Comparing the 2002 and 2008 Surveys of Public Participation in the Arts
Overview:
The 2008 SPPA will be administered by the Census Bureau as a supplement to the Current Population Survey (CPS), as was the 2002 survey. While the Bureau agreed to administer our survey again, they expressed strong concerns about the length of time it took to conduct the 2002 survey and they insisted that 2008 SPPA take less time. Because we (and our advisory group) felt strongly that the CPS was the best vehicle for the SPPA, we agreed to take the following steps to reduce the overall interview time:
1. Rather than attempt to interview all adults in the household (as in 2002), the 2008 SPPA would accept proxy responses for spouses or partners (for many of the questions).
2. Rather than administer the entire SPPA survey to all respondents, the questionnaire was separated into modules, so that any one respondent would only answer 3 of the 5 modules. (Modules will be rotated and overlapped such that all variables can be linked and sample sizes will be sufficient for analysis.)
A brief discussion of specific changes to the 2008 SPPA questionnaire follow:
2008 SPPA Questionnaire:
Part 1. Core Arts Attendance Questions
This section of the questionnaire (attached as appendix 1) remains essentially the same as in 2002, but with some slight modifications.
First, the following question has been added, but will only be asked of a random half of the sample:
[With the exception of elementary or high school performances] Did you go to a live Latin, Spanish, or Salsa music performance [during the last 12 months?]
a. If yes, how many times did you do this during the last 12 months?
This question was added to reflect the growing size of the Hispanic population and the level of participation in this type of arts activity.
Second, one of the final core questions on visits to “an art or craft fair or festival” was replaced by the following 2 questions:
[During the last 12 months] Did you visit a crafts fair or a visual arts festival?
[During the last 12 months] Did you visit an outdoor festival that featured performing artists?
Third, the follow-up question on “how many times you did this” was not included following these 2 new questions or after the next core question on “visits to historic parks…”
Part 2. Module A: Additional Reading Questions and Music Preferences
This section of the questionnaire (attached as appendix 2) drops a previous question about interest in attending more arts events, shortens the number of response categories in the music preference question, and introduces the following new question about what respondents are reading:
Now, I have a few questions about the types of things you have read during the last 12 months.
A3) [During the last 12 months] did you read any …
(1) Mysteries or Thrillers
(2) Romance
(3) Science Fiction or Fantasy
(4) Other Fiction
(5) Health, Fitness, or Self-Improvement books
(6) Religious texts or books about Religion or Spirituality
(7) History or Political books
(8) Biographies or Memoirs
(9) Other Non-Fiction
(10) Anything Else I have not mentioned – Specify: _____________________________
(Option 10 will only be asked on the pilot test in order to assess how well our categories are working)
Part 3. Module B: Participation via Internet & Other Media
This section (attached as appendix 3) has been revised to reflect the growing use of the internet and a variety of electronic devices to watch or listen to arts performances. New questions are included to capture information on frequency of overall internet use and frequency of use to listen, watch, or download a variety of arts related materials. The following new question was added to capture additional arts related activity enjoyed through electronic media:
B13) [During the last 12 months], did you watch or listen to a program about books or writers?
In addition, the following introductory language to this section was updated to cover the broader range of electronic devices now being used:
These next questions are about watching or listening to a live broadcast or recorded arts performances using your TV, Radio, Computer, or through a portable media device such as a laptop, cell phone, IPOD or portable DVD player.
And finally, several questions that asked about the number times each type of arts activity was viewed and on which specific devices were dropped.
Part 4. Module C: Leisure Activities
This section (attached as appendix 4) has been revised to capture information on the extent to which adults attend arts activities in schools and religious institutions and additional information on their participation in civic activities. Several questions that proved to have limited analytic utility were dropped.
The new questions added are:
C3) [During the last 12 months], did you attend an elementary or high school music, theater, or dance performance?
C3) [During the last 12 months], did your spouse/partner attend an elementary or high school music, theater or dance performance?
C4) [During the last 12 months], did you attend a music, theater or dance performance at a church, synagogue or other religious institution?
C4) [During the last 12 months], did your spouse/partner attend a music, theater, or dance performance at a church, synagogue or other religious institution?
C6) [During the last 12 months], did you vote in the last [2004] presidential election?
C6) [During the last 12 months], did your spouse/partner vote in the last [2004] presidential election?
C7) [During the last 12 months], did you participate in any community activities, meetings, or events?
C7) [During the last 12 months], did your spouse/partner participate in any community activities meetings, or events?
The dropped questions are:
During the LAST 12 MONTHS, did ... go to an amusement or theme park, a carnival, or a similar place of entertainment?
Did ... make repairs or improvements on your own home during the LAST 12
MONTHS?
Also dropped was a follow-up question for respondents who had participated in a specific performing arts activity that asked whether it was done in a public performance or as a rehearsal for a public performance. Similarly, respondents who had done some creative writing were not asked if any of the writings were published.
Part 5. Module D: Arts Learning
In this section (attached as appendix 5), most of the questions have been revised in order to make them less burdensome for respondents and interviewers, yet still provide the information needed for analysis. Examples of the question formats used in 2008 and 2002 follow:
2008 SPPA:
