MANILA AND PACIFIC MEMORIALS INSTALLATION MASTER PLANS
General. The American Battle Monuments Commission (ABMC) requires Installation Master Plans for the Manila American Cemetery in Manila, the Philippines; Cabanatuan American Memorial near Cabanatuan, the Philippines; Guadalcanal American Memorial near Honoria, Guadacanal, Solomon Islands; and Saipan American Memorial near Tanapag Harbor, Island of Saipan, Commonwealth of the Mariana Islands. Although all require Master Plans, the Manila American Cemetery requirement is considerably more extensive.
Pacific Island Memorials Scope of Work.
The Pacific Island Memorials Master Plan scope of work will encompass documenting existing conditions, analysis of problem areas and recommended solutions. A topographical survey of the Cabanatuan Memorial was performed in late 2009 and a CD will be provided. There are no other detailed documents or drawings for the Memorials.
An important consideration for any proposed changes to the public areas is that this requires the United States Commission of Fine Arts review and approval.
1. The Installation Master Plan will include as a minimum:
a. Existing Condition Maps that show the layout and physical condition of the cemetery. The most recent topographical survey will be used in the preparation of these maps. A survey will be performed for those Memorials without one.
b. A Master Plan Report that covers existing operational and envi conditions and any planned or anticipated changes for the next 10 years, with the main focus on the next five years. Projects will be identified for an deficiencies and cost estimates will be provided.

c. A Future Development Plan that will consist of a series of maps and drawings that show facility, structural and infrastructural changes by year and that includes Land Use, Building Use, Road network including parking, and utilities, as required.
2. The Master Plan Report is the most important document and includes current situation, data collection and analysis
a. Introduction. An introductory section will contain the purpose of the report, planning assumptions and a description of the cemetery.
b. Data Collection and Analysis. This will include
i. Local community infrastructure and interface, particularly the impact that squatters and local real estate development have on the Memorials. This will also include analysis of the utilities, to include current capacity and analysis of the capability of utility service providers to meet future demands.
ii. Data analysis that includes natural environment (geological elements, soil conditions, topography, hydrology, vegetation and wildlife), current land use, road, path and parking network, safety and health and utilities. Utilities include sanitary sewer system, water supply system, irrigation system, electric power system, solid waste, storm drainage, fuels/heating/cooling, and communication system.
c. Facility/Infrastructure requirements and assessment. This will include siting determination for any new facilities, renovation/repair facility projects, the required utilities/infrastructure repair/upgrade, and associated cost estimates.
Manila American Cemetery Scope of Work.
ABMC plans to initiate a major facility upgrade and expansion at the Manila American Cemetery in Manila, the Philippines. This new construction and relocation program consists of: construction of a Visitor Center ( details below); construction of two, but planning for three, sets of new 4- bedroom quarters for American families; construction of one service area (based on a prototype, but sized and configured to the Manila staff) and supporting utilities and road network. Prototypes have been developed for the service area and quarters and will be provided upon award of this contract.
An important factor is that the changes to the public areas require the United States Commission of Fine Arts review and approval. Any changes must take the original architectural design into consideration.
An essential first step in the planning process is the development of the Installation Master Plan. The cemetery currently does not have a comprehensive Installation Master Plan. There are original construction drawings of the cemetery; however, with the potential massive changes, additional and more detailed information will be required to ensure optimal siting of the new facilities and supporting utilities and other infrastructure.
All existing drawings will be provided. A topographical survey was performed in late 2009 and a CD will be provided. The original horticultural plan will also be provided.
The intent is to re-create, as is feasible, the original, botanical garden-like setting. There fore, a landscaping study to restore the original design of the botanical garden will be required. Additionally, study will include planting of the entire wooded area.
A comprehensive review and analysis of buildings that may remain is also needed to facilitate decision-making on the potential use of existing buildings.
Analysis will also be needed to determine the current and potential impacts from encroachment of squatters along the perimeter fence and also construction of numerous multiple story buildings.
The Installation Master Plan will encompass description of the current situation, analysis of options for future expansions, and siting and estimation of the future development plan.
3. The Installation Master Plan will include as a minimum:
a. Existing Condition Maps that show the layout and physical condition of the cemetery. The most recent topographical survey will be used in the preparation of these maps.
b. A Master Plan Report that covers existing operational and environmental conditions and the planned changes for the next 10 years, with the main focus on the next five years. Contents are covered in more detail later.
A Future Development Plan that will consist of a series of maps and drawings that show the facility, structural and infrastructural changes by year and that includes Cemetery Land Use, Building Use, Road network including parking, and utilities.

There will also be an audit and determination of modifications of the irrigation and pump systems
c. Facility/infrastructure requirements and assessment. This will include siting determination for the new facilities, the required utilities upgrade, changing the road and parking network to accommodate the new facilities, and associated cost estimates.
