SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Statement of Objectives – Providing fortified foods to HIV infected individuals in Tanzania

I. Purpose

The purpose of this work is support USAID/Tanzania’s response to the HIV/AIDS pandemic by providing fortified foods to HIV infected individuals in Tanzania . More specifically, this activity is to enable General Mills International to assist a local miller to successfully conduct production trials of fortified blended food for HIV infected individuals in Tanzania as quickly as possible. This represents the initial phase of a program known as the General Mills Technology & Business Skills Transfer Initiative.

II. Background

On September 25, 2009, General Mills International(GMI), USAID, and Office of the Global AIDS Coordinator agreed to collaborate to provide technical assistance to small and medium-sized mills and food processors in sub-Sahara Africa, with the goal of improving the ability of local companies to produce high-quality, nutritious and safe food at affordable prices for local consumers.

In April 2009 GMI conducted a technical survey of millers in Tanzania as potential recipients for technical assistance to build capacity for the production of fortified blended foods. In addition to conducting an on-site inspection of facilities and interviewing owners and plant operators, the GMI team analyzed business documents and considered the potential of the millers to help achieve USAID/Tanzania’s objectives under the President Emergency Plan for AIDS Relief (PEPFAR). A Tanzanian company was selected to be the first among many other potential millers to be recipients of capacity building assistance from GMI.

III. Scope of Work

Under 14 months, performance-based contract with an implementation time-frame of 14 months, the contractor will provide services and goods as per below Scope of Objectives.

Under this contract, in collaboration and under the technical direction of GMI, the offeror is required to utilize $150,000 (provided by USAID) to achieve the following:

1) Procure an extrusion cooker and essential spare parts. This includes:

a) Developing the specifications for, contacting potential sources for and purchasing of an extrusion cooker and essential spare parts:

b) Arranging for the payment, shipment of the extrusion cooker and the actual shipping by land and sea from the source to the most suitable port (Dar es Salaam or to Tanga) and by land from Dar es Salaam (or Tanga) to the location of the GMI selected Tanzanian miller; and

c) Arranging for and paying the forwarding agent and clearing fees and any other charges related to the importation of the equipment (Note USAID assistance does not allow payment of VAT, excise or other taxes).

2) Provide support to GMI that will enable it to avail its technical expertise to the client Tanzanian miller that will include, but not be limited to:

a) Arranging for the installation of the extrusion cooker;

b) Training local personnel in the operation of the equipment;

c) Conducting a baseline survey that gathers information on the number and basic socio-economic characteristics of the smallholder farmers that are supplying crops to the miller;

d) Developing baseline information on the key points in the value chain (e.g. number and type of agents purchasing grain from smallholder farmers, number and load of vehicles/day delivering grains to the SME and distributing product); and

e) Establishing and maintaining relationships with key partners such as Tanzania Food and Drug Administration, Small Industries Development Organization, Tanzania Investment Centre, producer associations and local government authorities.

3) Submit monthly progress reports to GMI and USAID/Tanzania and a final completion report to the same parties that includes lessons learned and recommendations on how to improve and disseminate the methodology and programs to capacity building and improve and propagate the fortified food production in Tanzania and sub-Sahara Africa.

IV. Deliverables

This Program will be implemented under a performance-based contract. For the purposes of invoicing and payment only, submission and USAID approval of a Work Plan at the 30 day mark and submission and USAID approval of a Progress Report at the 90 day mark, as described in the previous section, shall be considered the “deliverables” of Phase I.

For the purposes of invoicing and payment only, submission and USAID approval of the Progress Report, described in the section above, shall be considered the “deliverable” of Phase II.

For the purposes of invoicing and payment only, submission and USAID approval of the Final Report, described in the section above, shall be considered the “deliverable” of Phase III.

The contractor’s budget should be structured according to the above deliverables (see B4. Price Schedule).

V. Program Schedule

The total Life of Program will be 14 months.

VI. Branding Strategy and Marking Plan

As part of USAID’s branding initiative, marking and branding requirements became effective on December 13, 2005 with the Acquisition & Assistance Policy Directive-AAPD 05-11- “Marking Under Assistance Instruments.” This was followed by the January 2, 2006 publication of 22 CFR 226 of the Federal Register, “Administration of Assistance Awards to U.S. Non-Governmental Organizations; Marking Requirements.” On January 10, 2007 policy revisions were issued for assistance instruments along with guidance for contracts (acquisitions) in the revised ADS Chapter 320, “Branding and Marking.”

