For the purposes of this Solicitaon, capitalized words will refer to the following definions.

Capitalized terms not specifically defined in this document are defined in OAR 125-246-0110.

Terminology specific to the OregonBuys system may be found at OregonBuys.

The Oregon Water Resources Department (OWRD) is charged with carrying out the water management policies and rules set by the Water Resources Commission and with overseeing the enforcement of Oregon’s water laws.

The OWRD is organized into five divisions: Field Services, Technical Services, Water Rights and Adjudicaons, Director’s Office, and Administrave Services. OWRD headquarters and the Northwest Regional Office are in Salem, Oregon. The OWRD also has four other regional offices and 20 small field offices throughout Oregon.

The Field Services and Technical Services Divisions manage and administer the gage staon operaons and maintenance. The OWRD operates and maintains over 250 gaging staons across the state.

An exisng well (OWRD well log MARI 18916) near the North Falls Parking Lot of Silver Creek Falls State Park requires modificaons for measurement of water levels and installaon of a pressure transducer. The well is owned by the Oregon Department of Transportaon (ODOT) with an easement from the Oregon Parks and Recreaon Department (OPRD).

The Oregon Water Resources Department (OWRD) has been tasked by the legislature to construct dedicated observaon wells at priority locaons throughout the state. These observaon wells will augment OWRD’s exisng State Groundwater Observaon Network. Installaon and subsequent monitoring of observaon wells addresses recommended acons 1.A and 1.B of Oregon’s Integrated Water Resources Strategy (OWRD 2012).

The goals of the Project are to:

• Modify an observaon well at a single locaon targeng the Columbia River Basalts for the purpose of long-term water level monitoring

• Install a pressure transducer with cable for in-situ monitoring of water levels

• Provide 1.25-inch diameter access port in sanitary seal, install 1.25 inch diameter measuring tube, and add new 1.25-inch diameter threaded cap

• Modify structure lock mechanism for mul-user access

The pre-exisng well, MARI 18916, is located at 44.88392770, -122.61995887. This well is completed to a depth of 277 below land surface, bls, with a cement seal from the surface to 36 bls, six-inch steel casing from +1.5 to 230 bls that is perforated from 230 to 273 bls. A four-inch outer diameter discharge line is inside of the casing and an airline is installed between the casing and the discharge line. The airline is no longer competent, and there is inadequate space between the casing and discharge line to deploy an electronic tape for water level measurement and/or deployment of a pressure transducer.

The MARI 18916 Modificaon Project includes modificaon of the above well near the North Falls Parking lot at Silver Creek Falls State Park. (Figures 1 and 2) by an Oregon-licensed well driller (“Driller”) contracted to OWRD. All work shall be conducted according to established, professional well construcon standards and follow all appropriate OAR and ORS guidelines. The Driller shall conduct work in a manner that priorizes the health and safety of all site https://secure.sos.state.or.us/oard/viewSingleRule.action?ruleVrsnRsn=300204 https://www.oregon.gov/das/ORBuys/Pages/Index.aspx https://www.oregon.gov/owrd/programs/planning/iwrs/pages/default.aspx https://www.oregon.gov/owrd/programs/planning/iwrs/pages/default.aspx

DAS Procurement Services, Version 4.5 March 31, 2023 Page 6 of 23 personnel. Should these guidelines and/or health and safety concerns conflict with elements of this technical specificaon, the Driller shall request clarificaon from OWRD before proceeding.

Well construcon shall generally follow that diagrammed in Figures 3 and 4 but the driller should recommend an effecve and efficient approach to complete the project, and provide detailed esmates, assumpons, and descripons in support of the Driller’s line-item bid table.

Mobilizaon for services is scheduled to be as soon as praccal aer the Contract is awarded, as early as January 1st 2025 and no later than June 1st 2025. Driller shall idenfy their ancipated availability and job duraon in their proposal.

The work site is located on Highway 214/163/Silver Creek Falls between mileposts 27 and 28. A crane-rig deployed from the north-bound lane will be used to pull the discharge line, pump, and complete other well work. The well is located inside of a prefabricated structure (Figure 3) that is designed for access from above and sides. The structure and well are approximately 45 southeast from the center of pavement, on land under easement from OPRD to ODOT and accessible under agreement between ODOT and OWRD. Access to the site is paved. Vegetaon removal between the road and the prefabricated structure/well will be completed under a separate contract prior to driller work start date. Traffic control will be provided for duraon of driller work under a separate contract.

