2.2 DEFINITION OF TERMS
For the purposes of this RFP, capitalized words are defined in OAR 137-046-0110 and the additional noted below.
2.3 OVERVIEW AND PURPOSE
2.3.1 Agency Overview and Background
ODFW’s mission is to protect and enhance Oregon's fish, wildlife, and their habitats for use and enjoyment by present and future generations. Proposals are being requested by ODFW’s Wildlife Division. The Wildlife Division consists of two main programs – Conservation and Game.
• The Conservation Program is responsible for statewide species surveys, conservation and management of sensitive, threatened, and endangered species, marine mammal health, and implementation of the Comprehensive Wildlife Conservation Strategy.
• The Game Program is responsible for inventory and monitoring, of game species, game management, hunter surveys, harvest regulations, investigation of wildlife diseases, wildlife damage prevention and response, and predator control.
This proposal request is under the Game Program with the goal of supporting the ODFW mission by conducting big game survey operations, wildlife research, disease surveillance, other wildlife species census, related wildlife actions, and habitat condition inventories.
2.3.2 Project Overview and Background
The purpose of the RFP is to establish a Contract for ODFW for the purchase and delivery of GPS receiver/radio transmitter collars with Iridium satellite capabilities for placement on adult female mule deer, and adult cougar, black bear, and coyote; vaginal implant transmitters (VITs);
neonate collars; six month old fawn monitoring collars; and associated replacement batteries over a period of five years. Data collection services and transmission fees options for all collars (“Services”) shall be outlined in the proposal. ODFW may increase or decrease the number of collars purchased based on funding availability, product price, or adjusted need throughout the project life.
RFP S-63500-00003107 GPS Tracking Collars and Associated Equipment for Mule Deer Research in Eastern Oregon
2.4 SPECIFICATIONS
Collars and associated equipment will be used to assess habitat use, parturition locations, and survival of adult and juvenile mule deer, as well as habitat use and home range size of specific carnivores, in eastern Oregon. This work is expected to encompass at least five years and to maintain consistency in data collection, a single vendor is needed to provide equipment over the duration of the research efforts. Most products listed below are dependent upon each other (e.g., VIT must sync with an adult GPS collar) and products cannot be mixed between vendors over time to ensure compatibility. Annual delivery date of all collars and associated equipment with be November 1.
Attachment I Specification Verification Form contains a comprehensive list of required and desired specifications for each of the product sections below. Proposer shall complete Attachment I to describe and verify whether their proposed products exceed, meet, or do not meet the required and desired Specifications. Attachment I must be submitted with their Proposal response for the Proposer to be deemed responsive.
2.4.1 Collars and Equipment for Monitoring Habitat Use, Parturition, and Survival of Mule Deer
The primary purpose of collars and equipment included in this section is the following:
• Assess habitat use of adult female mule deer with fully user programmable GPS collars.
• Identify timing and location of parturition sites to document birth of fawns and aid in location of fawns via VITs.
• Collar fawns to assess survival and cause-specific mortality.
• Obtain location data on fawns to assess spatial relationships between fawns and their mother.
Estimated collar and equipment needs for the five year project are denoted in Table 1.

2.4.2 Collars for Monitoring Survival of Mule Deer Adults and Fawns (six months old)
The primary purpose of these collars is to monitor survival and cause-specific mortality of mule deer adults and six month old fawns. Estimated number of collars purchased annually are noted in Table 2.

2.4.4 Data Transmission Fees
Several components of this RFP require the ability to remotely transmit location, mortality, or birthing information via satellite transmission. Data transmission fees for collars should be included in the Proposal. The following should be applied when determining annual data fee transmission costs:
• Adult Advanced GPS Collar – transmission of 12 GPS locations/day and alerts from synced VIT.
• Neonate Collar – transmission of 1 GPS location/day.
• Adult Monitoring Collar – transmission of 8 GPS locations/day.
• Fawn Monitoring Collar – transmission of 1 GPS location/day.
• Black bear and cougar collar – transmission of 8 GPS locations/day.
• Coyote collar – transmission of 4 GPS locations/day.
A full explanation of data fee charges should be provided as part of the Proposal, including but not being limited to activation charges, subscription fees, airtime fees, and download fees. If multiple data fee options are available, Proposer shall supply the best pricing option in the Proposal. Proposer shall supply prices on Attachment E Price Proposal Form for an annual price on a per collar/type basis for each item in Sections 2.4.1, 2.4.2, and 2.4.3.
2.4.5 Data Security Requirements
All Data collected as a result of a Contract from this RFP shall comply with the following:
• Data must be encrypted at rest and in transit.
• Data about the species the collar is placed on must not be collected, transmitted, or placed on Contractor servers. (That is, only ODFW will have the ability to match the
RFP S-63500-00003107 GPS Tracking Collars and Associated Equipment for Mule Deer Research in Eastern Oregon data from the vendor with the identifying data. This will be performed on ODFW servers.)
• Data must be hosted in the United States.
2.4.6 Crediting Unused Prepaid Data Transmission Fees
Given the relatively low survival rates of adult mule deer and very low survival of neonate mule deer, it is likely that many collars will not be deployed an entire year. A portion of these collars will not be redeployed and any remaining prepaid credit for data transmission fees will not be used.
Proposals should clearly describe how unused prepaid data transmission fees will be credited to the Agency. Credits should either be applied to subsequent equipment purchases or to a central account where any fees associated with other collars on this contract would be deducted.
2.4.7 Warranty for Failed Equipment
The Agency acknowledges the potential for collar failure and requires a description of the warranty policy associated with collar and other equipment purchases. Failed collars equipped to animals will not be able to be retrieved by the Agency and the warranty should include details of how unretrieved collars will be warrantied. Amounts for reimbursement or credit for failed collars should be included in Proposal. If warranty costs are built into collar Proposals, the cost associated with collar warranty should be itemized and not pooled into the overall cost of the collar.
2.4.8 Federal Funds
This purchase is funded with federal funds. The Contract resulting from this RFP incorporates terms and conditions set forth in this RFP, including without limitation the federal contract provisions for non-federal entity contracts under federal awards set forth in Attachment A.
2.4.9 Compliance with Laws, Regulations, and Policies
The Contract resulting from this RFP incorporates terms and conditions set forth in this RFP, as set in Attachment A.
The Successful Proposer and all Proposer employees, subcontractors, and agents shall comply with all applicable state and federal laws and regulations, and State of Oregon policies governing use and disclosure of Agency data and access to the State of Oregon information assets, including as those laws, regulations, and policies may be updated from time to time. The Competitive Range may include all, or at Agency’s sole discretion, some (based primarily on a natural break in the distribution of scores), of the Proposers from a previous round. Agency will post a notice in OregonBuys of its Competitive Range Determination and provide details about the process and schedule for the subsequent round.
