About this file
This document is Addendum No. 3 to Request for Proposal (RFP) No. 25-0002 issued by the Finance Department Purchasing Division of the Columbus Consolidated Government in Georgia for Design and Construction Services for the Columbus Convention and Trade Center Parking Garage. The addendum addresses questions received from vendors and provides responses, including clarification that there is no federal funding associated with this project and that Form 4 is still required to be submitted. The City reserves the right to negotiate changes to the standard AIA A141 agreement, and the contract will be reviewed and approved by the City Attorney's Office.
The contract opportunity is for a Design-Builder to design and construct an approximately 500-space parking garage for the Columbus Convention and Trade Center. The RFP has a due date of August 16, 2024 by 5:00 pm. The City has not provided a vendor agreement/contract form for review, but will negotiate the contract after award, likely using the standard AIA form with potential changes.

ADDENDUM No. 3
Design and Construction Services for Columbus Convention and Trade Center Parking Garage
RFP No. 25-0002
Use the form provided in the solicitation to acknowledge receipt of this addendum. Failure to do so may result in your submittal being deemed non-responsive and not receiving further consideration for award.
Vendors are informed that the above subject solicitation is hereby modified, corrected, or supplemented as specified, described and set forth in this Addendum:
I. QUESTIONS/RESPONSES
1) Is a site survey or plan available for the proposed site?
Response: The City has engaged a surveyor to perform the survey, but it is not completed or available at this time.
2) Will an AIA A141 be used as the agreement between the Owner & Design Builder?
Response: The City uses the standard AIA A141 agreement but reserves the right to negotiate changes if necessary. All contracts will be reviewed and approved by the City
Attorney’s Office.
3) Addenda #1 question 2 does not clearly state whether federal funding is required or not. Please confirm that at this time it should be assumed that no federal funding is associated with this project, and
Form 4 is not required to be submitted with the proposal.
Response: There are no federal funds associated with this project. However, Form 4 is included in all
City Solicitations. Consequently, vendors are required to sign and submit with proposal.
4) Will the City be providing a Vendor Agreement/Contract Form for review or will this be negotiated after award? Section 7B is asking for us to provide Exceptions to this agreement.
Response: The contract form will be negotiated after award.

Response: The City typically will utilize the standard AIA form but reserves the right to negotiate changes.
6) Would it be possible to provide an additional week for response to this RFP.
Response: At this time the due date is still August 16, 2024 by 5:00 pm.
