will be made AS SHOWN ON THE SCHEDULE OF ITEMS.

Progress payments will be made as follows:

A. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

B. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

The total of all payments, including bonding, shall not exceed the original contract amount for this item.

SECTION 01511

TEMPORARY FACILITIES AND UTILITIES

The work of this Section includes providing all temporary facilities and controls needed for the project.

The Contractor shall furnish all equipment, labor, materials and incidentals necessary to hook-up, install and maintain the facilities. Such facilities include but are not limited to:

1. Sanitary facilities.

2. Directional signs, safety signs and barricades.

3. Temporary utilities such as water, electricity, and telephone service.

1.03 QUALITY ASSURANCE

OSHA Compliance: Comply with Occupational Health and Safety Requirements for Construction

(29CFR 1926).

Hazardous Materials Compliance: For hazardous materials regulated by OSHA see 29 CFR Part 1910, Subpart Z.

1.04 MEASUREMENT AND PAYMENT

No separate payment will be made for the work specified in this Section.

2.01 WATERING EQUIPMENT

Watering equipment, including piping, shall be watertight. Tanks shall be of known capacity.

Equipment used for dust control and finishing operations of subgrade and surfaces shall provide uniform and controlled application of water from the driver's position at all times.

3.01 SANITARY FACILITIES

The Contractor shall provide temporary sanitary facilities for all workers and maintain the facilities in a clean and sanitary state. During the recreational season, the Contractor may use the existing comfort stations. Contractor furnished facilities shall be available for Government personnel use.

3.02 REMOVAL

The Contractor shall remove temporary facilities and controls as progress of the work will permit or as directed by the Contracting Officer.

3.03 FENCES

Temporary fences will be permitted for securing materials, equipment, vehicles, tools, for protection of work, and protection for the public.

3.04 OPERATIONS AND STORAGE AREAS

Operations and storage areas shall be restricted to the project site, AS SHOWN ON THE DRAWINGS or as directed by the Contracting Officer.

3.05 COSTS

All fees and costs for the hook-up, installation, use, maintenance and removal of temporary facilities and controls shall be paid by the Contractor.

MATERIAL SOURCES

1.01 BORROW SOURCE

A borrow site for material is available for the Contractors' use, at the location SHOWN ON THE DRAWINGS. Excavation areas for material will be as designated on the ground by the Forest Service. After borrow excavation is completed, the excavation site shall be dressed to uniform slopes providing adequate drainage, the bottom smoothed to reduce erosion potential, erosion control devices installed as directed by the Contracting Officer, and the site mulched in accordance with Section 02801.

SECTION 01610

GOVERNMENT FURNISHED PROPERTY

The Government will deliver to the Contractor at the Job site all Government furnished property specified herein.

2.01 Government furnished property as listed below will include all items to be installed as SHOWN ON

THE DRAWINGS and described in the specifications contained herein:

A. No. 1801 cylinders for Yale blank locksets and Mortise lockset for doors and dead bolts

B. Campground and Information Signs

C. Traffic Regulatory Control Signs

3.01 The Contractor shall give the Contracting Officer 30 days notice prior to required delivery of

Government furnished property.

3.02 The Contractor shall be liable for all loss or damage of such Government furnished property until completion and final acceptance of the contract work.

SECTION 01640

PRODUCT HANDLING

Work included: Contractor shall protect products scheduled for use in the work by means including, but not necessarily limited to those described in this Section.

1.02 RELATED SECTION

General Provisions FAR 52.236-5, Material and Workmanship.

1.03 TESTING LABORATORY RECOMMENDATIONS

A. Except as otherwise approved by the Contracting Officer, Contractor shall determine and comply with testing Laboratory's recommendations on product handling, storage and protection.

B. Facility and Equipment: The Contractor shall provide, install, maintain, and operate a complete and adequate facility for the handling, execution, disposal, and distribution of all material and equipment required for the proper and timely performance of all work connected with the Contract.

1.04 PACKAGING

A. Delivery and Storage: Deliver all manufactured materials in the original packages, containers, or bundles (with the seals unbroken) bearing the name or identification marks of the manufacturer.

1. Maintain packaged materials with seal unbroken and labels intact until time of use.

2. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified, requirements, at no additional cost to the Government.

B. The Contracting Officer will reject as non-complying materials and products that do not bear identification satisfactory to the Contracting Officer as to grade, quality, or other pertinent information.

1.05 PROTECTION

Contractor shall protect finished surfaces until accepted by the Contracting Officer.

Store all materials in such a manner as necessary to properly protect them from damage. Materials shall be transported and handled to preserve their quality and fitness for the work. Materials or equipment damaged by handling, weather, dirt, or from any other cause will not be acceptable.

