About this file

This Addendum #01 document issued by the Iowa Department of Administrative Services provides clarifications and meeting minutes for the RFP950600-02 procurement regarding design services for the Mt. Pleasant Correctional Facility (MPCF) Perimeter Fence and Wagon Gate Replacement project. The scope encompasses design services for replacement of the secure perimeter fence system, associated vehicle and pedestrian gates, concrete placement between inner and outer fences, and taut wire at the interior fence, with approximately 60 feet of interior fence replacement anticipated in zone 13. The pre-proposal meeting was held on February 4, 2026, with questions due by February 13, 2026, and proposals due on February 27, 2026, at 2:00 PM. The addendum provides critical clarifications regarding system integration with existing SafeGuard Technologies taut wire systems, Genetec security cameras, and Creative Technologies door and gate controls, establishing that the facility is open to alternative taut wire systems provided they integrate with existing infrastructure. The design team is responsible for coordinating directly with existing vendors to understand integration capabilities and identifying required contractors and vendors in construction documents, with actual system integration to be addressed during the construction bidding phase. Key milestone dates include designer selection the week of March 2, 2026; design kickoff the week of March 9, 2026; 100% construction documents due by June 1, 2026; contractor bidding June to July 2026; construction contract execution in July 2026; and construction execution from July 2026 through August 2027.

The current project budget is $1.68 million with an understanding that additional funds will be needed to accomplish the full scope outlined, with the scope to be refined during design once actual costs are determined and funding availability is confirmed. Proposals must include a project-specific schedule, resumes for all technical staff, anticipated hours and rates for each team member, and a lump sum fee broken down by schedule of values. The State of Iowa requires a project-specific Certificate of Insurance with a Professional Liability policy minimum of $2,000,000 and a deductible of $25,000, with provisions for noting any deviations and providing a letter of financial stability from the designer's bank. No set-asides or incumbent contractors are identified in this addendum. Proposals must be submitted through the IMPACS Electronic Procurement System, with designers required to register prior to submission; digital signatures are accepted for required documents.

RFP950600-02 ADDENDUM #01

DATE: February 16th, 2026

PROJECT: 9506.00 DOC MPCF Perimeter Fence and Wagon Gate Replacement

RFP DUE DATE: February 27th, 2026 @ 2:00 pm

1. QUESTIONS/CLARIFICATIONS

a. Clarifications

i. Below, please see the meeting minutes and sign in sheet from the pre-proposal meeting held on February 4th, 2026.

b. Below are questions and answers:

Question 1:

• It sounds like from the onsite meeting that the preference of the facility is to have the existing taut wire system evaluated and replaced to interface with the

SafeGuard Technologies system. Should the design team plan to engage

SafeGuard Technologies or will the facility separately contract for any integration work with the SafeGuard team? Would the facility consider an alternative taut wire system if it is advantageous to the state?

Answer 1:

• The facility is open to alternative taut wire systems. The request is that the taut wire system is able to integrate into the facilities existing camera system & access control system.

Question 2:

• Similarly, will the state provide integration services from Genetec (Security

Cameras) and Creative Technologies (Door/Gate Controls) or should the design team plan to engage these specialists?

Answer 2:

• The intent is to have the design team provide the design of a new taut wire system that integrates with the existing camera and access control systems. It is advisable to coordinate directly with the existing vendors (Genetec & Creative

Technologies) to understand what taut wire systems can be integrated with them. Additionally, the designer is to help identify what contractors and/or vendors are needed to complete the control tie-in and call these firms out in the construction documents. The actual integration of the systems will be addressed when the project goes out to bid.
