Scope of Work (SOW)

During performance of this action the contractor shall provide the Government a Construction Equipment (CE) Service Life Extension

Program (SLEP). SLEP rebuilds and returns a vehicle to like new condition (near zero hour/zero mile per AR 750-1 definition of

Rebuild).

C.1 - Service Life Extension Program - When a task order (TO) is placed the contractor shall extend the service life of the Deployable

Universal Combat Earthmover (DEUCE), Vibratory (Vibe) Rollers I, II, and III; High Speed Compactors (HSC); and Dual Steel Wheel Rollers

(DSWR). The Service Life Extension Program (SLEP) effort consists of two parts: 1) a Core Effort (Core) which is defined as, and shall include only those tasks that are common to and performed on each vehicle, and 2) an Additional Work Effort (AWE) a set of repair actions beyond the Core Effort which are unique to each individual vehicle. The Core Effort is on a Firm-Fixed Price (FFP) basis, and the AWE is on a Cost-Plus Fixed Fee (CPFF) basis. The contractor shall not perform any AWE over the ceiling price specified in clause

H.1 of this contract until authorized by the Procurement Contracting Officer (PCO) after review of the CAT Inspection Report(CIR). The contractor shall not charge for the same effort under both Core and AWE. The contractor shall deliver a like-new condition (near zero hour, zero mile per AR 750-1 definition of Rebuild) which meets or exceeds the original performance capabilities and features as delivered to the Army at time of purchase. Completed vehicles shall conform to original performance capabilities and features defined in the Purchase Description (PD) or Performance Specification for each vehicle type (Attachments 0001-0004), as demonstrated in the Run-in test (see, C.1.2). All work shall be in accordance with (IAW) the service manual, subsequent service manual updates and reusability guides (see C.1.1., below).

C.1.1 - All aspects of the SLEP shall be conducted in accordance with the Caterpillar Defense and Federal Products (Caterpillar) Inc., standard commercial practices as defined in the applicable service manual, subsequent service manual updates, and reusability guide. When possible, the contractor shall replace parts that do not meet the appropriate service manual specifications (i.e. wear, damage) with the same part number. For parts needing replacement which are no longer available, the contractor shall request and obtain approval from the Contracting Officers Representative (COR) via submittal of the Contract Data Requirement List (CDRL) Data Item A001

CIR and AWE Report prior to using parts with similar characteristics to the original part. The contractor shall minimize configuration changes as a result of a part change.

C.1.1.1 Warehouse space The contractor shall obtain warehouse space to formulate and complete the Core package used to support the

SLEP effort. A Core package consists of the parts necessary per vehicle type to perform the Core effort under C.1.3, and supplied centrally from the contractor to performing dealer locations. This warehouse space will be funded on a separate CLIN for each ordering year and will be called up at the issuance of the first TO for that ordering year. Details on utilization of the warehouse space

(quantity and space claim of Core packages on hand) shall be included and updated in the monthly status report required under C.1.4.3 and IAW CDRL Data Item A002 Contractor Progress, Status, and Management Report.

C.1.1.2 The contractor shall apply Chemical Agent Resistant Coating (CARC) paint to each SLEP vehicle as part of the Core (C.1.3) and

AWE (C.1.4) efforts in accordance with Section E.1 Chemical Agent Resistant Coating (CARC) Qualification and Application Process; the vehicle shall be painted green, color number 383 or tan, color number 686A as specified in the task order.

C.1.2 - Run-In Test - The contractor shall meet the capabilities listed on the Run-In Test sheets for the DEUCE, DSWR, HSC, Vibe Roller

I, II, III IAW Attachment 0005 Run-In Test Sheets. The Run-in Test will satisfy the requirement of 52.246-4008 as a final inspection report for each vehicle. The contractor shall retain documentation to verify the use of calibrated gages in conducting Run-In Test procedures, and make such documentation is available for Defense Contract Management Agency (DCMA) Quality Assurance Specialist (QAS) review.

