(SPPA)
Subject: Request for Proposal Solicitation Number RFP-08-13
Dear Offeror:
The National Endowment for the Arts (NEA) invites contractors to submit a proposal for services described in the attached statement of work, under the authority of Part 12 of the Federal Acquisition Regulation.
Enclosed you will find a Statement of Work for preparing and delivering a Summary Report based on the results of 2008 Survey of Public Participation in the Arts (SPPA). Questions concerning this proposal shall be submitted via email to harrisl@arts.endow.gov by 2:00 pm (EST) September 4, 2008. Please submit your proposals by September 19, 2008 at 4:00 p.m.
(EST). This RFP in no way obligates the U.S. Government to award a contract, nor does it commit the U.S. Government to pay any cost incurred in preparing and submitting your proposal.
The selection process will consist of a Best Value source selection based on organizational past performance, organizational experience, key personnel and price. Under a Best Value source selection, non-price evaluation factors, when combined are significantly more important than price. However, NEA will not select an offeror for award on the basis of a superior capability without consideration of the amount of its price. In order to select the winning proposal, NEA will rank each offeror by making a series of paired comparisons between them, trading off the marginal differences in capability with the marginal difference in price.
The NAICS code for this solicitation is 541620. The Government’s estimate is $50,000.00.
Proposals submitted in response to this RFP will be received by mail, email or delivery.
Proposals may also be mailed to the attention of the undersigned at NEA.

SECTION C
DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
1.0 Introduction
The National Endowment for the Arts provides national recognition and support to significant projects of artistic excellence, thus preserving and enhancing our nation’s diverse cultural heritage. The Endowment was established in 1965 as an independent agency of the Federal Government. Since then it has awarded more than 119,000 grants to arts organizations and artists in all fifty states and the six U.S. jurisdictions.
This public investment in the nation’s cultural life has resulted in both new and classic works of art reaching every corner of America.
2.0 Scope of Work
The Contractor shall prepare and deliver a Summary Report based on the results of the 2008 Survey of Public Participation in the Arts.
3.0 Background
The Survey of Public Participation in the Arts (SPPA) is the single most important periodic study overseen by the NEA. The 2008 SPPA was conducted by the U.S. Census Bureau in May 2008 as a supplement to the Current Population Survey (CPS). (See attachment 1.) About 19,000 telephone interviews of adults lasting approximately 10 minutes each were conducted. The results from the survey will be provided in 2 forms: 1) printed tabulations derived from the electronic data file; and 2) an electronic data file (as an ASCII and a SAS transport file). Comparable national surveys of the adult population regarding their participation in the arts were conducted for the Arts Endowment in 1982, 1985, and 1992 by the Census Bureau, and in 1997, by Westat, Inc. Several NEA Research Reports have described the results of these surveys and can be found at http://www.nea.gov/research/ResearchReports_chrono.html.
The results of the most recent survey, the 2002 SPPA, were summarized in Research Report #45, 2002 Survey of Public Participation in the Arts. In addition, many NEA Research Reports, Brochures, and http://www.nea.gov/research/ResearchReports_chrono.html
Notes have resulted from the general findings initially reported in the 2002 SPPA summary report.
Prominent examples are: Reading at Risk: A Survey of Literary Reading in America; To Read or Not To Read: A Question of National Consequence; The Arts and Civic Engagement: Involved in Arts, Involved in Life; and Arts and Leisure Activities: Evidence from the 2002 Survey of Public Participation in the Arts.
The Summary Report to be produced under this contract will provide results, analysis, and comparisons of the 2008 SPPA with prior surveys in a concise, readable form accessible to a wide readership. It is anticipated that the Report produced under this contract would be most comparable in content to Report #45.
It is expected that the results of the 2008 SPPA will be available between October 31 and November 14, 2008. The Summary Report draft will be due within 210 days of receipt of the data, and finalized within 30 days of receipt of NEA comments. This timely release of the results will enhance their utility to arts administrators, researchers, policy makers, journalists, and the American population in general.
The results of the SPPA are expected to be available as follows:
(1) In print form: A set of unweighted and weighted frequencies for each variable on the 2008
SPPA survey instrument. 12 tables comparable to Research Report #39 (http://www.arts.gov/pub/ResearchReports.html#Audiences): Tables 1-3, 13, 15-16, 18-20, 22, 27, 28.
(2) In electronic form: On a CD-ROM, both as a SAS transport file and an ASCII data file.
4.0 Specific Tasks - Technical, Functional and Performance Requirements
The Project Director shall coordinate the technical aspects; inspect items and services for approval and acceptance of the work produced under the terms and conditions of this contract.
The contractor shall prepare a Summary Report (approximately 50 to 60 pages of text and 20 to 25 pages of appendix material) describing the results of the 2008 Survey of Public Participation in the Arts (SPPA).
The Summary Report will, at a minimum, describe trends in attendance levels and rates for the various arts activities (both live and through broadcast and recorded media), participation in other leisure activities, personal participation in the arts, music preferences, and arts education and socialization, and include differences by demographic characteristics. In order to prepare this document, it will be necessary to tabulate and analyze the results of 2008 SPPA and make comparisons to the prior SPPAs – especially those conducted in 2002, 1992, and 1982. Research Report #45 is an example of the approximate size and scope of what is anticipated for the 2008 SPPA Summary Report. Comparisons to the 2002 SPPA results will be particularly valuable since it also was conducted by the Census Bureau as a supplement to the CPS.
The 2008 SPPA questionnaire is similar to the 2002 instrument, but with some important differences. The 2008 instrument was separated into 4 modules, with respondents asked to answer only 2 of the modules.
Also, married respondents, or those living with partners, were asked to provide proxy responses for their spouse or partner. Finally, some new questions were included on the 2008 SPPA that will also require analysis and description. (See Attachment 2.)
The final product from this contract will include an electronic version of the Summary Report with the text in Microsoft Word and tables in Excel.
