About this file

This is a Request for Proposal (RFP) issued by the University of Washington for electrical work at the UW Tower Data Center, specifically targeting power configuration reconfiguration for AI infrastructure in Rooms 219 and 220. The project involves complex electrical circuit modifications, including branch circuit moves, adds, and deletions from Remote Power Panels (RPPs) to server racks, executed in a two-phase approach. The work encompasses procurement and installation of breakers, wire, conduit, receptacles, wire labels, mounting hardware, permits, and comprehensive documentation. The RFP was released on 3/11/25, with a site walk-through scheduled for 3/20/25, and proposal submissions due on 4/4/25 at 11:59 PM PST. The project requires minimal power downtime to IT equipment racks while maintaining high system reliability, with specific client-approved Methods of Procedure (MOPs) to be prepared by the contractor.

Contractor selection will be based on four key evaluation criteria: previous data center work experience (15%), team qualifications (20%), pricing (50%), and project schedule performance (15%). The University has established voluntary participation goals of 6% for Minority Business Enterprises, 4% for Women's Business Enterprises, and a 15% U.S. Small Business participation goal. The contract is contingent on the continued availability of state or federal funding, with no guaranteed minimum award amount specified. Contractors must demonstrate technical expertise, financial stability, and the capability to execute a multi-phase project involving precise electrical infrastructure modifications for advanced computational needs. The project involves potential expansion of up to 15 new 10 kW cabinets, with the current measured load in Room 220 at 575 kW, indicating a significant infrastructure investment for AI computational capabilities.
