IT Support Services for the DNC Questions & Answers

RFP # 20342921R00002

1. In reference to the NDA or other documents requiring signatures in conjunction with our RFP response, will documents submitted through the prior solicitation suffice or do contractors need to generate entirely new documents (ie. NDA, SF 1449, others)?

o Please use the attachments included in the new solicitation for all aspects of your proposal as there were changes in various documents from the last solicitation.

2. Who is the incumbent and what is their contract number? What was the total value of their contract? Is this going to be a competitive effort, or will this be sole sourced?

o Incumbent: AlasConnect LLC o Contract Number: TFSADNC16C0001 o Period of Performance: 01/07/2016 – 07/06/2021 o Contract Value: $470,433.40 o There is currently a short-term contract in place with the incumbent while this procurement is being processed. The short-term contract number is 20342921C00001 with a Period of Performance from 07/07/2021 through 09/30/2021 with a Contract Value of $14,407.50.

o This new procurement associated with RFP # 20342921R00002 will be a competitive effort.

3. Should contractors assume that any earlier submitted proposals are not in the process of evaluation and the recent RFP notification is a request for resubmission?

o That is correct.

4. How can contractors learn about how to attain the Public Trust requirements?

o Section F – Constraints, within the PWS states that more information about the “Public Trust” requirement is included in Section 10. Section 10 – Contractor Personnel Security and Suitability Requirements, states “Requirements for background investigations will be specified at the time of award”.

5. What is the difference between this solicitation and the one issued in May with the same RFQ number? (https://sam.gov/opp/a6f749a7358a440ea2c3cb39b0b71667/view) o The link provided in the question from the contractor is to an Intent to Sole Source for the Short-term Bridge Contact put in place to provide time to complete this competitive acquisition associated with RFP # 20342921R00002. The prior solicitation # RFQ20342921Q00002 was issued on 05/13/2021. As a result of substantial changes to the requirements in the PWS, a decision was made to re-solicit the requirement through the current RFP # 20342921R00002.

6. Would contractor staff need to be located in Anchorage or would it be possible to provide all services remotely while maintaining a team for any in person responses in the area within 45 minutes?

o The “within 45 minutes” timeframe currently stated in the PWS Section C. 1, will be changed at time of award to “within 30 minutes” to limit the loss of productivity for Commission staff, respond to server issues, etc. PWS Section C. 1. will be changed at time of award to: Ability to dispatch personnel to support the Commission employees at its primary office location in Anchorage, Alaska within 30 minutes.

IT tech support may/will and often is required to provide in office support and should not be interpreted as 100% remote or telework environment. The response time for required instances like this is 30 minutes.

7. What is the page limit for each of the volumes?

o There is no page limit for the proposal volumes.

8. How many key personnel are required? If so, are there any preferred labor categories?

o The incumbent contractor has a variety of labor categories that may not be represented in the listed labor categories below, though the following are provided as historical data.

It is suggested that Bidder’s proposal be based on their company’s performance estimates and labor categories necessary to fulfill the current requirement as defined in the PWS:

Labor Categories from prior award (for reference only):

• FFP - Systems Administrator (1080 hours/year)

• LH – Analysis/Design (104 hours/year)

• LH – Program Manager (260 hours/year)

• LH – On-call Services (104 hours/year)

9. The RFQ states that the selected contractor should obtain PIV Cards from the Department of

Commerce. Do you mean the Department of Treasury? RFP Ref page 19.

o At time of award, Section 2. F. within the PWS will be updated from the “Department of Commerce” to the “Department of Interior” as follows: All contractors (including all contractor employees with access to technology assets operated by the Commission) must have a Personal Identity Verification (PIV) card issued to them by the Department of Interior. More information about this requirement is included in Section 10 of this

PWS.

10. Would the Government provide the number of Full-time Equivalent that are currently performing the work?

o See answer to Question #8 above.

11. Would the Government provide the expected number of Labor Hours for each of the Key Personnel, individually? RFP Ref Page # 27 of 57 and Attach B.

12. Would the Government provide the desired experience for the Labor Categories? Are there Education or Work Experience requirements? RFP Ref Page # 18 of 57 and Attach B.

o Ref page 18 of 57 within the PWS states: “C. Technical Proficiency - The Contractor must have a minimum of three years’ experience in each aspect below, be sufficiently skilled, staffed, and responsible in the delivery of technology services as to meet the needs of the Commission. The Contractor shall submit evidence of their past performance, current proficiency, licensure, and certification as follows: …”

13. Is the Key Personnel’s name considered Personally Identified Information (PII)? RFP Ref Page #

36 of 57.

o Yes, Key Personnel’s names are considered PII.

14. Does the Government expect offerors to submit resumes of other Key Personnel beyond the three referenced? RFP Ref Page # 36 of 57.

o Providing resumes in excess of three (3) is at the discretion of the bidder.

15. Would the Government confirm the level of effort (number of hours) for the CLINs?

Ref Attach B.

16. Would the Government confirm that the Firm Fixed Price CLINS (001, 004, 007, 010, 013) will be invoiced monthly? Ref Attach D.

o Yes

17. Would the Government confirm that the Labor Hour and Special Project CLINS will be invoiced monthly? Ref Attach D.

o Yes

18. Does the Government expect offerors to price EACH special project in the Attachment D? Ref Attach D.

o As stated in the solicitation, for evaluation purposes contractors are asked to provide an estimate per each special project. Special projects are yet to be defined work, within the IT PWS scope, but quantity is unknown at the current time. The PWS listed examples of potential special projects.
