U. S. Department of Justice
FEDERAL BUREAU OF PRISONS
Residential Reentry Contracting
Washington, DC 20534
November 10, 2016
After careful review of questions received for solicitation
RFP-200-1349-CS, the following responses have been provided:
Current law prohibits cameras inside a federal correctional facility.
Please provide clarification on the specifications of smartphones being allowed per the October 2016 Statement of Work.
18 USC 1791 only applies to those facilities which have defined cellphones or smartphones as contraband and does not address cameras.
18 USC 1791 must be supported by official policy which bans the items from the facility. As cellphones and smartphones are not banned by policy from RRCs, the law does not apply.
The October 2016 Statement of Work states "... The costs of obtaining the aforementioned documents and the identification card, up to amount identified in the award documents (Currently $35 total per resident), will be paid by the contractor and the Bureau of Prisons will reimburse the contractor monthly." As the award documents do not reflect a category for identification reimbursement, should the cost for the identification documents be built into the pricing for each resident on the Schedule of Supplies/Services or will a contractor be expected/allowed to submit additional invoices on a monthly basis for these identification services?
Reimbursement for identification documents will be separated out on the monthly invoice.