Aggregates shall be stockpiled, loaded, and transported in a manner that will preserve specified gradation and avoid contamination. Stockpiles of aggregate having different gradations shall not be intermingled.

Store material so as to cause no obstructions. Store material off sidewalks, roadways, and underground services. The Contractor shall be responsible for protecting all material and equipment furnished under the Contract.

1.06 REPAIRS AND REPLACEMENTS

A. In event of damage, Contractor shall promptly make replacements and repairs as directed by the Contracting Officer, and at no additional cost to the Government.

B. Additional time required to secure replacements and to make repairs will not be considered by the Contracting Officer to justify an extension of the Contract time.

1.07 SUBSTITUTION OF MATERIALS

When a specific manufacturer, trade name or material is specified, or indicated, it is to establish a standard of quality and shall not be construed as limiting competition. If the Contractor desires to use a manufacturer, trade name or material other than that specified, they shall request approval of such substitutions, in writing, to the Contracting Officer. Submittals for approval of substitute manufacturer, trade name or materials should contain sufficient information, descriptive brochures, drawings, samples or other data as necessary to provide direct comparison to the specified products.

Each submittal shall be well marked and identified as to the type and kind of items being submitted for approval. It is the sole responsibility for the Contractor to submit complete descriptive and technical information so that the Contracting Officer can make proper appraisal. Lack of proper information will be sufficient cause for rejection. References to catalogs that the Contracting Officer may or may not have, will not be accepted.

Substitutions shall not be offered unless a thorough check is made of all related items and interferences, revised arrangements and other changes that may result. Prepare drawings of revised equipment and piping arrangements caused by substitutions. Such drawings shall be equal in quality to Contract Drawings. The cost of supplying drawings shall be included by the Contractor in their estimate of proposed substituted materials.

By offering a substitution the contractor shall accept responsibility for its effect on the work of all trades, including any possible delays in the completion time of the Project. All costs of changes in the work of other trades and drawings, etc., affected by inclusion of Contractor requested substitution shall be paid by the Contractor requesting approval of such substitution.

It shall be the Contractor's responsibility to insure that substitutes perform in accordance with the design intent of the specified product. Certification to that effect shall be required as part of the approval.

Unless specifically submitted and approved in accordance with above, substitutions will not be allowed.

1.08 MEASUREMENT AND PAYMENT

No separate measurement or payment will be made for work specified in this section.

SECTION 01700

CONTRACT CLOSEOUT AND CLEANUP

This section includes the requirements covering the disposal of excess material resulting from construction operations and the cleanup work required in areas affected by the construction.

No separate payment will be made for work specified in this section.

2.01 All cleaning materials and equipment used shall be selected and employed with care to avoid scratching, marring, defacing, staining or discoloring the surfaces cleaned.

3.01 EXCESS MATERIALS AND REFUSE

All refuse and unused materials generated by the contractor's operations including wood, asphalt, concrete, vegetative materials and the like shall be removed from the project site and disposed of off-site in accordance with State and local regulations.

3.02 CLEANUP DURING CONSTRUCTION

Cleanup shall be performed by the Contractor as required to prevent accidents to personnel and protect all work in-place. Construction cleanup shall consist of the removal of all dirt, trash, scrap, debris, and excess materials from any floor space or walking surface that may cause the tripping or sliding of workers, ladders, or equipment.

3.03 FINAL CLEANUP

Immediately prior to the Contractor's request for final inspection of the Project, final cleanup shall be performed.

3.04 QUALITY OF CLEANUP

In addition to the normal "broom clean" requirements, the exposed surfaces of the following materials shall be cleaned as listed below:

A. Glass: Remove excess putty and paint and all glass shall be washed clean.

B. Painted Surfaces: Remove marks, stains, fingerprints and dirt. All cleaned and new surfaces shall appear to be the same.

C. Roof: Remove all dust, dirt and debris.

D. Hardware: Clean.

E. Quarry Tile: Mop and clean, remove stain marks and heel marks as necessary.

SIERRA NATIONAL FOREST

F. Site: Remove all trash, debris and surplus excavated material. No items shall be left or discarded elsewhere on the site. Items that will be discarded shall be removed to a proper disposal location off of the site.

G. General: Remove paper labels from glass fixtures and equipment only after respective items have been inspected, verified and approved to assure that each complies with requirements of the Specifications and Drawings. Labels and plates that are permanently attached to equipment shall not be removed. Remove paint and clean all permanent labels so that they are legible.

H. Lighting fixtures defusers wiped clean.

3.05 SALVAGEABLE ITEMS

Salvageable items not intended for use in this contract and not specifically designated to remain the property of the Government shall become the property of the Contractor. All existing signs shall remain the property of the Government.

