SPECIFICATIONS
1. SPECIFICATIONS
Pinal County is seeking qualified contractors to provide property cleanup and abatement services on an as-needed basis for the Code Compliance Division. Services shall include labor, equipment, transportation, disposal, supervision, and all materials necessary to complete assigned cleanup and abatement projects throughout Pinal County.
The resulting contract may be awarded to multiple Contractors. Work assignments may be issued on a project-by-project basis depending on Contractor availability, equipment capability, response time, location, and pricing.
Project scopes may vary depending on property conditions and enforcement requirements.
A. Background
The Pinal County Code Compliance Division conducts property cleanup and abatement activities through court judgments, injunctions, and abatement proceedings under both A.R.S. § 11-815 and the authority of the current Rubbish and Trash Ordinance authorized pursuant to A.R.S. § 11-268. Cleanup services generally include, but may not be limited to, removal of trash, debris, overgrown vegetation, abandoned materials, inoperable vehicles, and other items identified through enforcement actions and court-ordered injunctions and/or abatements.
The County currently utilizes a limited number of Contractors to perform these services. The Code Compliance Division has experienced challenges related to Contractor availability, delayed responses to estimate requests, limited equipment resources, and scheduling constraints. In some cases, Contractors have relied on rented equipment or the use of outside labor, resulting in increased project costs and delays in project completion.
Through this solicitation, the Code Compliance Division is seeking to establish additional qualified resources, including cleanup and abatement services from local Pinal County businesses operating within the property cleanup and restoration industry. The County intends to identify contractors with the personnel, equipment, and operational capability necessary to perform services in a timely, cost-effective, and reliable manner.
The scopes of projects may vary depending on the condition of the property, type of violation(s), accessibility of the site, volume of debris, vegetation overgrowth, and/or other circumstances identified during the inspection and abatement process.
B. Objective
The objective of this solicitation is to establish a pool of qualified contractors to provide property cleanup, abatement, vegetation removal, debris removal, and related services on an as-needed basis for the Pinal County Code Compliance Division.
The County seeks Contractors that can provide timely response, qualified personnel, adequate equipment resources, accurate project estimates, and cost-effective cleanup services in support of Pinal County ordinance enforcement and court-ordered abatements.
Request for Proposal #266731 Page 6 of 43
