The following questions and answers are provided for informational purposes only.

Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation. Any change to a term or condition will be issued through an amendment to the solicitation. Upon review of the answers provided below, if additional clarification is needed, please forward questions to the attention of Nell Hitchye, Contracting Officer, at ELHITCHYE@fbi.gov by close of business on 2 June 2021.

Note: In some instances, questions have been abbreviated or additional context has been added to clearly describe the question for all potential Offerors.

QUESTION 1:

Due to delays in receiving raw materials and the supplies needed to duplicate the Government’s testing prior to submission, we request an extension of four (4) weeks to 23 July 2021.

ANSWER 1:

AMENDMENT #1, POSTED TO BETA.SAM ON 6 MAY 2021, EXTENDED THE

DEADLINE TO 14 JULY 2021. AMENDMENT #2 WILL FURTHER EXTEND

THE DEADLINE TO 12 AUGUST 2021.

THE FBI HAS AN URGENT NEED FOR 9MM AMMUNITION AND WILL NOT

EXTEND THE DEADLINE BEYOND 12 AUGUST 2021.

QUESTION 2:

Table of Contents, Part II – Contract Clauses, Section I, lists nine components (I.1 to I.9). However, the Economic Price Adjustment is not included in the body of the RFP, so there are only eight. Did the FBI intend to include the EPA clause? Due to the current volatility of raw materials, we believe it would be in the Government’s best interest to include it (FAR 52.216-2).

ANSWER 2:

THE GOVERNMENT WILL REVIEW AND CONSIDER ADDING FAR CLAUSE

52.216-2, ECONOMIC PRICE ADJUSTMENT – STANDARD SUPPLIES, AT

TIME OF AWARD.

QUESTION 3:

I.4 Ordering – Will agencies be authorized to place credit card orders via phone?

ANSWER 3:

ORDERING PROCEDURES WILL BE ESTABLISHED FOR USE OF THE FBI’S

CONTRACT; HOWEVER, EXTENUATING CIRCUMSTANCES/SITUATIONS

MAY WARRANT PURCHASES WITH THE GOVERNMENT CREDIT CARD

VIA PHONE. THIS WILL BE DETERMINED ON A CASE-BY-CASE BASIS.

QUESTION 4:

Penetration Test Material, 8) Automobile windshield glass: To improve test consistency, will the FBI please provide a manufacturer/brand or a part number of the auto glass that is used from Glass Distributors Inc.? Please provide a thickness measurement or thickness range of the auto glass that will be used for bid evaluation?

ANSWER 4:

THE AUTOMOBILE WINDSHIELD GLASS WAS PUCHASED FROM GLASS

DISTRIBUTORS, INC AND SOURCED FROM GUARDIAN FABRICATION,

LLC. THE GLASS SAMPLES ARE CERTIFIED TO A.S.1 STANDARDS.

THE GLASS IS DESCRIBED AS 6.76MM GLASS. THE PART NUMBER FROM

GUARDIAN FABRICATION, LLC IS LBCL676CM.L3+2+3. THE FBI

INSPECTED FIVE (5) PIECES OF GLASS AND TOOK FOUR (4)

MEASUREMENT ON EACH PIECE. THE MEASURED THICKNESS WAS

NOMINALLY BETWEEN 0.273” AND 0.275” ON ALL MEASUREMENTS.

THE FBI WILL MEASURE ALL GLASS PRIOR TO USE IN PROCUREMENT

TESTING TO ENSURE THAT OFFERORS RECEIVE COMPARABLE GLASS.

QUESTION 5:

Test Events, Test Event 3-Steel: Will the FBI expand on steel dimpling? What measurement tool will be used to measure the frangible dimple, including shoe width and probe diameter? What is the procedure for measuring the dimple? Often a small amount of raised material remains above the surface of the flat steel plate. Is the depth measured from the top of this area or from the flat surface of the plate? The raised portion is often inconsistent and hard to index from. If the measurement is from the top of the raise material, how is the gage indexed or oriented for consistent readings?

ANSWER 5:

THE GOVERNMENT INTENDS TO UTILIZE A STARRETT MODEL 642 TOP-

READING DIAL DEPTH GAUGE (PART # 65103). THE BASE IS 2.53 INCHES

IN LENGTH AND 0.63 INCHES ACROSS. THERE ARE SMALL PADS ON EACH

END OF THE BASE, WHICH EXTEND DOWN 0.030 INCHES AND MEASURE

0.63 INCHES BY 0.34 INCHES.

THE STARRETT MODEL 642 DIAL DEPTH GAUGE HAS A “BALL” FOR THE

CONTACT POINT. THE “BALL” OR TIP MEASURES 0.093 INCHES ACROSS.

THE GOVERNMENT WILL HAVE THREE (3) MEMBERS OF THE

EVALUATION COMMITTEE INDEPENDENTLY ACQUIRE DEPTH

MEASUREMENTS. THE THREE (3) MEASUREMENTS WILL BE AVERAGED

AND THAT AVERAGE WILL BE UTILIZED TO OBTAIN A SCORE. THE

INDEX MEASUREMENT WILL NOT BE TAKEN FROM RAISED MATERIAL

ON THE PLATE.

