RFP26_PR8879 Price Schedule and Qualifications - Orlando Utilities Commission

This is a Request for Proposal (RFP) price schedule and qualifications document issued by the Orlando Utilities Commission (OUC) District Cooling for refurbishment services at the Downtown West Central Energy Plant in Florida. The project encompasses replacement of film fill material, drift eliminators, louvers, and refurbishment of other components within five Marley Crossflow Cooling Towers (CT-1A, CT-1B, CT-1C, CT-2A, and CT-2B). The RFP provides two distinct pricing options: Option No. 1 for Original Equipment Manufacturer (OEM) parts and materials, and Option No. 2 for aftermarket parts and materials. Each option includes lump sum pricing for materials, labor, and shipping (FOB Destination Prepaid & Allowed), with additional line items for optional services such as exterior panel refurbishment or replacement, additional nozzle replacement, and alternative fill replacement materials of 15 mil or greater thickness. Bidders must specify lead time for materials and work duration in weeks, along with warranty periods for fill media, louvers, and other components measured in years for both material and labor coverage. The mandatory pre-response conference is scheduled for December 10, 2025, at 8:30 AM EST, with questions due by December 12, 2025. Proposals must be submitted by December 19, 2025, at 2:00 PM EST, with work anticipated to commence in mid-March 2026 and be completed by June 1, 2026.

The qualifications document requires bidders to provide comprehensive company background information, current Florida state licensure, proof of insurance meeting minimum requirements including $2,000,000 general liability per occurrence and $2,000,000 pollution liability coverage, management and staff qualifications with resumes, financial data including Dun & Bradstreet number and annual dollar volumes for the past four years, detailed project approach narratives, and three verifiable references from similar projects within the past five years. Bidders must demonstrate a minimum of 10 years of industry experience and provide documentation of health and safety programs, OSHA incidence/frequency/severity rates for the past three years, quality assurance programs, and evidence of pre-employment screening practices. The document includes sections for bidders to submit commercial and technical clarifications and exceptions to the solicitation requirements. Early payment discount options are available at 1% for 20-day payment, 2% for 15-day payment, and 3% for 10-day payment terms, all with Net 30 final payment terms. A payment and performance bond equal to 100 percent of the contract price is mandatory at contract execution. OUC reserves the right to award to one or multiple firms, reject all proposals, or negotiate with responsive bidders.
