I. PROJECT IDENTIFICATION
A. PROJECT TITLE: Building “B” and Building “C” Demolition
B. PROJECT LOCATION: 3975 Poleline Road, Pocatello, Idaho
C. SYNOPSIS: The Federal Bureau of Investigation is seeking sources capable of performing all Work prescribed hereunder which includes testing and reporting of materials to be demolished that are suspected of containing hazardous materials and their appropriate removal, containment, and disposal, providing all equipment, materials, labor, and supervision for the request to demolish two existing building structures located on the campus and the disconnecting, capping or sealing, and abandoning related utilities in place. The demolition shall comply with the FBI’s requirements for construction waste diversion from landfills.
II. BACKGROUND
A. The buildings to be demolished are Building “B” and Building “C” and assumed to have been designed and constructed in the early 1940s. Building “B” was formerly used as Officer housing prior to being abandoned. Building “C” was formerly used as apartments for soldiers prior to being abandoned.
B. The structures have been abandoned for some time and now their removal to make way for future construction on the site is desired.
C. The Area of Work encompasses the two building structures indicated on the Attached images and drawings. The attached images show exterior and interior characteristics of the buildings. The Work shall be bound to those areas indicated on the attached drawing.
See attached Exhibits.
III. SCOPE OF WORK: Building “B”
A. Existing Conditions:
1. Building “B” is a 3,500 square foot two story structure with a complete basement. The west side of the building has a patio surrounded by partial height brick garden wall.
The main floor consists of a bedroom, bathroom, living room, dining room, closet and a kitchen. The upper floor consists of four bedrooms, two bathrooms, and three closets. The basement consists of a bedroom, bathroom, closet, living room, play area and a mechanical room.
2. The roof is a low-profile hip style roof surrounded by a low height brick parapet. The roof is constructed of wood trusses covered with a wood shingle finish on rosin paper and a wood substrate.
3. The exterior wall is a multi-wythe masonry load-bearing structure supporting a joisted floor structure. The exterior is composed of a brick finish with an interior finish of plaster with a series of double hung windows penetrating its surface. The entryways to the building consist of concrete stoops. The perimeter of the exterior walls is dotted with grade level concrete window wells some of which are covered with metal grating.
4. The interior partitions are plaster on lath. The floor finish is carpeted and covers existing wood flooring. The ceilings are plaster and in some instances hidden with a suspended acoustic ceiling system.
5. Contractor is responsible for performing a site survey to verify the above indicated conditions, finishes and structure type, quantity of rooms and size of floor plate in order to properly gage the extent of bulk material that will be generated by the demolition.
B. Demolition Requirements:
1. Prior to the start of demolition, the Contractor shall be responsible for locating and identifying utility services serving the structure being demolished. The Contractor shall verify that all utilities to the structure have been shut off. After verification, the Contractor shall be responsible for the disconnecting, and sealing or capping off of the identified utility services serving the structure to be demolished. Do not start demolition work until utility disconnecting and sealing have been completed and verified.
2. The insulation covering the mechanical piping is assumed to be asbestos containing. It is possible that any paint on items such as the radiator could possibly be lead based.
The Contractor is responsible for a full building survey necessary for identifying the type, quantity, location, and condition of hazardous materials in the building prior to any demolition Work. When hazardous material (lead based paint, asbestos containing material, or electrical items containing PCB in the dielectric fluid of capacitors and ballasts of fluorescent light fixtures), is found the Contractor shall be responsible for the identification, removal, packaging, transport, and disposal of such materials.
Requirements and standards for hazardous material handling are spelled out in other areas of this Scope of Work.
