Amendment 001: Question and Answers to RFP-19FS1A18R0006
1) Do you need one original and three copies of the technical approach if we are submitting on-line?
No. A single email with the attached technical and pricing proposals is acceptable.
2) Beyond names and contact information what other information should be included with the references
Please see past performance questionnaire for all information that is needed to complete the past performance factor.
3) Can an offeror submit more than one resume?
Yes. Resume will be evaluated on an individual basis and each resume must meet the requirements listed in the PWS.
4) Section L.1. of the RFP states that “All offeror must submit an original and three copies
(4 total) of their TECHNICAL proposals. Section L.6 states “Proposals will not be accepted physically. PLEASE SEND ALL PROPOSALS ELECTRONICALLY TO: GreeneDL@state.gov.” Given that we will submit proposals electronically, how do we submit an original and three copies? Is a single email with the attached technical and pricing proposals acceptable?
Yes. A single email with the attached technical and pricing proposals is acceptable.
5) Section M specifies the Evaluation Criteria with regard to Price as: “Fully-loaded firm fixed-price per day.” Pages 4 and 5 show the Quantity as 1 for each of the off-sites. Given that the A-100/Foreign Service Specialist Off-Site is a 2 1/2 day commitment, should we include the total price for the 2 1/2 days (given that the quantity is one) or a daily rate as specified in Section M?
All proposals provided shall submit pricing as such:
• One price for the 2.5-day joint A-100/FSS offsite.
• One price for the ½-day LNA onsite-offsite.
mailto:GreeneDL@state.gov
6) A related question: Page 4 shows the Unit as LT. What does that refer to? If it refers to Lot, should the rate for the A-100/Foreign Service Specialist be quoted as a total price for the 2 1/2 days rather than a daily price?
Yes. The unit LT means Lot. All proposals provided shall submit pricing as such:
7) Section M specifies three references, but does not mention a Past Performance
Questionnaire. A Past Performance Questionnaire is, however, included in Attachment J-
4. Should each reference provide a Past Performance Questionnaire?
Yes. Past Performance Questionnaires are required.
8) The L section of this request for proposal says we need to make physical copies of the proposal and that physical copies will not be accepted. Can you clarify?
Yes. A single email with the attached technical and pricing proposals is acceptable.
9) Do we need to separate our technical electronic submission from our pricing electronic submissions? If so, do we send one email with 2 attachments or do we send 2 separate emails? If you want 2 emails, is there a specific way you that you would like them titled?
A single email with 2 attachments for technical and pricing proposals is acceptable.
10) On Page 1 of the RFP, for boxes 23 and 24, can you help me understand what information is needed in each box? If a Unit Price (Box 23) is x/day, to know the Amount (Box 24), the number of units needs to be known.
Yes. The unit LT means Lot. All proposals provided shall submit pricing as such:
11) In Part 1 of the Past Performance Questionnaire, the portion titled Client and Reference Project/Contract Information asks for Solicitation Title and Contract Number. I have some government Past Performance I would like to use that I did not obtain through a solicitation. Am I still able to use it as Past Performance? If so, what information should be written in the Solicitation Title and Contract Number blanks? Am I able to use non-government Past Performance?
Yes. You can use this type of past performance as reference for this solicitation as long as it is relevant to the solicitation. If there is no contract number list “N/A” in those sections lines.
12) It seems that the programs are designed internally and FSI is looking for just facilitators, is that correct?
Yes, that is correct. Facilitators are asked to follow the lesson plans provided.
13) Is the program content, design, and location outside of the purview of the RFP?
The RFP outlines program content. Specific program designs will be provided to facilitators selected. Locations will be provided 3-6 weeks prior to each offsite and, as outlined in the RFP, will take place about 1.5-2 hours from Arlington, VA.
Onsite-off-sites will take place at FSI.
14) Are these new sessions to the A-100 program or existing sessions?
These sessions already exist as part of the A-100 program.
a. If existing sessions, approximately what percentage of existing material will be leveraged?
The current plan is to maintain existing plans. This is subject to change in the future.
b. Will all supporting outdoor learning toolkits/supplies be provided by State?
Yes, as outlined in the RFP, all required materials and supplies will be provided by the State Department.
c. If existing, is there an incumbent vendor supporting the existing effort?
Yes, there are currently 5 vendors who support the existing effort.
d. If new, does the vendor need to provide any and/or all activities?
All plans and materials will be provided to the vendor. The vendor may be asked for feedback on existing activities or new activities developed.
15) Is there interest in having participants lead any of the team building activities to practice building and leading teams?
This is something we are currently working on. It is possible that this may become a larger part of the offsites themselves, but no final decisions have been made yet.
16) Will participants be grouped in specific teams based on past experience and possible future assignment?
Participant groups are diversified, but participants do not know at the offsite where their initial assignment in the Foreign Service will be.
17) Is this a Lowest Price Technically Acceptable (LPTA) or Best Value contract?
Awards will be made based on the best overall value to the Foreign Service Institute (FSI) following the tradeoff evaluation method.
18) Is there any additional information about the opportunity after the RFP was released?
Any information released in regards to this solicitation will come in a form of an official amendment to the RFP.
File details come from the government source that posted it.
