Question 1: Is this the Owner information that should be used on the bid bond?
FEDERAL BUREAU OF INVESTIGATION
FINANCE DIVISION – PROCUREMENT SECTION
FACILITIES CONTRACTS UNIT
1000 CUSTER HOLLOW ROAD
CLARKSBURG, WEST VIRGINIA
ANSWER: The bid guarantee owner should be listed as:
Department of Justice Federal Bureau of Investigation Facilities Contracts Unit, Room 6329 935 Pennsylvania AVE NW Washington, DC 20535
Question 2: Should the bid bond be for the usual 20% or $3 mil? (RFP and FAR Clause does not specify)
ANSWER: The bid guarantee listed at 100% is erroneous and should be 20% as prescribed in the FAR.
Question 3: Amendment 1 states removal of the requirement for a bid bond, but both copies of the SF1442 under amendments 1 and 2 (on the FBO site) show an offer guarantee is required. Please clarify. Thank you.
ANSWER: The bid bond verbiage was erroneous, however this RFP does require a bid guarantee.
Question 4: On page 4, paragraph 3 under section “B Demolition Requirements”, the RFP states that “All materials and equipment that is demolished, recycled, or diverted from landfills shall become the property of the Contractor and shall be removed from Government property. At the job visit there was talk that all salvaged material would go back to the Government. Are the salvaged materials the property of the contractor or should they be returned to the government?
ANSWER: Salvaged material shall become the property of the awarded Contractor; however it is the expectation of the Government that any recycled and or salvaged materials be itemized on the offerors proposals as a credit to the Government to defer the cost of the abatement and demolition. IE: Fixtures, doors millwork, appliances, etc.
Question 5: At the job walk, we were not able to see the crawlspace underneath the building. It was said to be a crawlspace and not a basement. How far below ground level does the crawlspace extend?
ANSWER: Approximately 3’.
Question 6: In order to bid the job accurately, the locations and amounts of ACM and lead based paint need to be determined since these amounts and types will significantly affect the cost. However, on page 43 of the RFP, paragraph 2 says that the cost of hazmat testing, reporting, and disposal shall be submitted at the same time which leaves room for significant differences in disposal cost due to unknown quantities. What are the estimated quantities of hazardous materials in Buildings B and C?
ANSWER: Unknown.
Question 7: When will this job be awarded?
ANSWER: At this time the RFP due date has been extended to 22 July, 2013, the FBI anticipates making the contract award the first week of August 2013.
Question 8: How long after the bid date will the Notice to Proceed be issued?
ANSWER: The notice proceed will be issued dependent upon the request of the awarded Contractor. The FBI is prepared to give the NTP immediately following award however due to the 120 day performance window; we reserve this right to issue NTP up to two weeks after award to allow for necessary paperwork be completed.
Question 9: What utilities are currently connected to the building and where will they need to be capped?
ANSWER: Both buildings are connected to electrical power. Power will need to be disconnected in accordance with National Electrical Code. Natural gas lines will need to be disconnected and capped at an appropriate location. Building C fire line is active. Building B has water service from the main line to the building.
Question 10: Is there natural gas connected to the building and where will it need to be capped?
ANSWER: See question 9
Question 11: There is a transformer on a concrete pad next to Building B. Is it currently hooked up to electrical power and if so, will we be required to have a licensed electrical contractor disconnect and terminate power to it. Also, does the transformer and pad need to be removed along with the building and if so will it become the contractor’s property or be returned to the Government?
ANSWER: Yes, the transformer is live. The transformer will remain in place and in a live condition following demolition. Yes, a licensed electrical contractor will need to disconnect the feed to both buildings.
Question 12: How is the contractor supposed to be able to accurately determine how much material needs to go to hazardous vs non-hazardous disposal site since hazmat testing has not been done?
ANSWER: This question should be addressed by the offerors means and methods and information gathered at the site visit.
Question 13: How can we put together an accurate construction schedule if there is no way to know how long the abatement portion will take due to the unknown quantities?
ANSWER: This question should be addressed by the offerors means and methods and information gathered at the site visit.
Question 14: Will the sheds and materials inside them be the contractor’s responsibility or will the Government removed them prior to the start of the contract.
ANSWER: Storage units will be moved away from the building prior to demolition.
Question 15: Is it the contractor’s responsibility to perform the as-builts and utilities marking after demolition?
ANSWER: No as-built drawings are required. Utility termination locations need to be marked.
Question 16: What historical items need to preserved from the site?
ANSWER: None
Question 17: Will drawings be issued prior to the bid date?
ANSWER: No drawings will be issued.
Question 18: When will the site photographs be released to the jobwalk attendees and will they be released soon enough so that bidders can use the information in order to produce the most accurate bid?
ANSWER: Attached to this Amendment are the photos from the site visit and the sign in roster from the site visit.
Question 19: Regarding the materials being stored inside building B and C, is it the contractors responsibility to remove it, or will the government remove them prior to commencement of work?
ANSWER: Material will be removed prior to commencement of work.
Question 20: Due to the several items of information that are unknown, pictures not released, and the volume of requirements for the RFP, would the government consider extending the bid due date in order to provide the government with an adequate and quality proposal? Much of the information we have questions on are a vital to our bidding process.
ANSWER: The RFP has been extended to 22 July, 2013 at 0800 hrs MST.

ANSWER: See question 11

Question 33: It appears (and could be read) that building B’s square footage of 3500 only includes the two above grade floors. Therefore the entire building is actually 5,250 with 1750 SF per floor. While
I’m at it, are we to assume that Building C is correct at 3,750 SF per floor for the total of 7,500? Based on the photos and the site visit, it is hard to imagine that the Building C footprint is only twice the size of building B. (Guess we should have brought our 100’ tape.)
