QUESTIONS & ANSWERS #2

Posted July 22, 2020

The following questions and answers are provided for informational purposes only.

Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation. Any change to a term or condition will be issued through an amendment to the solicitation. Upon review of the answers provided below, if additional clarification is needed, please forward questions to the attention of Amy E. Lacy at AELacy@fbi.gov by close of business on August 28, 2020.

Note: In some instances, additional context has been added to the original question in order to clearly describe the question for all potential Offerors.

QUESTION 1:

The SAM letter specified a requirement for a small business size of 1000 employees.

However, the same requirement was not seen in the RFQ document. Please clarify.

ANSWER 1:

THE COVER LETTER PROVIDES INFORMATION FOR THE NAICS CODE AND

SMALL BUSINESS SIZE AS STANDARD IN COVER LETTERS. THE SOLICITATION

DOCUMENTATION AND BETA.SAM POSTING STATES THE SOLICITATION IS

UNRESTRICTED. THIS REQUIREMENT IS FULL AND OPEN COMPETITION.

QUESTION 2:

In regard to the FBI weapons described in Section C.5.1, Colt has indicated that they have the 16” Colt Patrol Carbine available but not the 11.5” FBI Carbine. Will the FBI make weapons available to Offerors?

ANSWER 2:

THE FBI IS PROHIBITED FROM LOANING WEAPONS. THE 11.5” FBI CARBINE IS

NOT ASSEMBLED BY COLT; RATHER, IT CONSISTS OF PREDOMINANTLY COLT

PARTS AND IS ASSEMBLED BY FBI GUNSMITHS. AS NOTED IN THE PREVIOUS

Q&A, COLT HAS INDICATED THAT THEY WILL WORK WITH PROSPECTIVE

OFFERORS INTERESTED IN PURCHASING COLT PARTS. OFFERORS SEEKING

COLT PARTS MAY CONTACT REINA PEREIRA, DIRECTOR, U.S. GOVERNMENT

CONTRACTS AT COLT, LLC AT THE FOLLOWING EMAIL ADDRESS:

rpereira@colt.com.

mailto:rpereira@colt.com

QUESTION 3:

Section J – Attachment 3 – Manufacturer Checklist (page 53) states the requirement for “List of previous contracts within the last three (3) years, not to exceed five examples.” Is this the same as L.7 PROPOSAL PREPARATION INSTRUCTIONS:

VOLUME #2 PAST PERFORMANCE (page 95).

ANSWER 3:

NO.

QUESTION 4:

Due to the COVID situation, most of the employees are working from home and the management of printed volumes is to be done in the office. Is there a possibility to submit the proposals by email instead of regular mail?

ANSWER 4:

DUE TO THE VOLUME SIZE OF TECHNICAL AND CONTRACTUAL INFORMATION

REQUIRED UNDER THIS RFP, THE GOVERNMENT SHALL ONLY ACCEPT (HARD

COPY) BINDERS AS REQUIRED IN THE RFP SOLICITATION.

QUESTION 5:

Page 53 of the solicitation requires the Technical Proposal in three-ring binders with tabbed dividers; however, page 97, makes no mention of the three-ring binders and requests two copies. Additionally, page 93 states that the government prefers index and tabs. Could you please clarify?

ANSWER 5:

THE TECHNICAL PROPOSAL REQUIRES A MYRIAD OF INFORMATION. IT IS THE

INTENT OF THE GOVERNMENT TO RECEIVE THE REQUIRED INFORMATION IN A

LOGICAL FORMAT THAT IS EASILY REFERENCED.

SECTION J – ATTACHMENT 3 (PAGE 53) NOTES THAT THE TECHNICAL

PROPOSAL SHOULD BE SUBMITTED IN A THREE-RING BINDER WITH TABS.

“SHOULD” DENOTES A PREFERENCE BUT IS NOT A REQUIREMENT.

QUESTION 6:

Is it possible to send the samples with our standard package? The contract, however, will be adjusted to reflect the requirements.

ANSWER 6:

YES.

QUESTION 7:

Can the response due date be extended by 30 days?

ANSWER 7:

15 DAY EXTENSION WILL BE GRANTED.

QUESTION 8:

Section C.4.4, Cartridge Case states the Service cartridge case shall be manufactured from nickel-plated brass, but Section C.3.1, General Requirements states offered cartridges shall conform to either SAAMI .223 REM or 5.56 NATO. Per NATO/Mil- Spec, 5.56 cartridges have a visible iris requirement, which means the case cannot be nickel-plated. Will the FBI update C.4.4 to state the Service cartridge “may” be nickel-plated?

ANSWER 8:

SEE AMENDMENT 4.

QUESTION 9:

Section C.4.6, Pressure states the Maximum Probable Sample Mean (MPSM) shall not exceed 58,500 PSI, but Section C.3.1, General Requirements states offered cartridges shall conform to either SAAMI .223 REM or 5.56 NATO. MPSM is a SAAMI calculation and does not correlate to 5.56 NATO testing per MOPI or MSCAT-P. Will the FBI update the requirement to add that the cartridges may be measured using the MPSM already noted or the 5.56 NATO/Mil-Spec which calls out a maximum lot average chamber pressure of 58,700 PSI while maintaining the individual single shot maximum of 66,150 PSI?

ANSWER 9:

SEE AMENDMENT #2

QUESTION 10:

Section M.2.3 Penetration Test Materials List 7) Sheet Metal calls out for 20ga 316 Stainless Steel cold rolled 2B finish. Did the FBI mean to call out stainless steel or did the FBI mean to reference galvanized steel?

ANSWER 10:

SEE AMENDMENT #3

QUESTION 11:

The Ammunition Samples Required states offerors are limited to one submission for the Training Reduced-Lead. Can the Training Reduced-Lead be updated to allow up to two submissions?

ANSWER 11:

NO.

QUESTION 12:

Will the FBI please expand on the barrel cleaning procedures prior or during Phase II testing?

ANSWER 12:

THE STANDARD BARREL CLEANING PROCEDURES USED AT THE BALLISTIC

RESEARCH FACILITY ARE AS FOLLOWS:

TWO NEW CLEANING PATCHS, SATURATED WITH SHOOTER’S CHOICE

CLEANING SOLVENT, WILL BE PUSHED ONE AT A TIME THROUGH THE

CHAMBER AND BARREL. A BRONZE BRUSH, WET WITH SHOOTER’S CHOICE,

WILL BE PUSHED BACK AND FORTH THROUGH THE BARREL TEN (10) TIMES.

THEREAFTER, THE BRONZE BRUSH WILL ONCE AGAIN BE WET WITH

SHOOTER’S CHOICE AND PUSHED BACK AND FORTH THROUGH THE BARREL

TEN (10) TIMES. LASTLY, CLEAN PATCHES WILL BE PUSHED THROUGH THE

BARREL UNTIL THEY EMERGE CLEAN.

QUESTION 13:

What is the standard size delivery order for the FBI? Does the FBI gather requirements from all Field Offices prior to issuing an order or are orders placed per office?

ANSWER 13:

THE FBI ACCUMULATES AMMUNITION REQUIREMENTS FROM EACH FIELD

OFFICE AND PLACES BULK ORDERS APPROXIMATELY FOUR (4) TIMES PER

YEAR. ADDITIONAL ORDERS MAY BE PLACED BY THE FBI AS REQUIRED.

OTHER AGENCIES WILL BE ALLOWED UTILIZATION ON A PERMISSABLE BASIS
