About this file

This is a Request for Proposal (RFP) Scope of Work document issued by the Rhode Island Parole Board (RIPB) for the procurement of psychosocial assessment services for incarcerated individuals under consideration for parole. The RIPB seeks qualified clinical professionals to conduct in-person interviews and prepare comprehensive written psychosocial evaluations to support evidence-based parole release decisions. The scope of work requires vendors to review case materials, conduct clinical interviews, and deliver professionally formatted written reports containing specified assessment components including criminal history analysis, institutional adjustment evaluation, substance use history, risk and protective factor identification, and reentry readiness assessment. Special population requirements apply to individuals who were under age 18 at the time of their offense. Evaluations must be submitted no later than four weeks prior to scheduled parole hearings. Historically, the Board requests approximately five to eight interviews and written evaluations per month, representing an estimated 20 hours of monthly services on an as-needed basis with no guaranteed minimum volume.

Vendors must submit technical proposals (limited to six pages) demonstrating staff qualifications, vendor capability and capacity, a detailed work plan, and assessment methodology, with a minimum score of 55 out of 70 possible technical points required to advance to cost evaluation. Minimum qualifications include a Master's degree in a mental health-related field (Doctorate preferred) from an accredited institution, minimum two years' experience conducting comprehensive clinical assessments and evaluations, valid Rhode Island licensure in mental health or social work, and a valid Rhode Island driver's license. Pricing must follow a hybrid structure with an hourly rate for clinical services and a not-to-exceed cap per evaluation, with each evaluation ordinarily requiring no more than three billable hours. All proposed hourly rates must be fully inclusive of travel, interview time, records review, report preparation, and administrative costs. Vendors must obtain and maintain Rhode Island Department of Corrections security clearance and comply with all facility security procedures and rules. Technical proposals are evaluated on a maximum of 70 points, with cost proposals evaluated on up to 30 points, bringing the total possible score to 100 points, plus up to 6 bonus points for Minority/Women/Disability Business Enterprise (ISBE) participation.
