Amendment 0005 Questions and Answers (Q & A) RFP 08-04 Conducting a Study of Outdoor Festivals in the United States
Q1: Regarding Section C.3.8 - There are many numbers listed in this paragraph and we would like to clarify what is actually to be accomplished and with whom during the case studies. Are all those items, such as audience survey, focus group, etc to be done at each on site case study visit?
A1: Six to eight case studies will be conducted as part of the arts festival study. At each case study site, audience surveys, focus group discussions, and key informant interviews will be conducted. Under the supervision of the contractor, the festival organizer may distribute and collect the audience surveys; however, the survey will be designed and created in cooperation with the contractor. The contractor will conduct the focus group discussions and key informant interviews.
We anticipate the audience surveys to take between 6-8 minutes to complete and to be administered to a random sample of festival audience members. At each case study site, focus group discussions will be held with 3-4 groups per site, with 9-12 people per group.
Interviews will be conducted with 4-6 key informants per site. The contractor, together with the NEA, will determine who will participate in the focus group discussions and key informant interviews.
Q2: Regarding Section C.3.8 - Please define 'focus group discussions' and the extent the contractor is to perform these. In the industry, a focus group is a large and very involved process.
A2: The contractor will conduct 3-4 focus group discussions per site, with 9-12 people per group. The specifics of the focus group discussions – the topics, number of questions, and length – will be determined jointly by the contractor and NEA.
Q3: If we go over the specified page allotment in one section and are under in another, but submit the total of no more than 15 pages, would this be accepted?
A3: Yes, please stay within 15 page proposal submission restriction.
Q4: Is there a particular software required to complete the web-based application?
A4: No
Q5: Where will the web-based application be housed, on the clients system or contractors?
A5: The “housing” of the web-based application has not been determined.
Q6: Is there to be more than one survey developed? (i.e., one partial and one full or one complete survey with a cut off area pertaining to certain sites?)
A6: One survey will be developed with screener questions, which will eliminate a substantial portion of the survey respondents.
Q7: How many actual sites are to be visited by contractor?
A7: A maximum of 8 sites will be visited for the festival study. A minimum number of site visits has not been determined and will be decided jointly by the contractor and NEA.
Q8: Is this to be bid as 40 hour weeks for 22 months? Is this contract to be bid on with the assumption that it will be completed in 22 months?
A8: The parameters of the study are that it be completed in 22 months and fall within a budget of $236,000.00.
Q9: Is there a project team in place?
A9: The NEA project director and team are in place.
Q10: What deliverables are you expecting?
A10: See the deliverables table in Section F for details on the deliverables expected for the study.
Q11: Are the 2,000 - 3,000 festival organizers that will take full survey already selected?
A11: No.
Q12: Is the bulk of the work to be done on or off-site?
A12: This has not been determined. This will be negotiated between the contractor and NEA.
Q13: Is there any possibility that the deadline will be extended?
A13: The closing date for proposals will not be extended.
