About this file
This document is an Amendment (Amendment No. 01) to a Request for Proposal (RFP-2025-10206) issued by the National Renewable Energy Laboratory (NREL) for the Maintenance of Accreditation Program for Guidelines Home Energy Professionals Project. The amendment includes responses to five key questions about the Weatherization Assistance Program (WAP) training and certification process, providing critical details for potential contractors.
Key clarifications include: there are currently 25 accredited weatherization training centers and approximately 25 certified master trainers; the database of qualified training providers will be hosted on the subcontractor's website; qualification is available for all 50 U.S. states, the District of Columbia, and five U.S. territories (American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the Virgin Islands). The subcontractor will be expected to perform site surveys of current and prospective training centers, and may need to develop certification standards unless existing criteria can be maintained. The solicitation's receipt deadline is not extended, and failure to acknowledge this amendment may result in offer rejection.

1) REQUEST FOR PROPOSAL UPDATE
The below questions were posed during the period stated on the RFP.
1. Does the government have an estimate of how many current and prospective Weatherization Assistance Program (WAP) trainers and training programs exist in the market?
Answer: There are currently 25 accredited weatherization training centers (WTCs) and approximately 25 certified master trainers and certified instructors. We anticipate this number to grow with market outreach but do not have an estimate of prospective training providers existing in the market. Given the expanse of the WAP and the current number of WTCs, there is significant potential for growth in WAP eligible states and territories.
2. Are the Criteria and Provisions of the WAP/Weatherization Training Center (WTC) programs already developed, and if so, are they available publicly or through this solicitation for review?
Answer: The criteria and provisions for currently accredited training providers have been developed under the existing credential awardee’s program. Were a new subcontractor to be awarded this work, it is likely that certification standards would have to be developed by the applicant unless the applicant currently maintains existing criteria and provisions to ensure ownership and quality of the accreditation process. Information about the existing criteria can be found here:
https://irecusa.org/clean-energy-training/credentials/
3. Will the subcontractor be expected to perform a site survey of current and prospective training centers as part of the qualification process of the program?
Answer: Yes. On-site or virtual visits are an expected part of the certification and recertification process.

4. Will the qualification database of trainers/training centers be set up through a government website or the M&O contractor's website, or will it conversely be managed through the subcontractor's website?
Answer: The database of qualified training providers will be hosted and managed through the subcontractor’s website.
5. Is qualification for trainers/training centers limited to CONUS or OCONUS?
Answer: The Weatherization Assistance Program funds/operates in all 50 U.S. States, the District of Columbia, and five U.S. Territories: American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the Virgin Islands. Qualification for training providers is available to all weatherization assistance program eligible states and territories listed above.
All other terms and conditions of this Request for Proposal remain in effect without alteration.
