About this file

This document is a Questions and Answers (Q&A) document for Request for Proposal No. 250000002504, specifically for Family Preservation - Family Assistance Program Services covering Crawford, Oscoda, and Otsego counties. The document addresses a specific question regarding hourly billing and service expectations for a contract role.

The response indicates that the contract allocation is expected to be fully utilized, with the bidder's proposed hourly unit rate determining the available annual billable hours. The annual estimated budget for units can be calculated by subtracting the allocated transportation costs from the estimated annual allocation outlined in the Schedule B-Pricing document. The unit rate must comprehensively account for all direct and indirect costs, including overhead, insurance, managerial and supervisory wages/benefits, non-face-to-face case-related activities, and any additional service-related expenses. Importantly, no additional costs beyond the proposed unit rate can be billed separately.

RFP Schedule A Statement of Work, b. Volume of Service
46, 49
The person in this role will be billed hourly and only paid for hours worked, but do you anticipate that it’ll be the equivalent of part-time or full-time hours?
The expectation is that the contract allocation will be fully utilized. The bidder’s proposed hourly unit rate will determine how many billable hours will be available annually. The annual estimated budget for units can be determined by subtracting the “Allocated Annual Actual Cost for Transportation” amount from the “Estimated Amount Allocated annually” outlined in the Schedule B-Pricing document.

Unit rate calculations must take into consideration all direct and indirect costs related to performing the service, including cost associated with the following:

•Indirect/Overhead (including administrative functions) •Insurance •Managerial & supervisory wage/benefits •Non-face to face case-related activities (preparing notes/reports, collateral contacts/meetings/phone calls/texts/emails)

Any additional costs incurred cannot be billed separately.
