About this file

This document is Addendum No. 1 for Request for Proposal (RFP) 2025-117 issued by the Florida Department of Education's Bureau of Contracts, Grants and Procurement Management Services for the Resiliency Florida Design and Platform project. The scope involves designing and stylizing a platform to deliver a Resiliency Endorsement training for teachers, with the Department creating the content. The project includes developing a website (replacing BuildResiliency.org), maintaining Resiliency Coach volunteer training on Articulate learning management system, and potentially creating social media channels. The contract has a budget not to exceed $600,000, and the vendor will be responsible for hosting the platform throughout the contract duration.

The addendum provides detailed clarifications about the project, including that the current website and brand will be maintained rather than redesigned, and new components will be periodically added. The Department will provide content, and the chosen vendor will build and upload the website. The project involves creating brief videos featuring Floridian resilience stories, with representation across geographic regions of Florida. The approval process will be dynamic, with the Commissioner or delegee making final determinations. The vendor will not be responsible for liaising among stakeholders, and all costs, including travel, must be included in the total contract price. The Department encourages all vendors to apply, with no incumbent preference, and seeks to maintain, update, and potentially grow current Resiliency Florida resources.

Addendum #1

BID NO.: RFP 2025-117

Resiliency Florida Design and Platform

DATE – August 22, 2025

This addendum is being issued to provide the Answers to Questions submitted timely by vendors during the Question and Answers period.

Please be advised all questions are keyed as submitted.

1. The title of the RFP lists: FP 2025-117 Resiliency Endorsement Design and Platform

But then the title on the proposal lists “Resiliency Florida Design and Platform”

A. The title of the RFP is Resiliency Florida Design and Platform

2. Is the scope to design a platform and course that supports the Resiliency Endorsement that is currently being compiled by DOE?

A. Resiliency Florida initiative will include a Resiliency Endorsement for teachers. The content will be created by the Department. The scope will include, but is not limited to, the design and stylization of the platform that will deliver the Resiliency Endorsement training.

3. The current outcome is listed in the RF:

RFP 2025-117 ADDENDUM NO. 1 Page 2 of 7

We are confused by the required outcome of the project, as a high-quality impactful brand and website have already been established. The scope doesn’t list anything about the endorsement course, or current coach training course that has been developed so we want to make sure we are clear on what we would need to potentially submit.

If we choose to submit a bid, are we submitting a bid to redesign the entire current project and website, or to design a course that mirrors the current Resiliency Coach training that would be an Endorsement Course?

A. Resiliency Florida initiative will include a Resiliency Endorsement for teachers. The content will be created by the Department. The scope will include, but is not limited to, the design and stylization of the platform that will deliver the Resiliency Endorsement training. Resiliency Coach volunteer training maintenance is included in the RFP.

There will not be a redesign of the existing materials related to the Resiliency Florida project. The current content will be maintained, and components and materials will be added.

4. What is the desired length of each professionally produced video featuring Floridian’s stories of resilience?

A. These are brief videos; please visit BuildResiliency.org for two examples.

5. Is there a current website that is being updated/replace? Or will this be built from scratch?

A. The current website is BuildResiliency.org. If a new vendor is selected, the Department will provide the content, and the chosen vendor will build the website and upload the content. Provide in your response with your capability and how much lead time you would need to build the structure of this website.

6. What tool was or will be used to develop the volunteer training course? Is there any integration expected with the website or does it standalone?

A. Articulate, a learning management system, is the platform used for the Resiliency

Coach volunteer training. This is a standalone platform. It is the responsibility of the vendor to contract with Articulate to maintain and sustain the platform through the life of the contract. The Resiliency Coach volunteer training maintenance is included in the

RFP.

7. Should the reply to the RFP include the assumption that video is to be ideally captured across multiple regions throughout the state of Florida (e.g. North Florida, West Florida, Central Florida, East Florida, South Florida)?

A. Representation across geographic regions in Florida would be ideal.

8. Are associated travel costs to be included within the $600,000 budget?

A. Yes. The Department does not reimburse for travel. All costs, including travel, should be included in the total cost of the contract.

9. Is it acceptable to make recommendations adjustments to the total number of videos to allow the budget to provide further reach on social media through paled and / or promoted posts?

A. Recommendations can be made for the Department leadership’s review. If the recommendation requires additional funding to be added to the contract, this will require Department approval and would be dependent on available funds.

10. Why is the Department seeking to update the Resiliency Florida website and materials at this time?

A. The Department is seeking to maintain, update and potentially grow the current

Resiliency Florida resources. The scope will include, but is not limited to, the design and stylization of the platform that will deliver the Resiliency Endorsement training.

11. What was the initial budget that established and created the current content on the

Resiliency Florida website?

A. The current content was a combined effort from internal and external partners; this would be difficult to quantify. The cost of this contract is not to exceed $600,000.

12. What are the functional/operational issues with the current website/platform and what is the Department seeking to improve?

A. The Department is seeking to maintain current stylized content and potentially the current website design while looking to update and grow the resources. If a new vendor is selected, the Department will provide the content, and the chosen vendor will build the website and upload the content. Provide in your response with your capability and how much lead time you would need to build the structure of this website.

13. Does the Department have an existing list of website functionality it requires in this

RFP?

A. The Department recommends visiting the current website, BuildResiliency.org to see the website functionalities that are currently required.

14. Do you have an incumbent vendor/contractor on this project? If yes, would the incumbent be given preference for award of contract?

A. All vendors are encouraged to apply.

15. Did the Department use a vendor to create the initial website and/or the initial content for the Resiliency Florida website?

A. Yes.

16. Has the Department worked or consulted with any vendors and/or external sources in the development of the requirements for this RFP? If so, please identify.

A. No. The current structure is from a previous vendor, but the new structure will be provided by the chosen vendor.

17. Item III in Section 6.0 Scope of Services is “Website Development and Maintenance”.

Does the Department want the selected Contractor to develop a new website/platform, or take over management of the current buildresiliency.org site?

A. If a new vendor is selected, the Department will provide the content, and the chosen vendor will build the website and upload the content. Provide in your response with your capability and how much lead time you would need to build the structure of this website.

There will not be a redesign of the existing materials and branding related to Resiliency Florida project. The current content will be maintained, and components and materials will be added.

18. Where is the “volunteer training course” currently hosted? What role, if any, will the Contractor play in redesigning, managing, and maintaining this course?

RFP.
