Clarity re Velocity Parameters

Q. On Page 63 and Page 66 of the 9mm RFP, it asks for the “recommended velocity window for optimal terminal performance” on the Reduced Lead Training and Frangible Ammunition

– is this an inadvertent addition on the form? If so, do you have a corrected form or a reply you would like us to use for the Minimum/Maximum FPS?

A. Yes. The recommended velocity window for optimal terminal performance only applies for Service (Full-size) and Service (Micro). Under Section J, Attachment #4, the informational boxes for the terminal performance window were inadvertently included on Training Reduced-Lead and Frangible.

Offerors may choose to leave these boxes blank or write “N/A”. For the purposes of this solicitation, the Government will not test the terminal performance window of Training Reduced-Lead and Frangible submissions.

Q. Regard the Instrumental Velocity Parameters – If the FBI’s test results from instrumental test velocities fall outside of the acceptable minimum/maximum listed below, will the submission be eliminated?

A. Yes. Section M.2.5, Phase II, Factor 1 Velocity in FBI Handguns (pages 107-108) states that for Service (Full-size) and Service (Micro), “any service submission which fails to meet the Offeror’s specified window of optimal terminal performance will be eliminated from further consideration”. Footnote #8 (page 107) states, “Optimal Terminal Performance, for the purposes of this solicitation, is defined as follows: Lower limit should reflect the velocity where a projectile designed to expand would fail to expand when impacting a bare block of validated ballistic gelatin. Upper limit should reflect the velocity where, for example, a projectile could suffer structural damage inhibiting the projectile from performing as designed. The velocity window shall be provided by the Offeror in Section J, Attachment 4.”

End of clarification.