QUESTION 6:

Would the FBI consider allowing more than one sample for the Service (Micro), the Training Reduced-Lead, and Frangible rounds?

ANSWER 6:

NO. THE REQUIREMENT STANDS AS WRITTEN.

QUESTION 7:

Due to current state of the supply chain of raw materials, would the FBI consider increasing the delivery requirement to 120 days after receipt of order?

ANSWER 7:

THE FBI IS AWARE OF SUPPLY CHAIN DISRUPTIONS AND

UNDERSTANDING OF DELAYS BEYOND THE CONTROL OF A

MANUFACTURER. WHILE THE FBI WILL KEEP THE 90 DAY DELIVERY

SCHEDULE AS OUTLINE IN THE SOLICIATION, SECTION F.2 (PAGE 19)

STATES THAT, “IF DELVERY CAN NOT BE MADE WITHIN THIS TIME

FRAME, THE CONTRACTOR SHALL FORWARD NOTIFICATION WITH A

DETAILED REASON FOR NON-SHIPMENT TO THE CONTRACT

COR/TECHNICAL POINT OF CONTACT AND REQUESTOR’S ATTENTION.”

QUESTION 8:

C.4.1 “Projectile Weight” footnote #2 (page 9) of the solicitation states that SAAMI tolerances for bullet weight apply. However, the footnote does not address the SAAMI recognized bullet weight tolerance for projectiles with principally non-lead construction which is nominal weight ± 3.0%.

Please confirm if the SAAMI tolerance for projectiles of principally non-lead construction is acceptable for the Frangible product submission.

ANSWER 8:

YES. IN ACCORDANCE WITH SAAMI Z299.3 – 2015 (page 73), THE SAAMI

TOLERANCES FOR PRINCIPALLY NON-LEAD PROJECTILE

CONSTRUCTION (+/- 3%) IS ACCEPTABLE FOR ANY PRINCIPALLY NON-

LEAD SUBMISSION.

QUESTION 9:

C.4.3 Projectile Accuracy Characteristics – Test Barrel (pages 10 and 11 of the solicitation) state that SERVICE and TRAINING REDUCED LEAD products will be evaluated at 50 meters and FRANGIBLE will be evaluated at 25 meters. However, Section J – Attachment 4 “Manufacturer Test Data” the sheet asks for the manufacturer to provide a production group size standard measured at 25 yards/meters for all product types.

Would it be acceptable to provide a production group size standard that is obtained at a distance of 50 yards for all product types?

ANSWER 9:

YES.

FOR THE PURPOSES OF THIS EVALUATION, THE GOVERNMENT WILL

ASSESS THE SUBMISSIONS’ ACCURACY THROUGH A TEST BARREL AT

THE ABOVE-SPECIFIED DISTANCES (50M AND 25M, RESPECTIVELY).

DETAILS CAN BE FOUND IN SECTION M.2.5 PHASE II, TEST EVENT 7.

ACCURACY (TEST BARREL) ON PAGES 115-116.

THE FBI’S USE OF 25 YARDS OR METERS IN THE MANUFACTURER TEST

DATA SHEET WAS DONE TO PROVIDE OPTIONS TO THE MANUFACTURER

IN THE EVENT THAT A 50M RANGE WAS UNVAILABLE. OFFERORS MAY

USE ANY REASONABLE DISTANCE (E.G., 25 YDS, 25M, 50 YDS, 50M) FOR

THEIR TEST DATA SHEETS. MANUFACTURERS SHALL CLEARLY NOTE

THE DISTANCE USED ON THE MANUFACTURER’S TEST DATA SHEETS.

QUESTION 10:

In reference to C.4.6 “Pressure” – More specifically the Environmental Temperature Exposure portion, it is stated in C.4.6 that cartridges must meet both a Maximum Probable Sample Mean requirement as well as a single round maximum pressure requirement during this portion of the test. However, in section M.2.6 page 121 it is stated that the Environmental Pressure samples must meet the single round maximum pressure requirement, but there is no mention of the Maximum Probably Sample Mean requirement.

Please clarify this requirement.

ANSWER 10:

ENVIRONMENTAL PRESSURE LIMITS ARE MODIFIED IN THAT NO

SINGLE

ROUND SHALL EXCEED 46,800 P.S.I. (90% OF THE MINIMUM PROOF

LOADING OF 52,000 P.S.I.).

QUESTION 11:

In reference to L.9 “Volume #4 Ammunition Samples” – Would the Government allow for a waiver on final packaging graphics requirements for RFP samples (similar to final headstamp sampling waiver)?

ANSWER 11:

YES. THE EVALUATION AS OUTLINED IN THE SOLICITATION FOCUSES

ON TECHNICAL PERFORMANCE, PAST PERFORMANCE, AND PRICE. THE

PACKAGING AND MARKING REQUIREMENTS OUTLINED IN SECTION D

WILL ATTACH ONCE A CONTRACT IS IN PLACE.

QUESTION 12:

If an Offeror were awarded the SERVICE (Full-size) and SERVICE (Micro) for the same submitted sample, would the Government adjust the packaging requirement as defined in Section D.1.4?

