SECTION 1: GENERAL INFORMATION

1.1 INTRODUCTION

The State of Oregon, acting by and through the Oregon Department of Fish & Wildlife, (“ODFW” or “Agency”), is issuing this Request for Proposal under the provisions of ORS 279B.060.

ODFW’s mission is to protect and enhance Oregon’s fish and wildlife and their habitats for use and enjoyment by present and future generations.

The Agency will conduct wildlife telemetry, capture, and removal operations for wolves throughout Oregon but primarily within Northeast Oregon. Wolf captures are necessary to collect basic biological information and to install radio collars. The management of wolves in Oregon is directed by a Commission adopted plan that considers the mission of the agency, wolf management issues, and public needs.

The Agency is seeking a Contractor (hereafter “Contractor or Proposer”) to provide a helicopter, with experienced wolf capture Pilot (s), support services including experience and certified Wolf Gunner, and fuel truck and licensed fuel Truck Driver (when needed) to capture/remove wolves and/or ferry Agency Biologist to various field locations to collect data. Helicopter flights will be based out of a variety of locations in Oregon, but primarily La Grande, Baker City, and Enterprise

The Agency is requesting the option to use two (2) types of aircraft (with separate associated hourly rates), depending on the operation. An R44 or equivalent is the preferred aircraft for ferry, point-to-point, surveillance, and some removal operations. A turbine aircraft such as the Jet Ranger, R66, Bell 407, or equivalent, is the required preferred aircraft for capture operations and some removal efforts. See Section 3.1.1 for mandatory aircraft requirements.

Agency is seeking Proposals to perform the Services (collectively, the Work) laid out in the sample contract (Contract or sample Contract). The Proposer who submits the highest-ranking Proposal is the Successful Proposer.

Agency anticipates the award of one Contract from this RFP.

The term of the Contract is anticipated to be eight (8) years (through June 30, 2034). Pricing will be fixed for the first two-year period of performance (2026-2028). Pricing Adjustments will be processed on a every two (2) year basis. Agency will contact the Contractor each Spring on a every two-year basis to offer a pricing adjustment. Price adjustments will be processed through written Amendment only.

Additional details are included in the Scope of Work section.

SECTION 2: AUTHORITY, OVERVIEW, AND SCOPE

2.1 AUTHORITY AND METHOD

Agency is issuing this RFP pursuant to its authority under ORS 279A.050(6)(n) and ORS 496.146 (11). The Agency has authorization to conduct wildlife management activities under ORS

496.138 consistent with the policy in ORS 496.012.

Agency is using the Competitive Request for Sealed Proposals method, pursuant to ORS 279B.060.

2.2 DEFINITION OF TERMS

For the purposes of this RFP, capitalized words are defined in OAR 125-246-0110 or as defined below.

2.3 OVERVIEW AND PURPOSE

2.3.1 Agency Overview and Background

The Agency’s mission is to protect and enhance Oregon's fish, wildlife, and their habitats for use and enjoyment by present and future generations. Proposals are being requested by the Agency’s Wildlife Division. The Wildlife Division consists of two main programs – Diversity Program and Game Program.

• The Diversity Program is responsible for statewide species surveys, conservation and management of sensitive, threatened, and endangered species, marine mammal health, and implementation of the State Wildlife Action Plan

RFP #S-63500-00015974 Telemetry Helicopter Flights for Inventory and Capture of Gray Wolves Throughout Eastern Oregon

DAS Procurement Services, Version 4.5 March 31, 2023 Page 6 of 25

• The Game Program is responsible for inventories of game species, game management, hunter surveys, harvest regulations, investigation of wildlife diseases, wildlife damage prevention and response, and predator control.

This proposal request is under the Game Program with the goal of supporting the Agency mission by conducting big game survey operations, wildlife research, disease surveillance, other wildlife species census, related wildlife actions, and habitat condition inventories.

2.3.2 Project Overview and Background

The management of wolves in Oregon is directed by a Commission adopted plan that considers the mission of the agency, wolf management issues, and public needs. ODFW has authorization to conduct wildlife management activities under ORS. 496.012 including wildlife research under ORS 496.164. Agency biologists will conduct future wildlife telemetry and census operations for wolves in throughout Oregon. Wolf capture is necessary to collect basic biological information and to install radio collars. In addition, in response to possible wolf depredation Agency may conduct lethal control actions on depredating wolves per the Oregon Wolf Conservation and Management Plan.

2.4 SCOPE OF WORK/SPECIFICATIONS

The Successful Proposer will provide helicopters with specifications outlined in Section 3, an experienced wolf capture Pilot (s), support services including experienced wolf Gunner, and fuel truck and licensed fuel Truck Driver (when needed) to assist in the capture, removal, and monitoring of wolves (flight time estimated at 125 hours per year). Helicopter flights will be based out of a variety of locations in Oregon, but primarily La Grande, Baker City, and Enterprise. Successful Proposer may also be required to ferry Agency biologist (s) to various field locations to assist with collar/capture operations, deploy and check trail cameras, retrieve mortalities, or other point-to-point ferry needs. For some radio-collar darting and lethal removal operations, the Agency will provide the Gunner, drugs, and capture equipment. For some capture and lethal removal operations, the Agency is requesting the Successful Proposer provide an experienced Gunner. The Gunner must be trained and experienced in handling immobilizing drugs and the Successful Proposer must be able to provide Telezol and equipment needed for chemical capture. Immobilized wolves will be fitted with radio-collar and processed in the field by Agency staff. Any wolf mortality will be transported to appropriate field location.

The Agency is requesting the option to use two (2) types of aircraft (with separate associated hourly rates), depending on the operation. An R44 is the preferred aircraft for ferry, point-to-point, surveillance, and some removal operations. Agency estimates 55 hours per year needed for an R44. A turbine aircraft (Jet Ranger, R66, 407, etc.) is the preferred aircraft for capture operations and some removal efforts. Agency estimates 70 hours per year needed for the turbine helicopter. Of the 125 total annual hours, the Agency estimates 100 hours would be used for removal or capture operations. Agency requests the contractor provide experienced Gunner for approximately 40% of the capture/removal operations (~40 hours per year). Agency will provide a Gunner for the remaining ~60 hours per year. All of these estimated hourly needs are a very rough approximation – actual needs may vary significantly from year to year. Neither capture nor lethal control operations are specifically planned at this time, rather they will be conducted

RFP #S-63500-00015974 Telemetry Helicopter Flights for Inventory and Capture of Gray Wolves Throughout Eastern Oregon
