The American Battle Monuments Commission (ABMC) intends to create battle maps, to honor the service, sacrifice and achievements of the U.S. Armed Forces during the Vietnam conflict, at its memorial in Honolulu, Hawaii. The goal is to build polychromatic concrete mosaic maps identical to the World War II and Korean War maps that are currently at the memorial. The existing maps were built in the period between 1969 and 1971 by Earley Studios in Manassas, Virginia. An example of one of these maps is attached.The maps would be built as precast concrete panels, which would be fitted into a new pavilion to be built at the ABMC’s Honolulu Memorial (http://www.abmc.gov/memorials/memorials/hn.php). Conceptually, the new pavilion would sit on a foundation roughly 14 feet by 14 feet in dimension. The maps would rest on two adjacent walls and would fit into two panels, which would be roughly 10 feet by 10 feet in dimension. The two panels would include multiple maps along with text and graphics, similar to the existing maps for WWII and the Korean War. A total of five maps would fit into the two panels.The ABMC is looking for an architect, an engineer or other firm capable of developing the construction process specifications, drawings and quality control team that would be used to solicit the fabrication services and ensure the quality of the final product. The desired team would be highly experienced in the process used by John Earley and the Earley Studio. This Request For Information (RFI) is to identify possible firms that have such experience and capabilities and who might be interested in developing a proposal for such work. Any interested individual or firm should submit a portfolio of their applicable experiences which cannot exceed 5 pages. The response should also include a short (not to exceed one page) description of how they would develop such a team and identify its key players. Since the ABMC would be responsible for the development of an artist’s rendition of the maps to be constructed, such a team would not need to include the historical and graphical artistic aspects of the work.

The American Battle Monuments Commission (ABMC) intends to issue a solicitation for a firm-fixed price contract using full and open competition for ABMC & NCA Domestic Education Program - World War II in the Pacific. The offer shall will develop a series of grade leveled teaching resources that will serve as best practice models of interactive teaching across disciplines and compliment the educational mission and visitor experience at ABMC and NCA sites, with a specific focus on the Pacific Theater of World War II. These teaching resources will integrate current ABMC and NCA initiatives including web-based interactive maps and timelines, mobile applications, virtual tours, and the agency website and burial databases. The aim is to create a history lab environment in which educators and students "do history" and in so doing reinforce, expand upon, and develop new ideas that use the rich content and resources of ABMC and NCA sites. There are few, if any, web-based resources which utilize experiential based education for the study of the past with a direct focus on National Cemeteries and American memorials overseas along with their role in the memory and commemoration of American involvement in war and peace. The statement of work and specifications will be issued with the solicitation.Qualifications and Past performance:The offeror must have the following qualification/s: An accredited institution of higher education (IHE) with centers or academic departments with a focus on the preparation and professional development of K-12 teachers.An accredited IHE with history or social science departments, or digital humanities and media programs.State or Regional programs/agencies that serves as an educational service center for curriculum and teacher professional developmentNonprofit history or humanities organization or foundation with a demonstrated background in curriculum design and teacher professional development.* The bidder may partner with organizations that meet these requirements. As a part of this project, the ABMC will hire a consulting historian, an artist to develop the drawings of the maps, a local architect (in Honolulu) that will design the two new pavilions, and a local contractor (in Honolulu) that will build the pavilions and install the new battle maps. These team members will be independent of the hired battle map A&E but will work together to design the maps, solicit the maps fabrication, successfully construct the new pavilions and install the new maps. The goal is to complete the project by November 11, 2012. The selected battle map A&E would be highly experienced in the process used by John Earley and the Earley Studio. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as RFQ # ABMC16PS0048. The American Battle Monuments Commission, located in Arlington, VA has a requirement for the completion of Professional Interpretive Program (Personal Services) Evaluations for the American Battle Monuments Commission.The North American Industry Classification System (NAICS) code is 561110 and the size standard is $7.5MIL. The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items.Requirements-Primary Work Tasks This contract will focus attention on Professional Evaluation of Personal Service Interpretation Programs. It does not include Non-Personal Services or Exhibits at this time.1. Pre-visit evaluation of Interpretive Programs (Front End): In order to establish a basic appreciation of the work taking place in each cemetery to be visited the contractor shall:a. Use email and telephone to evaluate the presence of Interpretive Themes;b. Use email and telephone to evaluate the use of Interpretive Themes, Goals, and Objectives;c. Synopsis A. BackgroundThe American Battle Monuments Commission (ABMC) is a small executive branch agency with offices located in Arlington, VA, Europe, Northern Africa, the Philippines, and Central America. It employs approximately 400 people and is the stewart of assets estimated at over $350 million and an annual appropriated budget of over $60 million.The American Battle Monuments Commission (ABMC) was established by Congress in 1923 to commemorate the service, achievements, and sacrifice of U.S. armed forces where they have served overseas since 1917, and within the U.S. when directed by public law. The ABMC commemorative mission is reflected in 24 overseas military cemeteries that serve as resting places for almost 125,000 American war dead; on Tablets of the Missing that memorialize more than 94,000 U.S. servicemen and women; and through 25 memorials, monuments and markers. B.