3. Demolition work shall consist of the removal of the building in its entirety above grade (walls, windows, doors, roof, appliances, mechanical and plumbing equipment and related material and appurtenances, entry stoops, exterior railing, exterior light poles associated with entry stoops, surrounding patio walls, patio slab, concrete window wells and associated items). The building shall also be demolished below grade down to the basement floor slab in its entirety (includes foundation wall, mechanical and plumbing equipment and related material and appurtenances). All materials and equipment that is demolished, recycled, or diverted from landfills shall become the property of the Contractor and shall be removed from Government property. Title to materials resulting from demolition and deconstruction, and materials and equipment to be removed, is vested in the Contractor upon approval by the Contracting Officer of the Contractor’s demolition, deconstruction, and removal procedures, and authorization by the Contracting Officer to begin demolition and deconstruction. The Government will not be responsible for the condition or loss of, or damage to, such property after contract award.
4. Demolition work shall be executed in a professional manner and shall comply with governing EPA regulations, OSHA Safety standards, and requirements established by the jurisdiction having authority. All construction debris hauling and disposal shall comply with regulations governed by authorities having jurisdiction and shall be the full responsibility of the Contractor.
a. The area of work shall be made safe for the facility’s operation personnel whom will make daily review of work progress.
b. Demolition schedule shall not interfere with Owner’s on-site operations.
Contractor shall coordinate with the Supervisory Facility Operations Specialist the placement of the Contractor’s dumpster, demolition equipment, and any dump trucks used for hauling construction waste throughout the duration of the project and all procedures involved with scheduling dumpster pulls and replacements by the refuse company and its truck driver. Security procedures are outlined in a later Section.
Construction waste diversion requirements are outlined in a later Section.
Hazard material requirements are outlined in a later Section.
c. Transport the demolished materials off the Owner’s property and legally dispose of them. Where required provide the government copies of shipping manifest forms involving the handling and disposal of hazardous materials.
d. Clean adjacent surfaces of dust, dirt and debris caused by the demolition operations and return the adjacent surfaces to condition existing before start of demolition.
C. New Work Requirements:
1. When demolition is complete, backfill the excavation with fill material and return to original grade level. Satisfactory soils for backfill are soils compliant with ASTM D 2487 soil classification groups GW, GP, GM, SW, SP, and SM, or a combination of these group symbols; free of rock or gravel larger than 3 inches in any dimension, debris, waste, frozen materials, vegetation, and other deleterious matter.
IV. SCOPE OF WORK: Building “C”
A. Existing Conditions:
1. Building “C” is a 7,500 square foot two story structure with a crawl space. The south facade of the building has a portico defined with round wood columns. Each floor consists of two apartments which consist of three bedrooms, bathroom, living room, dining room, closets and a kitchen. Each floor has a mechanical room located on the northern end of the central corridor.
2. The roof is a typical gable style roof. The roof is constructed of wood trusses covered with a wood shingle finish on rosin paper and a wood substrate.
3. The building’s structure is stick frame consisting of wood stud walls and wood floor joist. The exterior is composed of a wood siding finish with an interior finish of plaster with a series of aluminum windows penetrating its surface. The main entryway to the building consists of a porch and steps.
4. The interior partitions are typical studded construction. Floor finish is carpeted and covers existing wood flooring.
2. On October 29, 1986 samples from Building “C” were analyzed by NHS, Inc. of
Richland, WA for asbestos fiber content after a prior abatement. Asbestos that was found had been removed by Performance Contracting Inc. The paint covering the exterior wood siding and on the interior surfaces is assumed to be lead based. The Contractor is responsible for a full building survey necessary for identifying the type, quantity, location, and condition of hazardous materials in the building prior to any demolition Work. When hazardous material (lead based paint) is found, the Contractor shall be responsible for the identification, removal, packaging, transport, and disposal of such materials. Requirements and standards for hazardous material handling are spelled out in other areas of this Scope of Work.

52.211-8 Time of Delivery (Jun 1997) Alternate II
(a) The Government requires delivery within 120 days after the date of receipt of a written notice to proceed:
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding
(1). five calendar days for delivery of the award through the ordinary mails, or
(2). one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term “working day” excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(End of Clause)
