Questions and Answers for BARDA Chem and RadNuc Animal Model Development
RFP-15-100-SOL-00004
1. Q: What is the anticipated award date for the referenced RFP?
A: Multiple awards may result from this solicitation with an estimated award date in September 2015.
2. Q: If you respond to the RFP with a budget and study design for the Task Order on mini-pig GI-
ARS; does it mean that the offeror will be able to or even wish to conduct the study? In our case we would only respond to the Task Order to the best of our ability to be responsive to the RFP, with no intent to conduct such a study.
A: The sample Task Order and its associated budget are being used by BARDA to evaluate the offeror's technical capability and provide an indicator of the offeror's cost structure.
The purpose of BARDA’s Animal IDIQ contract is to maintain a Nonclinical Development network of Contractors that function as CROs (Contract Research Organizations) to conduct nonclinical studies identified by BARDA as needed to support advanced development of BARDA’s portfolio of medical countermeasures. Every Offeror that successfully receives an animal model IDIQ base contract award will be expected to respond to all future task orders for nonclinical studies unless there are reasonable circumstances (resource availability) that will not allow.
3. Q: If our University/Organization chooses to submit two or more proposals from our different labs and all of the submissions result in contracts then will our awarded labs have to compete against each other for task orders or can they take turns responding to task orders?
A: Contractors under the IDIQ will compete against each other for RTORs. RTOR submitted offers (or intentions to submit offers) should not be discussed between Contractors - to do so would be collusion.
As stated in L.2, each response submission must be a separate standalone complete proposal (with all required appendices and parts). As with proposals, any resulting awards are expected to be separate and standalone.
As stated in Section G.4.3, contractors shall be required to respond with intent to propose for each RTORs. Those contractors that are not capable of performing the services described in the RTOR must notify the Contracting Officer in writing within the notification time established in the RTOR for notification of intent to propose or, if a notification date is not provided, prior to the close date of the RTOR.
4. Q: The cutoff date listed in the RFP for questions has past – how much longer can questions be submitted and answered?
A: No further questions will be accepted or answered after Thursday, 4/23/15 at 12pm (noon) eastern time.
