About this file

This is a Qualification Evaluation Form for the selection of an architectural firm by Lanier County, Georgia, to provide comprehensive pre- and post-award services for community and economic development projects. The evaluation form is used to assess architectural firms and their qualifications based on six key criteria: the firm's ability to supply all major disciplines necessary for the work, experience with the type of construction involved, knowledge of the community, staff expertise, experience with Community Development Block Grant (CDBG) projects, and cost competitiveness. Each criterion is scored on a scale of 1 to 4, with 1 representing "Poor," 2 representing "Fair," 3 representing "Good," and 4 representing "Excellent." The evaluation form also requires reviewers to verify whether the firm can meet the preliminary architectural report deadline and whether the firm carries Errors and Omissions insurance. The selected architect will be responsible for preparing preliminary architectural reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout services.

Lanier County intends to pursue federal and state funding through multiple grant programs, including CDBG Annual Competition, CDBG Disaster Recovery (CDBG-DR), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds administered by the Georgia Department of Community Affairs (DCA). All contracts are subject to Federal and State provisions prescribed by the Georgia DCA, and the selected architect may provide services for future community and economic development projects for a limited time period based on grant funding availability. The project is covered under Section 3 of the HUD Act of 1968, and Lanier County is committed to Affirmatively Further Fair Housing requirements. The county is seeking architectural services due to a dire need for adequate facilities to provide emergency refuge, preparedness, and response during disasters.
