The following questions and answers are provided for informational purposes only.

Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation. Any change to a term or condition will be issued through an amendment to the solicitation. Upon review of the answers provided below, if additional clarification is needed, please forward questions to the attention of Amy E. Lacy at AELacy@fbi.gov by close of business on August 28, 2020.

Note: In some instances, edits for brevity and/or additional context has been added to the original question in order to clearly describe the question for all potential Offerors.

QUESTION 1:

The potential Offeror owns all intellectual property associated with their cartridges and projectiles. The potential Offeror designed the cartridge loading and assembly process but outsources the physical assembly of the cartridges. The potential Offeror purchases components separately and outsources the assembly; they do not buy a finished product and they are not a reseller or distributor. For the purposes of this solicitation, is the potential Offeror considered to be the manufacturer of its ammunition?

ANSWER 1:

STATEMENT OF WORK SECTION C.3.4 STANDS AS WRITTEN. UNDER THE

CIRCUMSTANCES DESCRIBED ABOVE, THE GOVERNMENT WOULD CONSIDER

THE ENTITY ASSEMBLING THE CARTRIDGE AS THE MANUFACTURER.

QUESTION 2:

Is there a FBI lot acceptance test protocol for the different types of ammunition once in production?

ANSWER 2:

THE REQUIREMENTS AS OUTLINED IN THE STATEMENT OF WORK (SOW), AS

WELL AS THE TESTING DESCRIBED WITHIN THE SOLICITATION WILL REMAIN

THE STANDARDS FOR THE DURATION OF THE CONTRACT.

SOW SECTIONS C.6.4 AND C.6.5 OUTLINE THE LOT ACCEPTANCE

REQUIREMENTS. IN ADDITION, SOW SECTION E.1 NOTES, “THE GOVERNMENT

MAY ALSO PERIODICALLY CONDUCT RANDOM QUALITY ASSURANCE (QA)

TESTING OF BOTH RETAINER SAMPLES AND LOT/DAY CODES OF

AMMUNITION TO ENSURE ITEMS MEET PERFORMANCE REQUIREMENTS

FOR WHICH THE CONTRACT WAS AWARDED.
