Amendment No. 1 to RFP 377451-CD

This is an Amendment to Solicitation for independent third-party Commissioning Services (CxA) for UIP Subproject 2—Kautz Road Substation Replacement, issued by Fermi Forward Discovery Group, LLC under Department of Energy Prime Contract No. 89243024CSC000002. The amendment extends the proposal due date from May 27, 2026 to June 4, 2026 at 4:00 p.m. Central Time. Amendment 01 provides responses to prospective offerors' questions clarifying that temporary construction systems are excluded from the commissioning scope; the CxA is responsible for witnessing, reporting, and issue tracking only (with third-party testing procured by the General Contractor or FFDG), though the CxA must track required testing status; the commissioning scope covers new equipment and interconnections between new and old equipment; and 100% Final Design Drawings are provided for pricing purposes. The amendment also includes three exhibits not provided with the original RFP: Exhibit F (Proposal Price Form), Exhibit G (Subcontractor Annual Representations & Certifications Form SARC Rev. 8), and Exhibit M (Sample IDIQ Subcontract).

The IDIQ subcontract establishes a five-year period of performance with an aggregate value range of $20,000 minimum to $450,000 maximum for task orders. Task orders will be issued on a negotiated Firm-Fixed Price basis using pre-established fully-loaded labor rates by job classification across five contract years. Offerors must submit proposals electronically to cdaley@fnal.gov and acknowledge receipt of the amendment. Invoices are submitted to APinvoices@fnal.gov or by mail to the Fermilab Accounts Payable address. All other terms and conditions from the original RFP remain unchanged.
