Referencing RFP Section C.4.2 SHIELD SIZES, the RFP makes mention to minimum size requirements but makes no mention of the protective surface area of each shield.
A. Does the FBI have any requirements for protective surface area or is industry at liberty to submit shields with lesser protective coverage area.
B. If there is no requirement for protective coverage area, how will the FBI ensure that the shot locations for the proposed test plan will be placed on a section with ballistic protection (as opposed to a portion that does not feature ballistic protection)?
