Yes, contractors may adjust the compliance (size, style, type) of their vehicle fleet to maximize efficiency or cost savings, provided all vehicles meet the requirements set forth in Section 4.9 and Section 5.7 (capacity, age, safety, and equipment standards). The SOW recognizes that routes (including Salmiya at peak hours) may be congested, but vehicles must still accommodate the expected number of passengers (approx. 30 for day shift) and meet all requirements.

1. As per Page 34, Deliverables - 1.6.1 Management Plan / QCP & 4.7.7 Evidence of Insurance - FAR 52.228-10 needs to be submitted only post award, whereas Section 5 - other 1 - The following submittal requirements must be included in the Offeror's package: Compliance Checklist below shows the Management Plan | QCP & Management Plan | Evidence of Insurances as a requirement to be included in the offerors package.

The SOW specifies in Section 5.9.2 (Deliverables table) and the Compliance Checklist that the Management Plan, QCP, and Evidence of Insurance (FAR 52.228-10) must be submitted with the proposal as part of the offeror’s package. However, Section 4.7.7 also notes that evidence of insurance must be provided within 10 calendar days after award. Yes, DBA insurance is required for this contract. As per Section 4.7, the contractor must provide workers’ compensation and legally required insurances, including for U.S. citizen employees. DBA insurance is generally procured post-award, but offerors should include the DBA insurance premium cost in their pricing proposals since it is an anticipated expense.