Under these new regulations, an Apparently Successful Applicant should prepare two plans: A Branding Implementation Plan (BIP), which describes in detail how it will implement the Branding Strategy (discussed below), and a Marking Plan (MP), which enumerates all of the public communications, commodities, program materials or other items that will be marked with the USAID identity. The Agency evaluates the BIP and MP for legal sufficiency, not competitively as part of the technical review process. Automated Directives System (ADS) 320.3.2.2 for BIPs and ADS 320.3.2.3 for MPs enumerate the items that might be included in each document. See: http://www.usaid.gov/policy/ads to download a copy of these ADS provisions.

All BIPs and MPs will be submitted along with the offeror’s final proposal and will be reviewed by the Contracting Officer for adequacy. Following completion of the review, USAID/Tanzania will negotiate any required changes, approve, and include the BIP and MP as part of the acquisition award. Failure to submit or negotiate an acceptable BIP or MP will result in that applicant becoming ineligible for award. Any estimated costs associated with branding and marking, if approved, will be included in the Total Estimated Amount of the award.

Branding Strategy Guidance: The purpose of this program is to improve nutrition, particularly for PLWA who need fortified food, and in the longer term to develop nutritious and safe food products for the general population by assisting small and medium sized food processors (SMEs) in optimizing operational efficiencies, creating ‘go-to-market’ business models and utilizing the crop output of Tanzanian smallholder farmers. The official name of the program will be the “General Mills Technology & Business Skills Transfer Initiative”. All materials and communications should be positioned as jointly sponsored by USAID and General Mills. The program should be visible for the Tanzanian public and audiences in the Government of Tanzania and the Government of the United States. There will be no particular controls on the release of information about the program or reports and data generated by the program, except those that may be contained in the final Contract.

The Apparently Successful Applicant should prepare a BIP offering ideas and a plan that describes in detail how it will:

incorporate the message, “This assistance is from the American people” in all program communications and materials;

publicize the program with communication tools such as press releases, press conferences, media interviews, etc.;

identify milestones or opportunities to generate awareness of the program such as the launching of the program or the completion of key training(s), and how these opportunities will be capitalized as events to generate public interest in and awareness of the program;

identify and develop “success stories” (following USAID Telling Our Story Initiative guidelines and templates)showcasing impact and results. The Apparently Successful Applicant is strongly encouraged to refer to ADS 320.3.2.2 in the development of the BIP.

Submit high resolution captioned digital photographs demonstrating program impact.

Marking Plan Guidance: The MP developed by the Apparently Successful Applicant should enumerate the public communications, commodities, program materials, or other items which will visibly bear or will be marked with the USAID Identity. All program materials, including press releases, reports, training material, invitations, banners, and brochures, should be marked with both the USAID Identity (which consists of the USAID logo and the line “From the American People”) in compliance with the color and other standards set forth in the USAID Graphic Standards Manual (See: http://www.usaid.gov/policy/ads). All Identities/Logos should be roughly the same size and prominence. In addition, the MP must address, specifically, how its reports or other publications, press releases, training materials, and program-related events (trainings, press conferences, etc.) will display the USAID Identity.

The prospective contractors can download Graphic Standard Manuals from the following link to be used as the Marking guideline for the contract: http://www.usaid.gov/branding/USAID_Graphic_Standards_Manual.pdf. Additional information on Marking requirements can also be obtained from this link http://www.usaid.gov/branding/acquisition.html.

Please contact the USAID/Tanzania point of contact for this RFP in the event that you have been unable to download the document.

SECTION D - PACKAGING AND MARKING

(b) Specific guidance on marking requirements should be obtained prior to procurement of commodities to be shipped, and as early as possible for project construction sites and other project locations. This guidance will be provided through the cognizant technical office indicated on the cover page of this contract, or by the Mission Director in the Cooperating Country to which commodities are being shipped, or in which the project site is located.

(c) Authority to waive marking requirements is vested with the Regional Assistant Administrators, and with Mission Directors.
