SECTION C

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 STATEMENT OF WORK

BACKGROUND

The National Endowment for the Arts (NEA) was established by Congress in 1965 as an independent agency of the federal government. To date, the NEA has awarded more than $5 billion to support artistic excellence, creativity, and innovation for the benefit of individuals and communities. The NEA extends its work through partnerships with state arts agencies, regional arts organizations, local leaders, other federal agencies, and the philanthropic sector.

As part of its Strategic Plan for 2014-2018, the NEA has pledged “to promote public knowledge and understanding about the contributions of the arts” (Strategic Goal 3). In pursuit of this goal, the NEA’s Office of Research & Analysis (ORA) seeks to:

(1) Provide analytical services as needed in support of the NEA’s Office of Research & Analysis

(ORA).

C.2 GENERAL SCOPE OF SERVICES

The Contractor(s) shall have the ability to provide upon request analytical services, including, but not limited to, data dashboard development and maintenance, GIS mapping, and descriptive quantitative analyses and reporting of administrative data. The efforts anticipated in this Statement of Work (SOW) require a combination of quantitative skills, subject matter expertise, and technical experience to support quantitative analyses and methodologies for specific unique analytical tasks.

The purpose of this SOW is to provide a flexible means to obtain functional and technical capabilities to support analytical requirements at the NEA. Over the life of the contract, the number and type of projects will vary based on internal and external factors. These projects are expected to range in size and complexity from small projects that involve update existing reports and dashboards, to projects of a more analytically demanding nature that may require the Contractor(s) to conduct complex analyses or GIS map and which may involve manipulating large databases. Anticipated projects include:

• Updates internal dashboards and metrics that present trends in NEA grant awards activity and also maps this activity to Census-defined parameters to analyze and report the Agency's impact on discrete geographical areas and in relation to socioeconomic and other demographic characteristics associated with those areas. The NEA uses Tableau for its internal dashboards, while Excel is used for metrics reporting.

• Creates or updates GIS maps as required. The NEA uses ArcGIS for its mapping and geocoding activities.

• Adapts and implements templates for reporting customized information about the Agency's performance to senior staff and other NEA offices and divisions, using compelling data visualizations, including but not limited to interactive maps, graphs, and charts, and concise and readable narrative.

• Responds to ad-hoc requests for analysis and reporting of quantitative and, to a lesser degree, qualitative information from the NEA internal datasets on grant awards and cooperative agreements. Ad-hoc requests often require a response within one business day.

http://www.arts.gov/ https://www.arts.gov/sites/default/files/NEAStrategicPlan2014-2018.pdf

• Provides thorough documentation of analytical processes used for all assigned tasks.

Documentation includes written record of analytical processes and copies of analytical worksheets and/or programming code.

• Provides upon request other services, including but not limited to technical assistance, fact-checking, and creation of tables and charts.

C.3 PLACE OF PERFORMANCE

It is anticipated that the work will be performed remotely. Any arrangement otherwise will be reached based on mutual agreement between the contractor and NEA.

C.4 WORK PLAN

Following the award of the contract, the Contractor shall provide to the Project Director a work plan outlining the Contractor’s timeline and planned actions necessary to comply with the contract requirements.

C.5 DATA OWNERSHIP / PERMISSION / ETC.

C.5.1 The Government will retain ownership of and unlimited rights to all products (data, videos, scripts, etc.) created during the performance of this contract.

C.5.2 The contractor shall ensure that it abides by all applicable copyright laws and, if required, shall obtain the necessary permission/licensing for any and all works utilized in the performance of this contract that are owned by third parties, by working with the NEA’s Office of General Counsel to ensure all required permissions and licensing are obtained in writing, in proper form, and prior to delivery of final products to the NEA.

C.5.3 The contractor shall ensure that all data collection activities associated with this contract are in compliance with applicable Federal regulations, including the Paperwork Reduction Act.

C.6 INFORMATION TECHNOLOGY / SOFTWARE REQUIREMENTS

C.6.1 General

Electronic versions of all tables, charts, graphs, and data visualizations should be submitted in the program that was used to create them (e.g., Excel, Photoshop, Illustrator, Tableau). The contractor must also submit all raw data files and logs of data management and analysis codes in raw / .txt formats specifying the statistical program for which codes were written. The contractor shall work with NEA staff to determine an appropriate and compatible file format to use (possible acceptable formats likely include .xls and .tiff). The contractor shall be responsible for ensuring compatibility of all submissions.

