About this file
This document contains a sample call order attachment for a Blanket Purchase Agreement (BPA) for toxicology testing services. The Drug Enforcement Administration requires a contractor to analyze up to 1,000 biological samples per year to test for various abused drugs. The sample call order lists contract line items for analysis of each sample, consumable lab supplies per test, and standards/validation supplies per test for ordering periods one through five. Bidders must provide fixed unit prices for each contract line item by ordering period in the sample call order as well as the pricing sheet template, and discounts are expected for reaching 1,000 samples annually. Pricing will be evaluated for award of a single BPA to replace the incumbent contract.

Attachment 2 - Sample BPA Call
ATTACHMENT 2: SAMPLE BPA CALL ORDER
The purpose of this BPA Call Order is to provide contractors DEA’s projected annual estimates to be ordered against the BPA.
(FOR PRICING EVALUATION PURPOSES ONLY)
The Sample BPA Call Order will be used for evaluating the contractor’s proposed price for each BPA year. The contractor shall enter its proposed unit price by contract line item number (CLIN) for all ordering periods. The contractor shall enter the total price for each period and grand total for all periods combined. The contractor shall complete all calculations and fill in all spaces provided on the form.
Proposals that do not include pricing in the Sample BPA Call Order in its entirety (“all or none basis”) will not be evaluated by the government.
The completed Sample BPA Call Order shall be submitted with the contractor’s Cost Proposal – the evaluation of which shall be considered for award of the resulting single BPA. In addition, the contractor shall enter the proposed, fixed rates from the Sample BPA Call Order for all ordering periods in Pricing Sheet Template of the RFP. The proposed fixed rates from the Sample BPA Call Order shall be identical to the proposed fixed rate in the Pricing Sheet. Failure to provide pricing for all CLINS in the Sample BPA Call Order and in Pricing Sheet will result in elimination from further consideration.
The contractor shall propose a single loaded rate per Contract Line Item Number (CLIN) that includes direct labor, overhead, fringe, general and administrative expenses (G&A), and profit. The contractor must verify the calculated totals per labor category, by year, and the grand total for all years.
NOTE: Contract is for up to 1000 samples per year, which is expected to be reached for each year. It would be expected that the discount for 1000 samples would be applied
