About this file
This is a Request for Proposal (RFP) issued by Ingham Intermediate School District (Ingham ISD) on behalf of the StarNet Consortium for the procurement of a single UPS (Uninterruptible Power Supply) unit to support network operations in the district's data center and consortium members' local districts. The UPS unit must be rack-mountable with self-monitoring and alerting capabilities, provide one hour of uptime for specified power supply configurations, include bypass features, all necessary cabling, and rack mounting hardware. The proposal request was distributed on January 26, 2021, with proposals due by February 23, 2021, at 10:00 am Eastern Standard Time, submitted in PDF format to purchasing@inghamisd.org. Vendor interviews were scheduled for February 25, 2021, with an estimated award notification date of March 1, 2021. Proposals remained valid for ninety days from submission. The RFP does not specify a contract term or renewal options.
Proposal pricing must include all material costs, delivery and freight charges, installation costs, lead times, permits, labor, warranty information, and any recurring costs for support, maintenance, and licensing. Ingham ISD explicitly stated that the entity is a governmental unit exempt from state and federal taxes, and vendors' quoted prices must exclude taxes. The district indicated its preference for selecting the best overall value rather than the lowest cost proposal and reserved the right to reject any or all proposals, split awards among multiple vendors, or award to a single vendor. No set-asides, incumbent vendor information, or specific funding amounts or sources are identified in the RFP. Vendors performing on-site work must maintain comprehensive insurance coverage, including general liability ($1,000,000 per occurrence), workers' compensation, errors and omissions ($1,000,000), employment practices liability ($1,000,000), and commercial umbrella liability ($2,000,000).