ANSWER 12:

YES

QUESTION 13:

The RFP Cover Letter states, “The North American Industry Classification System code is 332992, Small Arms Ammunition Manufacturing, with a small business size standard of 1,250 employees”. Please clarify whether this is a “unrestricted solicitation/full and open competition” or an SBA concern.

ANSWER 13:

SECTION B.2 OF THE SOLICITATION (PAGE 5) STATES THE CONTRACT IS

UNRESTRICTED.

QUESTION 14:

In reference to C.4.2 “Projectile Design” – Is the Government willing to provide samples of the listed body armor to vendors for testing/certification/development? If not, are the listed body armor manufacturers required to make this armor “available for purchase” to prospective bidders/vendors?

ANSWER 14:

SECTION M.2.5, PHASE II, TEST EVENT #2 BODY ARMOR PENETRATION

(PAGE 108) OF THE SOLICITATION SPECIFIES THAT THE FBI WILL FIRE

SAMPLE AMMUNITION INTO THE FBI’S CURRENT ISSUE LOW-VISIBILITY

BODY ARMOR, TYR TACTICAL ULVCT. THE FBI HAS REQUESTED THAT

TYR TACTICAL MAKE THIS ARMOR AVAILABLE TO ALL PROSPECTIVE

OFFERORS FOR THIS SOLICIATION.

QUESTION 15:

In reference to C.4.7 “Propellant” – Is the government willing to provide samples of the listed current Service ammunition to vendors for testing/development? If not, is the listed ammunition manufacturer required to make this product “available for purchase” to prospective bidders/vendors?

ANSWER 15:

THE FBI’S CURRENT 9MM SERVICE CARTRIDGE IS HORNADY 135 GRAIN

CRITICAL DUTY (PRODUCT #90115). THE FBI DOES NOT INTEND TO MAKE

THIS ROUND AVAILABLE TO PROSPECTIVE OFFERORS.

QUESTION 16:

In light the new requirement for a SERVICE (Micro) round; new test equipment requirements (e.g., a Wiseman mount device); and new body armor utilized in testing, would the Government consider an additional 30 day extension to the RFP close?

ANSWER 16:

PLEASE SEE ANSWER 1 (AMENDMENT #2).

QUESTION 17:

Section C.4.4 Cartridge Case of the solicitation states that all cartridges shall be manufactured from brass (and SERVICE shall be nickel plated). Would the Government consider the use of stainless steel and alloy?

ANSWER 17:

THE REQUIREMENT STANDS AS WRITTEN.

QUESTION 18:

With respect to Environmental Pressure testing, the requirement in Section C.4.6 (page 12) sets the standard consistent with SAAMI Pressure Testing [Maximum Probable Sample Mean (MPSM) not to exceed 41,500 psi with no single round exceeding 46,800 psi].

However, Section M.2.6.2 (page 121) does not state the MPSM requirement. Please clarify.

ANSWER 18:

PLEASE SEE ANSWER 10 (AMENDMENT #3)

QUESTION 19:

Section M.2.1 Ammunition Samples Required (page 104) states that an Offeror may provide no more than two submissions under SERVICE (Full-size) and that the projectile must be “substantially different.” How much difference in weight is considered substantially different? Will dimensional differences that impact performance within the same weight and design of projectile be considered substantially different allowing for two submission of the same type and weight of projectile?

ANSWER 19:

THE FBI HAS NOT SET A WEIGHT REQUIREMENT FOR “SUBSTANTIALLY

DIFFERENT” AS MATERIAL CHANGES IN DESIGN WOULD BE SUFFICIENT

REGARDLESS OF PROJECTILE WEIGHT. SUBMISSIONS AT OR NEAR THE

COMMON 9MM WEIGHTS (E.G., 124GR, 135GR, AND/OR 147GR) WOULD

MEET THE REQUIREMENT OF “SUBSTANTIALLY DIFFERENT” BUT

SUBMISSIONS WITH MINOR WEIGHT CHANGES AND NO OTHER DESIGN

CHANGES (FOR EXAMPLE A 124GR AND A 126GR) WOULD NOT MEET THE

REQUIREMENT. SIMILARLY, THE SAME PROJECTILE SUBMITTED WITH

DIFFERENT VELOCITIES WOULD NOT MEET THE REQUIREMENT.

PROJECTILE DESIGN DIFFERENCES THAT MATERIALLY ALTER THE

PERFORMANCE CHARACTERISTICS OF THE ROUND WOULD BE

ACCEPTABLE. IF THOSE DESIGN DIFFERENCES ARE MINOR IN

APPEARANCE, THE GOVERNMENT WOULD RESPECTFULLY REQUEST

THAT THE OFFEROR EXPLAIN THE BENEFITS OF EACH DESIGN IN THEIR

TECHNICAL PROPOSAL (SECTION J, ATTACHMENT 3 – MANUFACTURER

CHECKLIST, #3 INFORMATION ON INNOVATIVE TECHNOLOGY

(CARTRIDGE DESIGN …) (PAGE 54).
