Questions and Answers (Q & A) RFP 08-04 Conducting a Study of Outdoor Festivals in the United States

Q1: Is there an incumbent?

A1: No. This is a brand-new study, and no contractor has been engaged.

Q2: Has any other contractor performed any work to develop the initial questions or identify the festivals for the pilot study?

A2: No, but NEA research staff, in consultation with experts in the field (festival programmers and arts service organizations), has identified some core questions for the survey and the case studies and some of the broad types of festivals we would like to include in the case studies; see the RFP.

Q3: Is the purpose of this project to simply "describe the range and/or impact of arts festivals" or is an evaluation of the funding program desirable as well?

A3: There is no evaluation component of the study.

Q4: Is there any particular format we should use in our proposal?

A4: The proposal content should be detailed in the RFP:

Proposal Content

The proposal should be no more than 15 pages and should include the following components:

1. Overview of the Project (no more than 2 pages)

This section should answer the question: How would you implement or modify the suggested approach to achieve the desired goals?

2. Technical Approach (no more than 5 pages)

Please outline specific responses on how you would achieve each task of the project and describe the methods of quantitative and qualitative data collection and analysis you would employ to capture information on U.S.

arts festivals. Please make certain that all facets of the task list are addressed and placed in proper sequence.

3. Work Plan (no more than 2 pages)

Provide a month-by-month work plan that addresses the successful completion of the tasks enumerated above.

4. Description of Qualifications (no more than 5 pages)

Discuss past performance and qualifications of your firm and personnel.

Include references.

5. Budget (no more than 1 page)

We anticipate having approximately $236,000 available for this project.

Q5: Can a sample of the existing mailing list (referenced in C.3.4) be provided for RFP preparation?

A5: As we indicate in the RFP, we expect to have access to the National Association of State Arts Agencies membership mailing list as well as the lists for the Association of Performing Arts Presenters and other arts service organizations, generally by arts discipline. A look at these groups’ website will reveal the types of member groups we likely would contact for distribution and completion of our survey.

Q6: Do you have a list of arts festivals already compiled and how complete do you believe this list to be?

A6: We have compiled an incomplete list of arts festivals occurring in the US.

Also, we have identified resources where additional arts festivals may be found to add to the list.
