About this file
This document is a Bidders Questions & Answers file for RFP 260000002008, issued by the State of Michigan Department of Health and Human Services (MDHHS) for In-Home Family Services in Alpena and Montmorency Counties. The contract involves providing in-home family preservation services with workers conducting face-to-face client contacts and related travel. The anticipated caseload for one full-time worker is determined by the bidder based on their proposed number of clients to be served within a 12-month period and estimated service units. Workers are expected to maintain flexible schedules accommodating non-traditional hours (outside Monday-Friday 8AM-5PM), including evenings and weekends as needed to meet client availability. The service description requires weekly submission of face-to-face contact lists to referring MDHHS workers via secure email in an approved format such as Word or PDF documents. In-Home Family Services workers may be requested to provide testimony in court proceedings as required by MDHHS. Upon completion of the six-month service period, additional services outside the contract scope may be approved if deemed necessary and eligible by the referring MDHHS worker.
The contract represents a performance-based arrangement with a total contract amount of $300,000 over a three-year term, allocating $100,000 per fiscal year. Bidders must submit a proposed hourly unit rate on the Schedule B Pricing Matrix, with one unit defined as one hour of contractor time providing face-to-face contacts, travel time to and from face-to-face contacts, and travel time for unsuccessful contact attempts. Unit rate calculations must account for all direct and indirect costs, including mandated insurance costs. Upon contract award, contractors submit monthly invoices using the MDHHS-5974 Procurement Contract Invoice form with supporting documentation, billing for all face-to-face contacts, travel time, mileage, and any approved specific assistance purchases for clients. Invoicing occurs as services are provided rather than on a fixed-rate basis.

Can you clarify what is meant by “non-traditional hours”? Does this include evenings, weekends, an on-call expectation, crisis response availability, or schedule flexibility?
Traditional hours are considered Monday through Friday 8AM-5PM, so non-traditional hours would be anytime outside of that timeframe. The In-Home Family Services contract requires the In-Home Family Services worker to provide a flexible work schedule to meet the needs of the referred client which for example may include evenings and/or weekends if the family is not able to meet with the In-Home Family Services worker during traditional hours due to conflicting schedules such as work or school.

Schedule B Pricing
If awarded Is there a flat rate awarded for this grant? Or is it like foster care and we are reimbursed for the individual families we are working with?
The total contract amount is $300,000, for a 3-year contract term with $100,000 allocated per fiscal year. See Schedule B Pricing Matrix in the RFP posting.
The bidder submits a proposed hourly unit rate on the Schedule B Pricing Matrix according to the following unit rate definition outlined in the RFP:
Unit Definition(s): One unit equals one hour of contractor’s time providing face-to-face contacts with the referred family, travel time spent to and from a face-to-face contact, and travel time spent to and from an unsuccessful face-to-face contact.
Unit rate calculations must take into consideration all direct and indirect costs related to performing the service, including mandated insurance costs.
If awarded, the contractor submits invoicing monthly on the MDHHS-5974 Procurement Contract Invoice along with supporting documentation to MDHHS. The invoicing includes the unit rate billing for all face-to-face client contacts and travel time to and from face-to-face contacts with clients. Contractors may also bill for travel costs such as mileage, and any approved specific assistance purchases for clients. This contract is a performance based contract - invoices are submitted as services are provided.
