Falls Beach Day Use Rehabilitation Project Sierra National Forest

The purpose of this modification is to:

1.) Extend Close date Indefinitely.

2.) To include pre-bid tour notes.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Falls Beach Day Use Rehabilitation Pre-Bid Notes –

June 10, 2009

1.) No SHPO (State Historic Preservation Officer) Clearance for project. Project close date will be extended indefinitely. When SHPO approves, an amendment will be posted to fedbizopps with a close date of approximately 10 days after day of amendment.

2.) Archeological goal: Don’t disturb ground. Ground disturbance is defined as ground disturbance work outside contract clearing limits. Monitors will identify sensitive areas and determine if work area has undue ground disturbance. They will advise and contact CO/COR.

A plan of action will identify types of objects that are sensitive i.e. bones, burial items, etc.

3.) It’s the monitor’s job to be out at work site. Contractor does not have to quit work because they aren’t there

4.) Contractor can draft water out of lake. Water sources are identified on Page 2 of plan. If water source is not accessible, FS will find another.

5.) The Borrow site is the old firing range and is composed of DG.

6.) Restroom:

a. Demo existing restroom; use existing plumbing and electrical. Restroom has no grinder pump system.

b.) Restroom is block, grouted structure, not Pre-cast. See Denver Church CG or Pine Point Pine Slope.

c.) Sewer and Water will need to be outside of footprint. Contractor can stage blocks and material on top of soil.

7.) Picnic Tables:

a. FS suggests removing lumber and pull table straight up rather than cut off legs.

8.) When contractor brings in fill for picnic tables and area, it’s not practical to lay it on top of grass.

a.) Can you scrape grass? Yes up to 5 centimeters (approximately 2 inches.)

b. What’s it take to look at 5 centimeters? Monitors will do samples.

9.) FS has different accessibility requirements. FS can go 1- 10 which is about 10%. FS has website that addresses regulations and criteria. ABA Access is referenced on Page 3, 4, and 5 of plans.

10.) Demo Items: CLM will have opportunity to remove from site; however, if that hasn’t occurred by start of project all items i.e. fire rings, lumber from picnic tables, will become contractors.

11.) Parking areas: Typical shows as staked…no dimensions. FS will assist in layout of parking areas.

a.) Parking areas is outside arch site.

b.) Hydrant: FS assumption is water runs under parking area. It is contractors responsibility to call USA (Underground Service Alert).

c.) Two trailheads are to be maintained at park site. Culvert is not a concern of contractor.

d.) Does contractor need to import barrier rocks? Contractor can use rocks on site.

12.) Contractor is responsible for contacting Madera County regarding encroachment permits, and permits to cross bridge.

13.) No lugs or tracks in picnic area. Contractor may use smooth tires.