Special requirements shall apply to all electronic deliverables the contractor submits under this contract due to the fact that the NEA reserves the right to upload any such electronic products to the NEA website (during contract performance and/or afterwards). The product should be supported by all desktop and portable computers as well as all mobile devices, including tablets and mobile phones. The product should be supported by ALL mobile operating systems, such as iOS, Android, and Windows Mobile. The product should be responsive. It should adapt to screen size to produce the optimum user experience on desktops, tablets, and mobile phones. The product should be optimized to integrate seamlessly with the NEA’s Drupal 7-based website, taking advantage of Drupal’s strengths and considering its constraints.

The product should conform to any NEA website design specifications, including conforming to column widths within the design as necessary. Specific technical guidance will be provided by the NEA’s web support contractor at the appropriate stage in the development process. The product should conform to the specified style and UX guidelines. The NEA will provide a design style guide and guidance on UX preferences at the appropriate stage in the development process. Should the contractor have questions about the applicability of these requirements to a specific deliverable, the contractor shall submit the question to the project director.

The Contracting Officer shall promptly countermand any action which exceeds the authority of the SAR.

(d) Government response. The Contracting Officer shall promptly, within 4 calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer shall either –

(1) Confirm that the conduct of which the Contractor gave notice constitutes a change and when necessary direct the mode of further performance;

(2) Countermand any communication regarded as a change;

(3) Deny that the conduct of which the Contractor gave notice constitutes a change and when necessary direct the mode of further performance; or

(4) In the event the Contractor’s notice information is inadequate to make a decision under subparagraphs (d)(1), (2), or (3) of this clause, advise the Contractor what additional information is required, and establish the date by which it should be furnished and the date thereafter by which the Government will respond.

(e) Equitable adjustments.

(1) If the Contracting Officer confirms that Government conduct effected a change as alleged by the Contractor, and the conduct causes an increase or decrease in the Contractor’s cost of, or the time required for, performance of any part of the work under this contract, whether changed or not changed by such conduct, an equitable adjustment shall be made --

(i) In the contract price or delivery schedule or both; and

(ii) In such other provisions of the contract as may be affected.

(2) The contract shall be modified in writing accordingly. In the case of drawings, designs or specifications which are defective and for which the Government is responsible, the equitable adjustment shall include the cost and time extension for delay reasonably incurred by the

Contractor in attempting to comply with the defective drawings, designs or specifications before the Contractor identified, or reasonably should have identified, such defect. When the cost of property made obsolete or excess as a result of a change confirmed by the Contracting Officer under this clause is included in the equitable adjustment, the Contracting Officer shall have the right to prescribe the manner of disposition of the property. The equitable adjustment shall not include increased costs or time extensions for delay resulting from the Contractor’s failure to provide notice or to continue performance as provided, respectively, in paragraphs (b) and (c) of this clause.

NOTE: The phrases “contract price” and “cost” wherever they appear in the clause, may be appropriately modified to apply to cost-reimbursement or incentive contracts, or to combinations thereof.

SECTION M

EVALUATION FACTORS FOR AWARD

FAR 52.212-2 Evaluation--Commercial Items (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, taking into account price and other factors. For each evaluation factor, a point scoring system will be used to rank all proposals, using a total rating scale of 100 points. The evaluation will include three (3) major areas:

1. Personnel Qualifications (35 points)

2. Personnel Experience/Past Performance (35 points)

3. Price (30 points)

In order to select the winning proposal:

Proposals will be evaluated by a technical evaluation team in accordance with a 'best value' evaluation method.

Each proposal evaluated will be given a score for each evaluation criterion listed above, ranging from 0 to the maximum allowable for each category (with a maximum of 100 points for all categories).

Category scores will be summed up to receive a total score for each proposal to determine the proposal providing the best value.

As reflected in the weighted scoring stated above, the two (2) technical factors combined are more important than price.

Additionally, the agency may rank offerors from best to worst by making paired comparisons, trading off the marginal differences in capability and price. If one offeror has both the better capability and the lower price, then that offeror will be the better value. If one offeror has the better capability and the higher price, then the technical evaluation panel will decide whether the marginal difference in capability is worth the marginal difference in price. If the technical evaluation panel considers the better capability to be worth the higher price, then the more capable, higher-priced offeror will be the better value. If not, then the less capable, lower-priced offeror will be the better value.

http://fedgov.dnb.com/webform https://www.acquisition.gov/

Responses to this solicitation will only be considered for award after it has been determined that the proposal adequately addresses the requirements for Section 508. Only proposals which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration.