There is no access to ulies at the proposed sites (water, power, restrooms, etc.). The Driller will be responsible for providing all supporng services and supplies required to complete the project scope and will remove all unused and waste materials from the site aer compleon of the work.

The Driller will make all reasonable efforts to minimize impact to the landscape by drilling and related heavy equipment and due to drilling acvies. At the compleon of the project, the ground surface and landscape surrounding the well will be returned to a state substanally similar to that present before mobilizaon to the site.

DAS Procurement Services, Version 4.5 March 31, 2023 Page 7 of 23

Discharge Line Removal and proper disposal of 4-inch outer diameter discharge line. Installaon of 3-inch outer diameter discharge line, from pump to outlet above grade. New steel with plain or threaded ends free from pits or breaks. Joints shall be waterght, either welded or threaded.

Install check valves and couplers per exisng configuraon. Install pump at exisng depth.

Reconnecon to pump and above-grade infrastructure.

Access Port and Measuring Tube Current 0.5-inch diameter access port must be converted to 1.25-inch diameter. This can be achieved by drilling out the exisng port to enlarge it or replacing the sanitary seal with one that has a 1.25-inch diameter access port. Install 1.25-inch diameter measuring tube with threaded end extending above seal. Replace 0.5-inch cap with new threaded 1.25-inch cap.

Metal Stock for Muluser Access Round stock or flat stock must fit in exisng hasp rings or replace with new hasps. Punched with holes large enough for standard master lock on each end. Two of these are needed. See Figure 5 for example.

lowest price of all Proposers X price points possible = price score price being scored

Agency prefers Oregon Goods and Services, and for evaluaon purposes per ORS 279A.128, Agency shall subtract 5% from the price for any Proposer proposing all Goods fabricated or processed or all services performed enrely in Oregon before calculang the price score.

For evaluaon purposes per OAR 137-046-0310, Agency shall add a percentage increase to each out-of- State Proposer’s Proposal price that is equal to the percentage preference, if any, given to a resident Proposer in the Proposer’s State.

TOTAL POINTS POSSIBLE: 70

POINTS POSSIBLE 70

4.10.2.1 Evaluaon Item 1 20

4.10.2.2 Evaluaon Item 2 15

4.10.2.3 Evaluaon Item 3 15

4.10.3 Price Evaluaon 20

The SPC will average all scores for each evaluaon criterion. The average score will be used as a percentage mulplier of the maximum points for that criterion. 1=10%, 5=50%, 7.2=72%, 9=90%, etc. Price points are calculated as stated in the Price Evaluaon secon as set forth in Secon 4.10.3.

Example:

Proposer A receives scores of 10, 9, and 9.5 for criterion worth 50 points. The SPC averages 10, 9, and 9.5 for a score of 9.5 and uses 95% as a mulplier to the possible points of 50. 50 Mulplied by 95% is 47.5. Proposer A’s points for the criterion is 47.5.

The SPC will average the scores for each Proposal in a given round of compeon (calculated by totaling the points awarded by each Evaluaon Commitee member and dividing by the number of members). The SPC will combine the average score for each Proposal with Proposer’s Price Score and Reference Score.

Aer any applicable preference has been applied, the SPC will determine the rank of each Proposal, with the highest score receiving the highest rank, and successive rank order determined by the next highest score.

Agency may, in Agency’s sole discreon, determine an apparent successful Proposer with no addional rounds of compeon. If addional rounds are conducted, Agency will rank advancing proposers at the conclusion of each subsequent round and may determine an apparent successful Proposer at any me during the Solicitaon process.

If Agency, in its sole discreon, determines that one or more addional rounds of compeon is necessary, it will select a Compeve Range to indicate the Proposers that will be invited to parcipate in a subsequent round. The Compeve Range may include all, or at Agency’s sole discreon, some (based primarily on a natural break in the distribuon of scores), of the Proposers from a previous round. Agency will post a noce in OregonBuys of its Compeve Range Determinaon and provide details about the process and schedule for the subsequent round.

Proposers excluded from a round may submit a writen protest of Compeve Range. Protest must:

• Be emailed to the SPC;

• Reference the OregonBuys Bid Solicitaon number;

• Idenfy Proposer’s name and contact informaon;

• Be sent by an authorized representave;

• State the reason for the protest; and

• Be received within 7 Calendar Days aer issuance of the Noce of the Compeve Range unless a different due date and me is specified in such noce.

Agency will address all protests within a reasonable me and will issue a writen decision to the respecve Proposer. Protests that do not include the required informaon may not be considered by Agency.

There will be no addional rounds of selecon for this Solicitaon.