SECTION 01711

CLEANUP AND DISPOSAL

This work consists of the cleanup required in areas affected by the construction and the disposal of refuse and excess materials resulting from construction operations.

No separate measurement or payment will be made for the work specified in this Section.

3.01 EXCESS MATERIALS AND REFUSE

All refuse and unused materials generated by the Contractor's operations including asphalt, concrete and the like, shall be removed from the project site and disposed off National Forest lands in accordance with State and Local regulations. Stumps and other vegetative materials shall be removed and disposed of at designated disposal sites as SHOWN ON THE DRAWINGS or as directed by the Contracting Officer.

3.02 SALVAGEABLE ITEMS

A. Salvageable items not intended for use in this contract and not specifically designated to remain the property of the Government shall become the property of the Contractor. See Section 02100.

B. Items not salveageble shall be disposed of in accordance with article 3.01 EXCESS

MATERIALS AND REFUSE.

REHABILITATION PROJECT DIVISION 2 02100-1

SECTION 02100

CLEARING AND DEMOLITION

This work shall consist of all site clearing and demolition required to complete the Project as indicated by the Contract Documents and Drawings. The work includes, but is not limited to, removal and disposal of all existing vegetation, concrete and asphalt pavement, buildings and building foundations, piping, and utilities not designated to remain. Inorganic material is the responsibility of the Contractor and shall be removed from Forest Service lands, in accordance with State and local regulations.

1.02 SALVAGE

Existing dayuse signs are to remain the property of the government. Salvageable items such as tables, fire rings, faucets etc., not removed by CLM will be removed by the contractor and stored at designated sites or removed from government land as directed by the Contracting Officer. If removal of tables creates excessive ground disturbance, concrete columns shall be cut 3-inches below ground surface. See drawing Sheet 6 for detailed information.

1.03 DEMOLITION SEQUENCE

Existing utility distribution system serving other campgrounds and facilities shall remain in service until the new system is accepted by the Contracting Officer.

1.04 MEASUREMENT

Measurement and/or payment will be made for the work described in this Section as SHOWN IN THE

SCHEDULE OF ITEMS.

All designated facilities and pavement are to be removed unless specifically identified. Work shall be confined within the designated construction limits AS SHOWN ON THE DRAWINGS.

3.02 VEGETATION CLEARING

A. Within the clearing limits, removal of trees and stumps shall be cut flush with ground surface.

Branches on remaining trees and shrubs shall be trimmed to give a clear height of 14 feet above roadbed. Tree limbs shall be trimmed as near flush with the trunk as practicable.

B. Treatment of construction slash shall be accomplished by the following methods:

1. Tops and limbs up to 6" in diameter and longer than 3 feet in length shall be processed through a chipping machine. Chips shall be deposited on embankment slopes or outside the roadway to a loose depth not exceeding 6 inches. Vegetative material less than 3 feet in length and 1 inch in diameter may be scattered within the clearing limits.

REHABILITATION PROJECT DIVISION 2 02100-2

SIERRA NATIONAL FOREST

2. Merchantable timber designated for removal shall become the property of the contractor without charge and removed from Government lands. The volume of timber removed will be scaled by the Government after falling and decking, before logs are transported from the decking areas.

All saw logs from the contract area shall be hammer branded on both ends with a brand assigned by the Government. All saw logs shall be painted on both ends with highway yellow paint. Highway yellow paint shall be lasting quality (oil base or equivalent).

Minimum acceptable size of paint spot is equivalent to a 2-inch circle. Marks made with "paint sticks" shall not be accepted. Hammer brands shall be 2 inches minimum dimension.

3. Unmerchantable timber designated for removal and exceeding 6 inches in diameter shall be cut into lengths not to exceed 12 feet, all limbs removed, and placed in decks. Decks shall be stable and free of brush and soil.

4. Stumps shall only be removed by APPROVAL OF THE CONTRACTING

OFFICER, removal shall be from government land by the contractor, or as directed by the Contracting Officer.

3.03 SOIL LITTER

Accumulations of vegetative materials laying on top of the mineral soil (ie. pine needles and duff) shall be removed and conserved for spreading over disturbed areas.

3.04 PAVEMENTS

Remove all pavement materials within the construction limits. Any aggregate material encountered under the existing pavement may remain and be incorporated into the subgrade.

3.05 BUILDINGS AND FOUNDATIONS

Remove existing building structures and foundations AS SHOWN ON THE DRAWINGS. Foundation walls and concrete slabs shall be removed to full depth. During removal of toilet building contractor shall maintain the integrity of existing septic connections.

3.06 UTILITIES

All below-grade utility services not designated to remain shall be disconnected, capped and plugged.
