RFP-199-VSP-2024-019 3 of 13

I. PURPOSE:

The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from multi-disciplinary Interpretive Exhibit Design and Fabrication firms, hereafter referred to as Contractor, with intent to establish a contract with one firm through competitive negotiations to provide complete “turn-key” services for planning, design, fabrication and installation of unique Visitor Center Exhibits at 3 (three) Virginia State Parks:

Grayson Highlands State Park, Mouth of Wilson, VA

Staunton River State Park, Scottsburg, VA

Staunton River Battlefield State Park, Randolph, VA

II. BACKGROUND:

Virginia’s state park system is extremely diverse in natural, cultural, historical and recreational resources. The system is comprised of 42 sites encompassing over 83,000 acres including parks in the mountains; on the ocean; on the Chesapeake Bay; on 8 major rivers; on 4 major lakes; 4 rail trails; 3 battlefield sites; and one museum. Visitation tops 8 million visitors annually which contribute an economic impact of over $364 million to the Commonwealth.

Virginia State Parks (VSP) manages these sites in keeping with its mission “to conserve the natural, scenic, historic and cultural resources of the Commonwealth and provide recreational and educational opportunities consistent with the good stewardship of these lands, waters and facilities that leaves them unimpaired for future generations.”

To embrace and advance the educational part of this mission, VSP has identified three parks in need of new or updated Visitor Center Exhibits. The goal of this project is to incorporate each park’s significant and unique stories and themes into an interactive, interpretive exhibit for contemporary audiences.

For more background information about each individual site, please refer to Attachment G.

If the Offeror is not a DSBSD-certified small business, the “Vendor Plans To Use Subcontractors” box must be selected, and the Offeror shall identify the portions of the contract that will be subcontracted to DSBSD-certified small business for the initial contract period and any subsequent renewal periods. Reference Special Term and Condition K.

It is the responsibility of the Offeror to ensure their proposal and all required attachments are properly completed, readable and uploaded to eVA by the date and time deadline stated on the electronic solicitation posting. In the event of technical difficulties, Offerors should contact:

eVA Customer Care at 1-866-289-7367 or via email at eVACustomerCare@DGS.Virginia.gov

2. Proprietary Information:

The redacted version of the proposal must have all proprietary information deleted that has been identified as proprietary. Section numbers, which are redacted, should be identified as follows:

“Section 3, paragraph B: “Redacted”. The redacted version of the proposal must be carefully edited, altered, and refined by the Offeror in order to protect and maintain complete confidentiality of protected information. DCR will not accept responsibility for any public disclosure of proprietary information that is a result of improper redaction by the Offeror.

3. Proposal Preparation:

a. Proposals shall be signed by an authorized representative of the offeror. All information requested should be submitted. Failure to submit all information requested may result in the purchasing agency requiring prompt submission of missing information and/or giving a lowered evaluation of the proposal. Proposals which are substantially incomplete or lack key information may be rejected by the purchasing agency. Mandatory requirements are those required by law or regulation or are such that they cannot be waived and are not subject to negotiation.

b. Proposals should be prepared simply and economically, providing a straightforward, concise description of capabilities to satisfy the requirements of the RFP. Emphasis should be placed on completeness and clarity of content.

c. Proposals should be organized in the order in which the requirements are presented in the RFP.

All pages of the proposal should be numbered. Each paragraph in the proposal should reference the paragraph number of the corresponding section of the RFP. It is also helpful to cite the paragraph number, subletter, and repeat the text of the requirement as it appears in the RFP. If a response covers more than one page, the paragraph number and subletter should be repeated at

RFP-199-VSP-2024-019 9 of 13 the top of the next page. The proposal should contain a table of contents which cross-references the RFP requirements. Information which the offeror desires to present that does not fall within any of the requirements of the RFP should be inserted at an appropriate place or be attached at the end of the proposal and designated as additional material. Proposals that are not organized in this manner risk elimination from consideration if the evaluators are unable to find where the RFP requirements are specifically addressed.

d. As used in this RFP, the terms "must", "shall", "should" and “may” identify the criticality of requirements. "Must" and "shall" identify requirements whose absence will have a major negative impact on the suitability of the proposed solution. Items labeled as "should" or “may” are highly desirable, although their absence will not have a large impact and would be useful, but are not necessary. Depending on the overall response to the RFP, some individual "must" and "shall" items may not be fully satisfied, but it is the intent to satisfy most, if not all, "must" and "shall" requirements. The inability of an Offeror to satisfy a "must" or "shall" requirement does not automatically remove that Offeror from consideration; however, it may seriously affect the overall rating of the Offerors’ proposal.

e. The proposal should be submitted in a single file where practical, utilizing PDF. The maximum file size per attachment is 60 MB; however, there is no limit on the number of files an Offeror may attach. If the size of the file is greater than 60 MB, the file should be broken down into smaller files and titled in a sequential order (Ex: Original Proposal Tab 1, Original Proposal Tab 2 etc.). All documentation submitted with the proposal should be contained in a single file (except the Redacted Version of the Proposal, Attachment C Small Business Subcontracting Plan, and Attachment D Pricing Schedule, which shall be provided in a separate file).

1) Number of pages limited to no more than (30) (excluding financial statements, resumes, RFP attachments, addendums and appendices), with at least 11-point font.

f. Ownership of all data, materials, and documentation originated and prepared for the State pursuant to the RFP shall belong exclusively to the State and be subject to public inspection in accordance with the Virginia Freedom of Information Act. Trade secrets or proprietary information submitted by an offeror shall not be subject to public disclosure under the Virginia Freedom of Information Act; however, the offeror must invoke the protections of § 2.2-4342F of the Code of Virginia, in writing, either before or at the time the data or other material is submitted. The written notice must specifically identify the data or materials to be protected and state the reasons why protection is necessary. The proprietary or trade secret material submitted must be identified by some distinct method such as highlighting or underlining and must indicate only the specific words, figures, or paragraphs that constitute trade secret or proprietary information. The classification of an entire proposal document, line-item prices, and/or total proposal prices as proprietary or trade secrets is not acceptable and will result in rejection of the proposal. If, after being given reasonable time, the offeror refuses to withdraw an entire classification designation, the proposal will be rejected.

g. Offerors must provide with their proposal a summary of any proprietary information using the Attachment E: Proprietary/Confidential Information Summary Form attached to this RFP.

4. Oral Presentation: Offerors who submit a proposal in response to this RFP may be required to give an oral presentation of their proposal to the agency. This provides an opportunity for the offeror to clarify or elaborate on the proposal. This is a fact finding and explanation session only and does not

RFP-199-VSP-2024-019 10 of 13 include negotiation. The issuing agency will schedule the time and location of these presentations.

Oral presentations are an option of the purchasing agency and may or may not be conducted.

5. Single Point of Contact: Submit all inquiries and/or questions concerning this RFP in email to:

Suzanne Swinson, Procurement and Administrative Services Director at procurement@dcr.virginia.gov The subject line header should state the following: Questions on RFP –199-VSP-2024-019 DCR cannot guarantee a response to questions received after June 28, 2024.

The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. No questions will be addressed orally. To ensure timely and adequate consideration of proposals, Offerors are to limit all contact, whether verbal or written, pertaining to this RFP to the designated Contract Officer for the duration of this RFP process.