C.1.3 - Core Effort - Under this effort, the contractor shall arrange vehicle pick up and return, perform vehicle inspections, account for excess Government property, and replace all parts found on the mandatory replacement parts list (MRPL for consumed parts) for each vehicle type as described in Attachments 0006 DEUCE MRPL and 0007 Compaction Vehicle Core Lists. The Government will issue task orders

(TO) for Core Effort at the firm fixed unit prices identified in the contract. The unit price for the Core Effort is determined by which contractor dealer facility performs the effort. The dealer facility locations fall into either a Low, Medium, or High zone as identified on Attachment 0008 Geographic Labor Category Breakdown. These unit prices are identified in each ordering year under the Core SLEP CLIN.

The appropriate unit prices will be identified on each TO at the time of award and will be established as sub-CLINs. The CAGE code for each contractor dealer location performing under a TO shall be indicated in the order to facilitate the inspection/acceptance process.

Each vehicle shall have an "R" and the date SLEP was completed stamped on the data plate.

C.1.3.1 - Vehicle Pick up and Task Order (TO) Issuance The Government will identify vehicles to be inducted into the SLEP. Before issuance of a TO or modification, the Government will provide information, including unit requirements, location, and expected required delivery dates (RDD), to the contractor allowing an opportunity to preview the pertinent information. This information can be in the form of an electronic message or an actual preview of the documentation. The contractor may recommend an alternate delivery schedule for Government consideration. The delivery schedule will be finalized prior to TO issuance. After the DO or modification is issued the contractor shall pick up the vehicles at designated Government sites and transport them to the contractor SLEP facilities identified in the TO. If the receiving contractor SLEP facility is beyond a 400-mile radius from the designated Government pick up site, the contractor shall submit a written request to the Contracting Officers Representative (COR). The contractor shall not proceed to transport the vehicle outside the 400-mile radius until it receives written authorization from the COR. The contractor shall make all arrangements related to transportation and loading, including operating the vehicle and performing any needed disassembly required to transport the vehicle, including the actual transporting of the vehicle(s). Within fifteen calendar days prior to the planned arrival of its transportation personnel, the contractor shall notify the Government Point of Contact (POC) identified in the contract TO of the exact time and place of vehicle pick up or delivery and transportation.

The contractor shall take a Maximum of 95 calendar days to complete and return a vehicle once it is picked up by the contractor. The

AWE shall be submitted within 20 days of the vehicle pickup. If more than one machine is in a Dealer's (sub-contractor) area the dealer will have at least one machine in progress at all times until all machines are completed. The contractor is encouraged to accelerate production whenever possible.

Example schedule:

First machine pickup 110 Days after TO issuance

AWE Submittal 20 Days after vehicle pick up

Complete SLEP returned to unit 75 Days after AWE approval (if government approval is required)

C.1.3.2 - Vehicle Inspection - The contractor shall inspect each vehicle going through SLEP at the authorized repair facility. The inspection shall determine the condition of the vehicle and identify all AWE beyond the Core Effort. When necessary the contractor shall disassemble all equipment and assemblies to determine what components are necessary to meet the requirements specified in this scope of work. The contractor shall submit a CPFF proposal for the AWE as part of the CIR and AWE Report (CDRL A001). The contractor shall notify the COR and PCO if either of the above conditions exists. The PCO will determine whether to proceed with

SLEP on the vehicle(s). The PCO may modify the TO, striking the vehicle(s) serial number(s) from the TO and de-obligating funds associated with the SLEP of the stricken vehicle(s). The contractor shall detail all transportation and inspection (to include disassembly, reassembly and cleaning) costs incurred in the CIR and AWE Report (A001) for the stricken vehicle for review by the COR and

PCO. If approved by the COR and PCO, these costs shall be considered as AWE-only for the vehicle as the Core funding will have been de-obligated or re-assigned to a substitute vehicle. The Government may substitute another vehicle from the fleet, with a different serial number, in place of the stricken vehicles(s). If replacement occurs, the performance completion date for the replacement vehicle will be re-negotiated.

C.1.3.2.1 All vehicles inducted for SLEP with Add on Armor (AoA) shall be returned to the units without AoA. In the event a vehicle with armor is inducted into the SLEP, the contractor shall retain all components of that armor and wait for Government disposition instructions in accordance with C.1.3.3.
