About this file
This is Addendum No. 1 to Request for Proposal 26-053-GR issued by the City of Altamonte Springs, Florida on April 1, 2026, providing clarifications and responses to ten submitted questions regarding professional services for geotechnical and environmental engineering. The addendum addresses critical solicitation requirements including litigation disclosure formatting, indemnification language requirements, bonding obligations, scope of services definitions, incumbent contractor information, and submission procedures. Key clarifications include confirmation that firms must adhere to the two-page limit for litigation history summaries (with supplemental details permitted in the Additional Data tab), that the City's updated Section 4.8 indemnification language is mandatory, that no bid or performance and payment bonds are required for this professional services contract, and that surveying and subsurface utility engineering services are intended as incidental support rather than standalone services. The addendum identifies Terracon Consultants and Ardaman & Associates as current incumbent contractors and confirms the contract is for as-needed continuing services without guaranteed work volumes or fixed budgets. Proposal submission deadlines and award timelines remain as stated in the original solicitation with anticipated City Commission award on June 2, 2026.
The addendum clarifies that firms are not required to provide all scope of services and may submit qualifications for specific service areas with subconsultant support identified, though the prime consultant retains responsibility for overall coordination and delivery. Subconsultants must provide brief one-page statements of interest as part of the lead firm's submittal without submitting separate standalone proposals. Tab 2 (Business/Firm History and Information) submissions may total three pages maximum with each of the three individual items not exceeding one page. The City does not establish fixed budgets for the contract term, with service authorization based on identified needs, project-specific scope, and available funding.

Addendum No. 1
DATE: April 1, 2026 TO: All Respondents and Interested Parties FROM: Gabriela Ruela, Procurement Specialist
Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.
The Solicitation is hereby changed accordingly:
Q1: We are seeking clarification regarding the litigation disclosure requirements outlined in the solicitation. The RFP specifies a maximum limit of two (2) pages for the litigation history; however, our complete and accurate disclosure exceeds this limit. Can you please confirm if firms should, provide a summarized version within the two-page limit, or include additional pages or an appendix to ensure full disclosure?
A1: Firms shall adhere to the two (2) page limit for the litigation summary as specified in the RFP. The summary should be concise and highlight the most relevant information.
Additional supporting details may be provided in the Ninth Tab (Additional Data), if necessary, to ensure complete disclosure.
Q2: Section 4.8, Indemnification, appears to differ from the indemnification language included in the City’s prior Solicitation RFP-20-016-CE. Would the City consider revising the indemnification provision in this solicitation to align with Section 3.6 of RFP-20-016- CE, or please confirm whether the indemnification language in Section 4.8 is the City’s required form for this procurement?
A2: Yes. The Section 4.8 language is the required indemnity for this solicitation. The City has updated its indemnification language in its solicitation documents.
Q3: Page 59 references bonding requirements under 2 CFR § 200.326. We typically do not provide performance and payment bonds, and we do not recall this being required under our previous contract with the City of Altamonte Springs. Could the City please confirm whether any bid, performance, or payment bonds will be required under this solicitation or any resulting task authorizations?
A3: No Bid or Performance and Payment Bond requirements are not required for the subject professional services solicitation under CCNA.
Q4: Could the City please clarify whether surveying and subsurface utility engineering (SUE) services under RFP-26-053-GR are intended to be provided only as incidental support services to geotechnical and environmental engineering assignments, or whether the City anticipates issuing standalone task authorizations or a separate continuing contract for surveying and SUE services? Section 6.1.3 and the incidental services language appear to indicate that surveying and SUE are support services under this contract, so we would appreciate confirmation of the City’s intent.
A4: Surveying and SUE services under this contract are intended to be incidental services in support of geotechnical, environmental, or construction-related assignments, as described in the RFP. Standalone task authorizations for surveying or SUE services are not anticipated under this contract.
Q5: Who are the incumbent Consultants for this Contract?
A5: The City currently holds Contracts with Terracon Consultants and Ardaman & Associates
Q6: What’s the budget for the upcoming Contract term?
A6: This is a continuing services contract for as-needed professional services. The City does not guarantee any specific volume of work or establish a fixed budget for the contract term. Services will be authorized based on identified needs, project-specific scope, and available funding.
Q7: Do firms need to provide all the scope of services in order to submit? (for example, can a firm submit their package just for Environmental Services?)
A7: Firms are not required to provide the full scope of services to submit a proposal and may submit qualifications for one or more service areas. The City recognizes that firms may vary in their range of services; however, Proposers should clearly identify their capabilities and any subconsultant support, as applicable, to meet the requirements of assigned work. The prime consultant shall remain responsible for the delivery of all services under the contract.
Q8: Is the prime firm supporting the CEI services, or is the prime firm performing CEI services?
A8: CEI services may be performed by the prime consultant or provided through subconsultants. However, the prime consultant shall remain responsible for the overall coordination, management, and delivery of all services under the contract, regardless of whether such services are performed directly or through subconsultants.
Q9: I wanted to ask a question regarding the team and submission requirements. We will be the lead/Proposer and have 1 or 2 subconsultants to provide additional services. What do the subconsultant firms need to submit as part of our package?
A9: Subconsultants are considered part of the overall project team and should be included within the Proposer’s submittal. As part of the submission, each subconsultant shall provide a brief statement of interest (not to exceed one (1) page), as referenced in Section 6.6.4.A.2, and be appropriately included in the project team, qualifications, and experience sections, as applicable to their role and within the page limits described in the RFP. Separate, standalone submittals from subconsultants are not required.
Q10: Under B. Business/Firm History and Information (Second tab), it mentions under 1., 2., and 34., not exceeding one (1) page. Does this mean that TAB 2 can be a total of three
(3) pages?
A10: The page limitations identified under Section 6.6.4.B apply to each individual item, not collectively. Therefore, Tab 2 may include up to three (3) pages total, with each item (1, 2, and 3) not exceeding one (1) page.
